B air, Officer Re: May 1, 2001 agenda items Date: April 27, 2001 3) CONSENT AGENDA A) VON TURKOVICH - SITE PLAN — LANDSCAPING BERMS, 300 SWIFT STREET This application consists of constructing two landscaping berms to the front yard of a single family residence, 300 Swift Street. Staff discovered that these berms were constructed without approval and requested that approval be obtained. This property is located within The Residential Two District. It is bounded on the south by Swift Street, on the west by a house of worship, and on the north and east by a vacant lot. Section 25.117 Reguirements: The proposed filling will exceed twenty (20) cubic yards and therefore must comply with the standards of Section 25.113(b) referenced in Section 25.117(a) of the Zoning Ordinance: a) The project must utilize topography and must relate to other existing and proposed structures so as to be aesthetically compatible with the neighborhood. The filling must not extend to the property lines and must blend with the existing contours. The applicant should not make existing stormwater runoff conditions worse. The City Engineer has reviewed the proposed plans and finds them acceptable. b) The project must not detract from scenic views of adjacent properties or public walkways. The proposed grading must not exceed the elevations presently found on the site. c) The project should allow for retention of additional green space that will enhance the appearance of the developed property. Recommended Condition: 1) All previous approvals and stipulations which are not superseded by this approval shall remain in effect. 2) The applicant shall obtain a Certificate of Occupancy/Compliance from the Administrative Officer. 3) The applicant shall obtain a zoning permit within six (6) months pursuant to Section 27.302 of the Zoning Regulations or this approval is null and void. DEVELOPMENT REVIEW BOARD MEMO MAY 1, 2001 MEETING 4) Any change to the site plan shall require approval by the South Burlington Development Review Board. B & Q WASTE SYSTEMS INTERNATIONAL, INC. - SITE PLAN & CONDITIONAL USE - AUTO REPAIR & SERVICE & TRUCK TERMINAL, 73 ETHAN ALLEN DRIVE This project consists of a site plan application and conditional use application of Waste Systems International, Inc. for permission to allow automobile repair and service use in conjunction with a truck terminal,173 Ethan Allen Drive. The Development Review Board previously approved a site plan application and conditional use application for this property on August 15, 2000 (minutes enclosed) which has since expired. The applicant is seeking reapproval. Access/Circulation: Access is provided via a thirty one (31) foot egress only curb cut on Commerce Avenue and via a thirty three (33) foot ingress only curb cut on Ethan Allen Drive. These two curb cuts are connected via a 24 foot wide access drive. Circulation on this site is adequate. Coverage/Setbacks: Building coverage will remain unchanged at 7% (30% max). Overall coverage will increase from 58% to 65% (70% max). The existing front yard coverage on Commerce Avenue is 63% (30% max). The applicant has proposed removing a portion of the gravel area along Commerce Avenue to bring the Commerce Avenue front yard coverage down to 30%. The front yard coverage on Ethan Allen Drive is 25% and will remain unchanged (30% max). All setback requirements are met. Parking: The applicant has proposed a total of forty one (41) parking spaces and thirty five (35) spaces are required. Two (2) handicapped parking spaces are being provided as required. A bike rack is provided. Traffic: The existing uses are estimated to generate 9.9 P.M. peak vehicle trip ends. The proposed uses will generate no additional P.M. peak hour vehicle trip ends. Sewer: No additional allocation requested. Landscaping_ There is no minimum landscaping requirement based on building costs. No additional landscaping recommended. Lighting_ All lighting must be downcasting and shielded. Cut sheets for all proposed and existing lighting should be submitted for approval by the Director of Planning & Zoning. I am writing, however, to thank you for your patience in dealing with us on this matter. I know that you know that I wanted very much to wriggle out of having to apply for a permit over this. You, however, were very firm in insisting that we do so. In the end, I realized that your position was correct and I was happy to comply. This issue came up at a very busy time for me and I wasn't able to deal with it as a quickly or efficiently as I should have. You very kind to give me enough time to put this all together. It's not often that I have the occasion to write to compliment the treatment I have received from a city commission and its staff members. This time, I don't want the opportunity to slip away without having done so. Thanks.
