HomeMy WebLinkAboutMinutes - City Council - 01/13/1969BOARD OF SELECTMEN MEETING JANUARY 13, 1969 The South Burlington Board of Selectmen held a meeting at the Town Office Building, 555 Dorset Street, South Burlington, Vermont on Monday, January 13, 1969 at 7:30 P.M. Mr. Vincent J. D'Acuti, Chairman, called the meeting to order. MEMBERS PRESENT Vincent J. D'Acuti, Chairman; Charles H. Behney, Walter Nardelli and Augustus T. Stannard. MEMBERS ABSENT Robert K. Ashley OTHERS PRESENT Henry LeClair, Town Manager; William J. Szymanski, Town Engineer; Bruce McAllister from the Motorola Company, William Rowe from Radio Communications Services and Barbara Bull from the League of Women Voters. READING OF THE MINUTES OF JANUARY 6, 1969 After a correction was made in the original minutes, the minutes of the January 6, 1969 meeting were approved as read. TRIANGLE CAB COMPANY - LEASE-AGREEMENT The Selectmen unanimously accepted the lease-agreement from the Triangle Cab Company for rental of town-owned property on Airport Parkway subject to the document being properly witnessed and notarized. CODES OFFICER'S REQUEST FOR INCREASE IN TRAVEL ALLOWANCE The Town Manager explained that when the Codes Officer's position was established the travel allowance was set at $10 a week. However, because of the accumulated sewer and other inspections to be taken care of, his expenses had already exceeded his allowance by approximately $40. The Board unanimously agreed to postpone the item and consider it when preparing the new budget. The Board also unanimously agreed to reimburse the Codes Officer for the excess in travel allowance incurred because of the back-log of work on hand when the position was established. POLICE BASE RADIO PURCHASE Mr. D'Acuti and Mr. Behney read letters from qualified engineers with their recommendations on the purchase of a new police department base radio. Mr. McAllister from the Motorola Company and Mr. Rowe from Radio Communications Services explained the guarantees, service availability, wattage, delivery date, etc. of their respective bids. After a general discussion Mr. D'Acuti made a motion to purchase the Motorola Base Radio system at the bid price of $1250 with trade-in. The motion was seconded by Mr. Nardelli and passed unanimously. VERMONT GAS SYSTEMS, INC. Mr. D'Acuti stated that in discussing this item at last week's meeting the Board seemed in agreement that it had no objection to the installation of a Cathodic Protection System on the edge of Farrell Park, but did question the difference in monetary value of the two trucks offered and leasing the land. Upon being questioned the Town Engineer said he could see no engineering problem. At Mr. LeClair's request for time to check into details of the matter the Board tabled any decision until the January 20, 1969 meeting. APPLICATION FOR SUPPLEMENTAL STATE AID - BRIDGE FUND The Selectmen signed the application form for supplemental state aid for the bridge fund. MUNICIPAL BUILDINGS Mr. Nardelli brought up the question as to whether or not the Board was going to request bond issue approval for construction of municipal buildings on the ballot at the March Meeting. Mr. D'Acuti said the Board would have to decide on the matter, that a letter from the Town Attorney pointed out involvements connected with proceeding with lease-purchase plans. He also said that three interested parties had contacted the Board, Mr. Pomerleau, Goodrich and Pizzagalli, and these men were in agreement that a lease-purchase plan was more costly than buildings constructed by the Town. These men also said they would forward letters to the Board with their recommendations so they could be used at public information meetings. Mr. Nardelli made a motion to have separate bond issue requests placed on the ballot for each building, one for the Administration building and one for the Police and Fire Department building. The motion was seconded by Mr. D'Acuti and passed unanimously. On a motion made by Mr. D'Acuti and seconded by Mr. Stannard the Board voted unanimously to hire Julian Goodrich as architect for the proposed buildings. ACCEPT DEED TO SAN REMO DRIVE The Board tabled accepting the deed to San Remo Drive till the title search is completed by the Town Attorney. The Board went into Executive Session at 9:00 P.M.
