HomeMy WebLinkAboutMinutes - City Council - 02/03/1969BOARD OF SELECTMEN MEETING February 3, 1969 The South Burlington Board of Selectmen held a public meeting at the Town Office Building, 555 Dorset Street, South Burlington, Vermont on Monday, February 3, 1969 at 7:30 P.M. Mr. D'Acuti, Chairman, called the meeting to order. MEMBERS PRESENT Vincent J. D'Acuti, Chairman; Robert K. Ashley, Charles H. Behney, Walter Nardelli and Augustus T. Stannard. MEMBERS ABSENT None OTHERS PRESENT Henry LeClair, Town Manager; Julian Goodrich, Architect; George Silver, Town Assessor; Roger LeCours, Free Press Reporter; Mrs. Dorothy Guilford, James E. Alexander, Douglas Stuart, Doctor Bante, John and Jane Brennan, Loren and Helen Avery, Mr. and Mrs. Duncan Brown, Mr. and Mrs. Leonard M. Zubko, Edward L. Flavin, Mr. and Mrs. Duncan Brown Marjorie Hill from the League of Women Voters and Charlotte Marsh. MUNICIPAL BUILDINGS - PRESENTATION BY JULIAN GOODRICH, ARCHITECT Mr. Goodrich explained that this building program had been developed by Mr. Barr, Architect, who had worked previously on the project. He said the Administration Building would contain 8100 sq. feet of floor area and the Police-Department - Fire Department building would contain 4500 square feet of floor area. Mr. Goodrich explained that he would get in touch with all the department heads in regard to their needs before the layout of the inside was determined. MUNICIPAL BUILDINGS, CONTINUED He also went into detail about the materials to be used in the construction, type of roof, windows, flooring, heat, air-conditioning, described the make-up of the vault, and said the entire site would be landscaped with driveways, walks and parking areas paved and drained. Mr. Stuart Douglas, Mrs. Dorothy Guilford, Edward Flavin, Leonard and Mrs. Zubko, Gregory Premo, Charlotte Marsh, asked questions about the buildings, method of paying for same, estimate of increase in taxes, etc. and most expressed their feeling that the projects were both necessary and worthwhile. The Selectmen agreed to have brochures describing details of the buildings and explanations of the cost mailed to each home in South Burlington at the same time the proposed budget figures were mailed in an effort inform the voters of the pressing need for the buildings. COMPLAINT - CONDITION OF FORMER GOVE PROPERTY ON LAUREL HILL DRIVE Mrs. Leonard Zubko told the Board that the former Gove property on Laurel Hill Drive was not being taken care of properly, that there was an unused open safe in the building and an elevator that could be dangerous to children. Mr. LeClair was instructed to check into the matter. JAMES ALEXANDER - PERSONAL PROPERTY TAX APPRAISER Mr. Alexander, personal property tax appraiser, had requested this opportunity to talk with the Board, and told those present that the town was probably losing revenue because of failure of owners to properly list the value of their personal property. PERSONAL PROPERTY APPRAISAL Mr. Alexander said he had completed personal property appraisals in several towns, among them Woodstock, Westminister and Proctor, saying that this tax is one section of the tax structure that should be examined. Mr. Nardelli suggested that Mr. Alexander get together with Town Assessor Silver on details of such operation so that Mr. Silver could report back to the Board. The Board unanimously agreed with Mr. Nardelli's suggestion and instructed Mr. Silver to get together with Mr. Alexander, work out what it would cost to use his services, and make a recommendation to the Board so they could make a decision. READING OF THE MINUTES OF THE MEETING OF JANUARY 27, 1969 The minutes of the meeting of January 27, 1969 were approved as read. REPORT ON PROGRESS OF REVALUATION - MR. SILVER Mr. Silver reported the tax maps were about 50% completed and about 10% of the reappraisal was done. Mr. Nardelli asked the assessor what his target date was for the revaluation of the town. Mr. Silver said he hesitated to give a definite date as he had to train the two new appraisers, and was not sure just how long it would take. After a general discussion Mr. Silver set a target date of April 1, 1970, and he was asked to report at the first Selectmen's meeting of each month on progress of the project, and if at any time he felt the target date might not be met he was to inform the Selectmen so steps could be taken, such as hiring additional help, so there would be no delay. SURPLUS FUNDS FROM SEWER CONSTRUCTION Mr. Nardelli said that because of the trend of high taxes in South Burlington he felt the surplus funds of about $300,000 from the sewer project should be applied to the Area List Charge and General Tax Charge in order to reduce the tax rate this year, and asked that the estimates of these charges be refigured, taking into consideration the use of some or all of the surplus. Mr. LeClair explained why the surplus had not been used to lower the taxes. After a general discussion, the Town Manager was instructed to refigure the Area List Charge and General Tax Charge using the surplus fund figure and present his findings to the Board at the next meeting February 10, 1969, so the Board can make a decision. RAMADA INN SEWER LINE REQUEST Mr. D'Acuti read a letter from Webster-Martin, Inc. quoting prices for rerouting the sewer line on property where the Ramada Inn concern plans to construct a motel. Prices were $18,250 for rerouting the line to Dorset Street, and $5,500 for rerouting under the building. Mr. Nardelli asked if the Board was considering changing the line at town cost, and said Ramada knew where the sewer line was, and in spite of that knowledge, designed the building over the line. Mr. D'Acuti said that Ramada was told they could reimforce the sewer line and build over it. Mr. Nardelli pointed out that the Town Engineer did not recommend building over the line. RAMADA INN - SEWER LINE REQUEST, CONTINUED Mr. Nardelli questioned why this item had been brought to the Board of Selectmen, and it was agreed it was a Planning Commission matter. Mr. Behney made a motion that the item be presented to the Planning Commission. Mr. Nardelli seconded the motion and it passed unanimously. The meeting adjourned at 10:30 P.M.
