THE ENTIRE SITE IS PAVED AND EXISTING PAVEMENT WILL NOT BE AFFECTED BY THE CONSTRUCTION STAGING. IT IS ANTICIPATED THAT THIS PROJECT WILL BE COMPLETED BY THE JULY 2017. 1.2 SITE INVENTORY 1.2.1 TOPOGRAPHY THE TOPOGRAPHY OF THE AREA IS GENERALLY FLAT (<1% SLOPES) WITH LAWN AREA, LANDSCAPE TREES, LANDSCAPE FEATURES, LANDSCAPE BERMS AND A PAVED PARKING GARAGE ACCESS ROAD, ALL GRASS IS IN GOOD CONDITION AND WELL MAINTAINED. 1.2.2 DRAINAGE, WATERWAYS, BODIES OF WATER, AND PROXIMITY TO NATURAL OR MAN-MADE WATER FEATURES THE EASTERN PORTION AND THE MAJORITY OF THIS PROJECT SITE IS WITHIN THE WATERSHED OF AN UNNAMED TRIBUTARY TO THE WINOOSKI RIVER (0.63 ACRES). THE WESTERN PORTION OF THE PROJECT SITE IS LOCATED WITHIN THE POTASH BROOK WATERSHED (0.17 ACRES). 1.2.3 VEGETATION THE VEGETATION IN THE PROJECT AREA CONSISTS OF LAWN AND GRASSED AREAS. THE IMPACT TO THE VEGETATION WILL BE LIMITED TO THAT WHICH IS DIRECTLY AFFECTED BY THE SITE CONSTRUCTION. UPON COMPLETION OF THE PROJECT, GRASS WILL BE REESTABLISHED WITH WET SEED AND MULCH PRACTICES. 1.2.4 SOILS ALL SOIL DATA CAME FROM THE U.S. DEPARTMENT OF AGRICULTURE, SOIL CONSERVATION SERVICE, FOR THE COUNTY OF CHITTENDEN, VERMONT. THE ENTIRE PROJECT AREA CONSISTS OF SOILS ADAMS AND WINDSOR LOAMY SANDS, 0% TO 5% SLOPES, “K FACTOR” = 0.15. THE SOIL IS CONSIDERED TO HAVE LOW EROSION POTENTIAL DUE TO THE FLAT TOPOGRAPHY. 1.2.5 SENSITIVE RESOURCE AREAS CRITICAL HABITATS: NO HISTORICAL OR ARCHEOLOGICAL AREAS: NO PRIME AGRICULTURAL LAND: NO THREATENED AND ENDANGERED SPECIES: NO WATER RESOURCE: NO WETLANDS: UNNAMED TRIBUTARY TO THE WINOOSKI RIVER, LOCATED 5,300' FROM THE PROJECT AREA 1.3 RISK EVALUATION THIS PROJECT FALLS UNDER THE JURISDICTION OF THE INDIVIDUAL CONSTRUCTION STORMWATER DISCHARGE PERMIT BASED ON THE PROJECT IMPACT AREA AND PROXIMITY OF THE OTHER CONCURRENT CONSTRUCTION PROJECTS. ANY MODIFICATIONS TO THE PROJECT THAT INCREASE THE RISK TO ENVIRONMENTAL RESOURCES SHALL BE EVALUATED IN ACCORDANCE WITH THE PERMIT REQUIREMENTS. THE CONTRACTOR WILL BE RESPONSIBLE FOR ANY ADDITIONAL PERMITTING. 1.4 EROSION PREVENTION AND SEDIMENT CONTROL THE PRINCIPLES OUTLINED IN THIS NARRATIVE CONSIST OF APPLYING MEASURES THROUGHOUT CONSTRUCTION OF THE PROJECT IN ORDER TO MINIMIZE SEDIMENT TRANSPORT TO THE RECEIVING WATERS. THE MEASURES INCLUDE STABILIZATION AND STRUCTURAL PRACTICES, STORMWATER CONTROLS AND OTHER POLLUTION PREVENTION PRACTICES. THEY HAVE BEEN PROPOSED BY THE DESIGNER AS A BASIS FOR PROTECTING RESOURCES AND WILL NEED TO BE BUILT UPON BASED ON THE SPECIFIC MEANS AND METHODS OF THE CONTRACTOR. THE CONTRACTOR SHALL REFER TO THE VERMONT STANDARDS AND SPECIFICATIONS FOR EROSION PREVENTION AND SEDIMENT CONTROL AND APPROPRIATE DETAIL SHEETS FOR SPECIFIC GUIDANCE AND CONSTRUCTION DETAILING. ALL MEASURES SHALL BE REGULARLY MAINTAINED AND SHALL BE CHECKED FOR SEDIMENT BUILD-UP. SEDIMENT SHALL BE DISPOSED OF AT AN APPROVED SITE WHERE IT WILL NOT BE SUBJECT TO EROSION. 1.4.1 MARK SITE BOUNDARIES SITE BOUNDARIES AND AREAS CONSTRUCTION EQUIPMENT CAN ACCESS SHALL BE DELINEATED. THE CONTRACTOR WILL NOT BE ALLOWED TO DISTURB ANY AREA THAT IS NOT SPECIFICALLY NECESSARY TO COMPLETE CONSTRUCTION. DOWNGRADIENT OF THE CONSTRUCTION AREA WILL BE MARKED WITH A SILT FENCE. THE REMAINDER OF THE SITE WILL BE MARKED WITH PROJECT DEMARCATION FENCE. STORMWATER BASINS WILL BE PROTECTED FROM CONSTRUCTION RUNOFF WITH A SILT FENCE AROUND PERIMETER OF THE BASIN. 1.4.2 LIMIT DISTURBANCE AREA PREVENTING INITIAL SOIL EROSION BY MINIMIZING THE EXPOSED AREA IS MUCH MORE EFFECTIVE THAN TREATING ERODED SEDIMENT. EARTH DISTURBANCE CAN BE MINIMIZED THROUGH CONSTRUCTION PHASING BY ONLY OPENING UP EARTH AS NECESSARY. THIS CAN LIMIT THE AREA THAT WILL BE DISTURBED AND EXPOSED TO EROSION. EMPLOY TEMPORARY CONSTRUCTION STABILIZATION PRACTICES IN INCREMENTAL STAGES AS PHASES CHANGE. ONLY THE ACREAGE LISTED ON THE PERMIT AUTHORIZATION MAY BE EXPOSED AT ANY GIVEN TIME. ANY DISTURBED EARTH SHALL BE TEMPORARY OR PERMANENTLY STABILIZED WITHIN 14 CALENDAR DAYS OF INITIAL EARTH DISTURBANCE. ONLY THE ACREAGE LISTED ON THE PERMIT AUTHORIZATION MAY BE EXPOSED AT ANY GIVEN TIME. MAINTAINING VEGETATED BUFFERS ALONG STREAM BANKS, WETLANDS OR OTHER SENSITIVE AREAS IS A CRUCIAL EROSION AND SEDIMENT CONTROL MEASURE THAT SHOULD BE ESTABLISHED WHEREVER POSSIBLE. 1.4.3 SITE ENTRANCE/EXIT STABILIZATION TRACKING OF SEDIMENT ONTO PUBLIC HIGHWAYS SHALL BE MINIMIZED TO REDUCE THE POTENTIAL FOR RUNOFF ENTERING RECEIVING WATERS. INSTALLATION SHALL COINCIDE WITH THE CONTRACTORS PROGRESS SCHEDULE. THE CONTRACTOR WILL BE REQUIRED TO PROVIDE A SWEEPER TO CLEAN THE ROADWAYS SHOULD IT BE NECESSARY DURING CONSTRUCTION ACTIVITIES. STABILIZED CONSTRUCTION ENTRANCES SHALL BE INSTALLED IN ACCORDANCE WITH THE PLANS AND EPSC DETAILS. 1.4.4 INSTALL SEDIMENT BARRIERS SEDIMENT BARRIERS SHALL BE UTILIZED TO INTERCEPT RUNOFF AND ALLOW SUSPENDED SEDIMENT TO SETTLE OUT. THEY SHALL BE INSTALLED PRIOR TO ANY UP SLOPE WORK. SILT FENCE WILL BE INSTALLED AS NECESSARY OUTSIDE THE RUNWAY AND TAXIWAY SAFETY AREAS ONLY. ALTHOUGH NOT ANTICIPATED, WOVEN WIRE REINFORCED SILT FENCE SHALL BE USED INSTEAD OF SILT FENCE WITHIN 100 FEET UPSLOPE OF RECEIVING WATERS. 1.4.5 STORM DRAIN INLET PROTECTION STORM DRAIN INLET PROTECTION SHALL BE UTILIZED TO PROVIDE A BARRIER SO STORMWATER CANNOT RUN DIRECTLY INTO THE CLOSED DRAINAGE SYSTEM WITHOUT FIRST HAVING THE OPPORTUNITY FOR THE SEDIMENT TO SETTLE OUT. ALL EXISTING DRAINAGE INLETS SHALL BE PROTECTED FROM SEDIMENT FILLED RUNOFF. ANY PROPOSED DRAINAGE INLETS THAT ARE CONSTRUCTED PRIOR TO THE CONSTRUCTION OF PERMANENT EROSION PREVENTION AND SEDIMENT CONTROL MEASURES, SHALL BE PROTECTION FROM SEDIMENT FILLED RUNOFF. 1.4.6 DUST CONTROL DUST CONTROL SHALL BE USED TO PREVENT SURFACE AND AIR MOVEMENT OF DUST FROM DISTURBED SOIL SURFACES OFF-SITE DAMAGE, HEALTH HAZARDS AND TRAFFIC SAFETY PROBLEMS. 1.4.7 DIVERT UPLAND RUNOFF THE PROJECT AREA IS ELEVATED FROM ITS SURROUNDINGS AND FLAT, THEREFORE IT IS NOT ANTICIPATED THAT DIVERSION MEASURES WILL BE NECESSARY. 1.4.8 SLOW DOWN CHANNELIZED RUNOFF CHECK DAMS WILL NOT BE USED ON THIS PROJECT. 1.4.9 CONSTRUCT PERMANENT CONTROLS PERMANENT STORMWATER TREATMENT DEVICES USED ON THIS PROJECT SHALL CONSIST OF TOPSOIL, SEED (HYDROSEED), SUBBASE AND PAVEMENT. ALL MEASURES SHALL BE CONSTRUCTED IN ACCORDANCE WITH THE PERTINENT PLANS AND DETAILS. 1.4.10 STABILIZE EXPOSED SOILS DURING CONSTRUCTION SOIL STABILIZATION PRACTICES USED ON THIS PROJECT SHALL CONSIST OF TOPSOIL, SEED (HYDROSEED) AND EROSION MATTING.
