HomeMy WebLinkAboutMinutes - City Council - 01/09/1968BOARD OF SELECTMEN MEETING JANUARY 9, 1968 The South Burlington Board of Selectmen held a special meeting at the Town Office Building, 555 Dorset Street, South Burlington, Vermont on Tuesday, January 9, 1968 at 7:00 P.M. MEMBERS PRESENT Vincent J. D'Acuti, Chairman; Robert K. Ashley, Frederick G. Blais and Stephen M. Whittlesey MEMBERS ABSENT Augustus T. Stannard OTHERS PRESENT Henry LeClair, Town Manager; William J. Szymanski, Town Engineer; Ralph Goodrich, Contractor, Mr. A. W. Parkes of Webster-Martin, Inc.; George C. Stanley, Jr. from the Goodrich Construction Company, Richard Myette and Robert Martineau, members of the Zoning Board of Adjustment and the following architects, Julian Goodrich, Alfred Calcagni and Mr. Frazier from Calcagni, Frazier and Zajchowski, and J. Henderson Barr and Richard Weimans from the Barr Architectural firm. The meeting was called to order at 7:15 P.M. by the Chairman. RECONSTRUCTION OF DORSET STREET - WILLISTON ROAD CROSSING RALPH B. GOODRICH, INC. Mr. Parkes of Webster-Martin, Inc. told the Selectmen that Mr. Goodrich had asked for this meeting to discuss payment of the extra cost of Type II paving at the Dorset Street-Williston Road crossing, and said he could find no written authorization for the work, and therefore had no evidence that Mr. Goodrich was given verbal instruction from the Inspector on the job at that time (Pete Jenness) to go ahead and use the more expensive type of paving. RALPH GOODRICH - DORSET STREET AND WILLISTON ROAD CROSSING, continued Mr. Goodrich showed plans of the crossing, pointing out that part of what he had paved was not a bid item, and explaining that he did the work on the verbal O.K. from Mr. Jenness. Mr. Parkes told the Board that Type I pavement base price is $2.50 a lineal foot and Type II pavement base price is $20.00 a lineal foot. Mr. Parkes' figures were the 308 lineal feet in question at the difference of $17.50 per lineal foot for an additional cost of $5390. Mr. Goodrich said his figures amounted to an additional cost of $6,600. After a general discussion between the Board and those concerned, the Chairman said that the Board had a good idea of the situation and would discuss it later on in the evening after they took care of their appointments. ARCHITECT'S INTERVIEWS - DEVELOPMENT OF MUNICIPAL BUILDINGS SITE For the purpose of selecting a South Burlington architect to draw up preliminary plans and schematics for the development of municipal buildings on the Town property on Dorset Street, the Selectmen then met with architects as follows: 7:30 to 8:00 P.M.Julian Goodrich of Julian Goodrich Architects, Inc. 8:00 to 8:30 P.M.J. Henderson Barr and Richard H. Wiemann of the Barr concern. 8:30 to 9:00 P.M.Alfred A. Calcagni and Richard B. Frazier of Calcagni, Frazier and Zajchowski, Architects. Each architect presented background material on his associates, the type of work they have been engaged in the past and generally conveyed to the Board members their capabilities for handling the proposed project. The qualification resumes have been placed on file in the Town Manager's office. ARCHITECTS' INTERVIEWS - DEVELOPMENT OF MUNICIPAL BUILDINGS SITE The Board members were assured by each of the architects that they were in a position to start the necessary work immediately if they were picked to do the required preliminary work. Mr. D'Acuti, Chairman, and the Board members thanked the architects for meeting with them and said they would notify whoever was chosen immediately so the project could get underway. REVISIONS AND ADDITIONS TO SIGN ORDINANCE Mr. Richard Myette and Mr. Robert Martineau, members of the Zoning Board of Adjustment, presented each Selectmen with proposed revisions and additions to the Zoning Ordinance. The Selectmen agreed that their feeling was that the changes were very satisfactory and Mr. Whittlesey suggested that the proposed ordinance be forwarded to the Town Attorney for his legal opinion. READING OF THE MINUTES The Minutes of the meeting of December 19, 1967 were approved as read and the minutes of the meeting of January 2, 1968 were approved after a correction was made in the price of the snowplow. The Board went into executive session to discuss the budget at 10:00 P.M. The Board came out of Executive Session at 11:45 P.M. and after further discussion on the Goodrich request the Board voted to allow a $3500 settlement figure for road reconstruction over the Dorset Street crossing and named J.
