HomeMy WebLinkAboutMinutes - City Council - 09/30/1967BOARD OF SELECTMEN SPECIAL MEETING SEPTEMBER 30, 1967 The South Burlington Board of Selectmen held a special meeting at the Town Office Building, 555 Dorset Street, South Burlington, Vermont on Friday, September 30, 1967 at 5 P.M. MEMBERS PRESENT Vincent J. D'Acuti, Chairman; Mr. Robert Ashley, Mr. Stephen Whittlesey and Mr. Frederick Blais. MEMBERS ABSENT Mr. Augustus Stannard OTHERS PRESENT Mr. Henry LeClair, Town Manager; Philip Doherty, Arthur W. Parkes and Joel Bilodeau from Webster-Martin, Inc.; Homer Stuart of Hickok-Boardman Insurance Company and Remo Pizzagalli and John Conant of the Fizzagalli Construction Company. Mr. D'Acuti, Chairman, called the meeting to order at 5:17 P.M. CONSIDER WEBSTER-MARTIN, INCORPORATED"S ANALYSIS OF BIDS AND RECOMMENDATIONS FOR AWARD OF CONTRACTS FOR CONTRACTS 5 AND 6. Mr. D'Acuti, Chairman, read the analysis from Webster-Martin for contract 5, which read in part "It is recommended that the Town of South Burlington accept the proposal of the low bidder, Munson Earth Moving Corporation, in the amount of $379,785.34." The Chairman then read the analysis of Webster-Martin, Inc. for contract 6, which read in part "It is recommended that the Town of South Burlington accept the proposal of the low bidder, Munson Earth Moving Corporation, in the amount of $316,317.12." WEBSTER-MARTIN, INC. - RECOMMENDATIONS ON SEWER CONTRACTS, continued Mr. D'Acuti, also read the names of the bidders and the amounts bid, as follows: Contract 5 Munson Earth Moving Corp.$379,785.34 Ralph B. Goodrich, Inc.405,626.29 Pizzagalli Construction Co.480,441.34 CONTRACT 6 Munson Earth Moving Corp.$316,317.12 Ralph B. Goodrich, Inc.329,035.62 N. C. Allen Company 338,764.50 Pizzagalli Construction Co.425,360.62 Mr. Doherty from Webster-Martin, Inc. explained to the Board that the contractor had sufficient funds and equipment to complete the projects and that his previous project had been completed in a satisfactory manner. He stated that the Hackett Agency, Inc. Insurance Company will provide the necessary bond and Chittenden Trust Company reported that the contractor is capable of carrying out the work from a financial standpoint. The Board questioned the quality of the inspection on the previous sewer work and Mr. Doherty said he felt that the inspection had been too spread out, but assured the Board that the inspection on these two contracts would be satisfactory. Mr. Blais asked if there had been any priorities set for the work schedule, and was told that the O'Brien and Pizzagalli developments were on the priority list so sewer could be installed in their developments by winter. Mr. LeClair said that other priorities were to be considered also from a standpoint of citizen's needs. WEBSTER-MARTIN, INC. - RECOMMENDATIONS ON SEWER CONTRACTS, continued Mr. Doherty explained that the contract calls for the contractor to submit a work and time schedule, and said he would set up a meeting with the contractor and town engineer to go over the work priority list. Mr. Parkes told the Board that Mr. Munson will complete all work now in progress by October 13, 1967 and expects to start on the South Burlington sewer contract right after that time in order to complete as much of the work as he can before winter sets in. Mr. Whittlesey made a motion that the Board accept the recommendation of Webster-Martin, Inc. and accept the proposal of the low bidder, Munson Earth Moving Corporation for Contracts 5 and 6. Mr. Blais seconded the motion, and the vote was unanimously in favor of acceptance. Mr. D'Acuti then asked Mr. Doherty to have the contracts ready for signing at the regular meeting of the Board of Selectmen to be held October 3, 1967. He also reminded Mr. Doherty to call the meeting with the contractor for the purpose of having a time and work schedule and priority schedule set up. Mr. Doherty then introduced Mr. Joel Bilodeau to the members of the Board and others present as the person who would be Project Engineer from Webster-Martin, Inc. for this work. The Board then recommended that all contacts between Webster-Martin, Inc. and the town with respect to sewer construction be conducted between Mr. Szymanski, Town Engineer and Mr. Bilodeau. WEBSTER-MARTIN, INC. - RECOMMENDATIONS ON SEWER CONTRACTS, continued The Board instructed the Town Manager to have the original copy of the recommendations filed with the minutes of this meeting. INSURANCE PLAN - PRESENTED BY HOMER STUART OF HICKOK BOARDMAN, INC. Mr. Stuart outlined an Insurance Program combining School and Town insurance. Proposed by a committee of six members of the insurance firms was a blanket rate for all municipal needs, such as Town, School and Water Company. The Board approved the program. PIZZAGALLI DEVELOPMENT There was a general discussion between the Pizzagalli Construction Company personnel present and the Board in regard to consideration of new incentives for encouraging commercial development.
