HomeMy WebLinkAboutMinutes - City Council - 10/03/1967BOARD OF SELECTMEN MEETING OCTOBER 3, 1967 The South Burlington Board of Selectmen held a public meeting at the Town Office Building, 555 Dorset Street, South Burlington, Vermont on Tuesday, October 3, 1967 at 7:30 P.M. Mr. Vincent J. D'Acuti, Chairman, called the meeting to order. MEMBERS PRESENT Vincent J. D'Acuti, Chairman; Frederick G. Blais, Augustus T. Stannard, Robert K. Ashley and Stephen M. Whittlesey. MEMBERS ABSENT None. OTHERS PRESENT Henry LeClair, Town Manager; John T. Ewing, Town Attorney; Ed Myers, Free Press Reporter; Philip Doherty, Webster-Martin; Randall Munson, Munson Earth Moving; and Luther F. Hackett. READING OF THE MINUTES The minutes of the September 19, 1967 meeting were approved as read. The minutes of the September 29, 1967 meeting were approved after a correction of the date. CONSIDER CRUISER BIDS There was a general discussion on the police cruiser bids. On a motion made by Mr. Whittlesey and seconded by Mr. Ashley the Board unanimously agreed to buy two new police cruisers from Brewer Motors Inc. who submitted the lowest of three bids. CONSIDER CRUISER BIDS continued The bids submitted with prices calculating the trade-in of two Oldsmobile F-85 cruisers were as follows: Bremer Motors Inc., $3,480 for two Plymouth Fury sedans; Val Preda Olds-Cadillac Inc., $3,783.20 for two F-85 sedans, and C.H. Goss Co. $4,475 for two Dodge Polara sedans. ACCEPTANCE OF SEWER CONTRACT BIDS After a general discussion the Selectmen signed the final two contracts for construction in the current $4 million sanitary sewer project. The two contracts, No. 5 and No. 6 have a completion date of November 1968 and Mr. D'Acuti stressed the importance of the work being done at a rapid rate with priorities being considered. Mr. Munson said the work will be moving rapidly but quality is of prime importance. DISCUSSION ON NEED FOR DOG LEASH LAW Mr. D'Acuti read a written request for a town leash law that would require that dogs be kept on their owners' property or on leashes. Mr. D'Acuti suggested that the matter be turned over to Police Chief, Richard Carter for study. The Board agreed, and so instructed the Town Manager. RESIGNATION OF GEORGE G. SMITH The resignation of George G. Smith as Director of Civil Defense was accepted by the Board and Ephrem Berteau of Dorset Street was appointed to fill the vacancy. BOND FORECLOSURE - HOWARD CRANWELL Mr. D'Acuti said he received notice that Mr. Cranwell has defaulted on a payment to Engineers Inc. The Board agreed that the problem was strictly between Mr. Cranwell and Engineers Inc. BOND FORECLOSURE - HOWARD CRANWELL continued The Board unanimously agreed to allow Mr. Cranwell to continue the work provided it progresses at a rapid rate, as was agreed at their meeting of September 19, 1967. TOWN DUMP Mr. D'Acuti said he has received word from Edmund Dupont, Mayor of Winooski, that Winooski will be using Colchester's dump. Mr. D'Acuti said that Shelburne would like an extension of about two weeks. The Board agreed to give Shelburne a two week extension at the same rate, as previously agreed upon. VANDALISM Mr. Whittlesey asked about vandalism in South Burlington. Mr. LeClair said that he spoke with State's Attorney Patrick Leahy and Mr. Leahy stated that the problem was not confined to South Burlington but it is a problem throughout the country. SIDEWALK AND CURBING PROGRAM The Board instructed Mr. LeClair and Mr. Szymanski to put together a sidewalk and curbing program. ZONING VIOLATIONS Mr. D'Acuti suggested checking in on some of the problems in South Burlington that violate the town's zoning laws. He said the laws should be enforced and the town should not wait for the state to step in. The Board agreed. There being no other business the meeting adjourned at 8:45 P.M.
