HomeMy WebLinkAboutMinutes - City Council - 05/23/1967BOARD OF SELECTMEN MEETING MAY 23, 1967 The South Burlington Board of Selectmen held a regular meeting at the Town Office Building, 555 Dorset Street, South Burlington, Vermont on Tuesday, May 23, 1967 at 7:30 P.M. Mr. Vincent J. D'Acuti, Chairman, called the meeting to order. MEMBERS PRESENT Vincent J. D'Acuti, Chairman; Frederick G. Blais, Stephen M. Whittlesey and Augustus T. Stannard. MEMBERS ABSENT Robert K. Ashley. OTHERS PRESENT Henry LeClair, Town Manager; Edgar Myers, Free Press Reporter; William Szymanski, Town Engineer; Robert A. Hall, Craig Butterfield, Harold H. Ross, E. A. Berteau, Amateur Radio Club; C. David Wroten of Laurel Hill Drive, Christian B. Hoskam of Hinesburg Road, Roland Deslauriers, George DeGraff, Arthur C. Johnson, Frederick McGibney, William Rowell, Roland J. Vachon, and Gordon Jarvis. MUNICIPAL MALL DISCUSSION Members of the newly appointed Municipal Mall Committee were present to discuss their primary purpose. Mr. D'Acuti pointed out that the primary purpose of the committee is to gather information as to the size and cost of the building and put it into a preliminary plan. He said this information could be obtained from the various departments that will be contained in the building. He also said it is important that the committee start as soon as possible. FIRST READING - O'BRIEN ZONE CHANGE REQUEST On a motion made by Mr. Blais and seconded by Mr. Whittlesey, the Board approved the first reading for a zone change request for approximately 23 acres of land owned by O'Brien on Hinesburg Road and Kennedy Drive from Business B and Industrial A to Planned Area. FIRST READING - HOSKAM ZONE CHANGE REQUEST On a motion made by Mr. Blais and seconded by Mr. Whittlesey, the Board approved the first reading for a zone change request for a lot on Hinesburg Road owned by Christian Hoskam from planned area to Residential B. Mr. Hoskam pointed out he has been paying taxes on a building lot for over ten years and doesn't see why he cannot obtain a permit. Mr. D'Acuti instructed the Town Manager to get the legal opinion from Mr. Ewing. He told Mr. Hoskam he would let him know as soon as they find out. FIRST READING - GAS STATION AMENDMENT On a motion made by Mr. Whittlesey and seconded by Mr. D'Acuti the Board approved the first reading of the gas station amendment designed to stop proliferation of gas stations in South Burlington. The Board had been advised by the Town Attorney, Mr. Ewing, that the town was within its legal rights to do so. Mr. Blais said he questioned complete abstinance because this would make a use variance necessary and this would defeat the purpose of the use variance which was designed for a "special exception". Mr. D'Acuti said this would go back to the Planning Commission for further recommendations, and instructed the Manager to ask the Planning Commission for a better solution to the problem. BURLINGTON AMATEUR RADIO CLUB REQUEST Members of the Burlington Amateur Radio Club were present and asked for use of an old building on Airport Parkway owned by the Town. Mr. Berteau said the Club is willing to make repairs on the building and would also like to offer classes, which students of the high school would be able to take. He also said they would like to set up Civil Defense headquarters for South Burlington. Mr. Berteau pointed out since the Club was to assume all of the repairs and the maintenance of the building they don't feel they could afford to pay rent on the building since they are a non-profit organization. The Board voted unanimously to lease the building to the Club for $1.00 a year. Mr. D'Acuti said he could not promise the Club about the length of time they could use the building but would give them a one year lease and a 60 day notice thereafter if the Town should decide it needs the building or the land. The Radio Club was advised to prepare a lease for submission to the Town Attorney. REQUEST FOR CURBS ON MAPLEWOOD DRIVE Mr. Gordon Jarvis appeared before the Board and said the people of Maplewood Drive thought it would be a good time to have curbs put in on their street since it was all dug up and will have to be completely repaved. Mr. D'Acuti pointed out that when the curbs are put in that the Town pays 50% of the cost and the homeowner pays 50%. He also stated that storm drains have to be put in which is also quite an expense. Mr. D'Acuti told Mr. Jarvis he agreed it would be a good time to put in the curbs and it would probably be cheaper but the Town doesn't have the money in this year's budget for curbs. Mr. D'Acuti told Mr. Jarvis that if all the people of the street wanted the curbs they could submit a petition and it would go into next years budget planning and also have to go before Town Meeting. Mr. D'Acuti explained the petition would give them priority. APPOINTMENT OF LAND FILL AREA COMMITTEE The Board discussed a committee to study a regional waste disposal with the County Regional Planning Commission. Robert Ashley and Edgar Myers were appointed to the committee. COMPLAINT ON LAUREL HILL DRIVE Mr. C. David Wroten, a resident of Laurel Hill Drive, pointed out the rapid increase of traffic on Laurel Hill Drive, especially since the development and connecting road to Laurel Hill South. Mr. Wroten said he felt it was dangerous for the children of the neighborhood and he also felt it was very poor planning. Mr. D'Acuti said they were aware of the increase of traffic and had spoken to the Chief of Police who said the area is periodically checked by radar to help keep the speed to a minimum. Mr. Wroten suggested road bumps and signs. Mr. D'Acuti said the Chief of Police feels this would only create hazardous conditions. Mr. D'Acuti suggested Mr. Wroten go before the Planning Commission because they are involved in the planning of developments. PETITION PRESENTED - BY GEORGE DEGRAFF Mr. George DeGraff presented a petition protesting a move to close Poor Farm Road. Mr. D'Acuti told Mr. DeGraff the Selectmen had already acted against closing the road. Mr. DeGraff wanted the petition to go on file. Mr. DeGraff also inquired how Burlington could come in and condemn property in South Burlington, therefore, eliminating some of the tax revenue of the Town. Mr. D'Acuti told Mr. DeGraff the Selectmen were looking into it. ROAD PROGRAM Discussion of the Road program was tabled. There being no other business the meeting adjourned at 9:40 P.M.
