HomeMy WebLinkAboutMinutes - City Council - 07/25/1967BOARD OF SELECTMEN MEETING JULY 25, 1967 The South Burlington Board of Selectmen held a regular meeting at the Town Office Building, 555 Dorset Street, South Burlington, Vermont on Tuesday, July 25, 1967 at 7:00 P.M. Mr. Vincent J. D'Acuti, Chairman, called the meeting to order. MEMBERS PRESENT Vincent J. D'Acuti, Chairman; Frederick G. Blais and Robert K. Ashley. MEMBERS ABSENT Stephen M. Whittlesey and Augustus T. Stannard. OTHERS PRESENT Henry LeClair, Town Manager; Edgar Myers, Free Press Reporter; Elie Goumillout, David Hapgood, George Bosworth, Louis D. Calarco, Mary Hill, Barbara Bull and Mary S. Graham; League of Women Voters. READING OF THE MINUTES The minutes of the July 11, 1967 meeting were accepted as read. APPEAL OF HULLABALOO The Selectmen heard the appeal of Hullabaloo for a permit to operate a dance hall and approval of a use variance. The Board discussed the various possible problems such as parking, drinking, operating hours and etc. The Selectmen voted in favor of the use variance and also in favor of granting the license subject to the rules and regulations promulgated by the Zoning Board of Adjustment as well as their own request that while dances are being held the management hire two officers on the outside of the building, and set a fee of $25 for the license. CARROLS RESTAURANT Mr. D'Acuti had instructed the Town Manager to recind the permit for Carrol's Restaurant in order that all aspects dealing with the permit could be reviewed. Mr. Antonio Pomerleau appeared acting as agent for the Carrol people. Mr. Pomerleau stated that intentions of the Carrol people were to construct a restaurant whereby patrons are served exclusively inside the building. He said that as to traffic problems they intend to abide by all curb cut requirements of both city and town and that if screening of the parking lot was necessary, they would do so. PINE STREET BUILDING PLANS - DUMONT The Dumonts were asked to attend the meeting since there was much concern expressed by area residents of Pine Street, regarding the drainage at the rear of the property. The Dumonts stated that they owned a very small portion of the actual drainage bed and that if they were to fill it, it would just dam up elsewhere. The Board thanked the Dumonts for their attendance and instructed the Town Engineer to investigate the natural drainage ditch for recommendations. SEWER CONSTRUCTION The Board discussed the advantages at this time of connecting the gaps in contracts 3 and 4 as set forth in Webster-Martin's letter of July 21, 1967. The letter is hereby filed with the minutes of this meeting. The Board authorized the Manager to proceed with the construction of 982 ft. on Airport Drive, 540 ft. on LeDoux Terrace, 406 ft. on White Street, 433 ft. on Patchen Road, 572 ft. on Deane Street, 166 ft. on East Terrace subject to the following: 1. for the same unit price as was paid in the Goodrich contracts 3 and 4 2. subject to negotiating at a reasonable price, the lower portion of Deane Street to inceptor line G, the deep manhole, the clearing and the fill, since these items are not comparable to any unit price in contracts 3 and 4 THOMAS IRVING RESIGNATION The Board discussed the request of Webster-Martin with respect to the replacement of Thomas Irving caused by his resignation. The Board felt that the part-time nature of Mr. Irving's successor would not be satisfactory to the Town's best interest. They requested the Manager to contact Webster-Martin for a more appropriate solution. A copy of the Webster-Martin letter of July 25, 1967 is hereby filed with these minutes. REQUEST OF FOUR RESIDENTS - LAUREL HILL SOUTH The Selectmen heard from residents of Laurel Hill South with regard to the Cranwell bonds. They were told that the Town is pursuing the legal avenues at the present time for the purpose of determining the best solution for the Laurel Hill South problems.
