HomeMy WebLinkAboutMinutes - City Council - 12/12/1967BOARD OF SELECTMEN EXECUTIVE SESSION DECEMBER 12, 1967 The South Burlington Board of Selectmen met in executive session at the Town Office Building, 555 Dorset Street, South Burlington, Vermont on Tuesday, December 12, 1967 at 7:30 P.M. Mr. D'Acuti, Chairman called the meeting to order. MEMBERS PRESENT Vincent J. D'Acuti, Chairman; Robert K. Ashley, Frederick G. Blais and Augustus T. Stannard. MEMBERS ABSENT Stephen M. Whittlesey OTHERS PRESENT Henry LeClair, Town Manager; State's Attorney Patrick Leahy, Police Chief Carter, Peter L. Jacob and Lester Ravlin, South Burlington Water Commissioners and Edgar Myers, Free Press Reporter. GRAND-WAY SUNDAY OPENING Mr. D'Acuti opened the meeting informally by asking the States Attorney to comment on the Grand-Way Sunday opening. Mr. Leahy briefly discussed the statutes, stating that since the Blue Laws are still in effect he will enforce them, but felt that under the circumstances the Grand-Way would comply with the law. LETTERS FROM DAVID FONSECA, COUNTY PLANNING COMMISSION DIRECTOR Mr. D'Acuti read two letters received from David Fonseca, Director of Chittenden County Regional Planning Commission, to the Board of Selectmen as well as a copy of a letter from Mr. Fonseca to Mr. Leahy to the effect that the Commission was in favor of Regional Police Protection on a county wide basis and would assist in a study of the same. Both letters are hereby placed on file. PRESENTATION BY STATE'S ATTORNEY PATRICK J. LEAHY Mr. D'Acuti turned the meeting over to Mr. Leahy for his presentation. He opened by passing out copies of an October 5, 1967 letter to area community officials and then presented the reasons why he was in favor of a Regional Police Force. Mr. Leahy's main points were that the criminal element paid no respect to geographical boundaries and that the new supreme court rulings do not hinder the police if the police are properly selected, trained, and deployed. The State's Attorney went on to discuss several aspects of his proposition with the Board members who received answers to their questions. Mr. Leahy concluded at 8:30 P.M. at which time the Board voted to go into executive session to discuss Police and Water Department conditions. The Board voted at 10:15 P.M. to continue the regular portion of the meeting. POLICE DEPARTMENT The Board discussed with Police Chief Carter and the manager personnel rules and regulations and authorized the purchase of an additional cruiser which would make a total of four fully equipped with radio, warning lights, and penetrator. They also authorized the changing of the Police radio frequency to Shelburne's frequency and authorized the addition of two uniformed officers immediately. WATER DEPARTMENT - MEETING WITH WATER DEPT. COMMISSIONERS The Board decided, with the Water Commissioners' concurrance, that the duplication of the water and sewer bills should be done away with and voted to accomplish this by combining the function in the following manner: the Water Department personnel would utilize the Town bookkeeping machine for billing and receipts purposes, and that Commissioner Jacob and Manager LeClair would commence to work out the details as soon as the two Boards determine a penalty for late payment charge. TRUCK PURCHASE The Board formally accepted the bid of a 190 International Harvester Truck at $6,789.85 without trade-in through the Vermont State Purchasing Department. A schedule of the State truck bids is filed with these minutes. TOWN GARAGE The Board authorized Chairman D'Acuti to sign a contract with Berard Construction Company for $19,900 for the new Town Garage and also authorized the School Board Department to locate their garage on the Town Garage lot.
