HomeMy WebLinkAboutMinutes - City Council - 04/18/1967BOARD OF SELECTMEN MEETING APRIL 18, 1967 The South Burlington Board of Selectmen held a regular meeting at the Town Office Building, 555 Dorset Street, South Burlington, Vermont on Tuesday, April 18, 1967 at 7:30 P.M. Mr. Vincent J. D'Acuti, Chairman, called the meeting to order. MEMBERS PRESENT Vincent J. D'Acuti, Chairman; Robert K. Ashley, Frederick G. Blais, Stephen M. Whittlesey and Augustus T. Stannard. MEMBERS ABSENT None. OTHERS PRESENT Henry LeClair, Town Manager; Irving Douglas, Director of the New Sewer System; Edgar Myers, Free Press Reporter; Richard Carter, Chief of Police; Donald Lavalette, Superintendent of the Water Department; Frank Antons, Peter Jacob, Lester Ravlin, Water Commissioners; Gregory Preme, Eugene Cenci, W. B. Guilford, Louis G. Phenix, Larry A. Limoge, members of the Motel Association; Don Jasinski, Architect; Roland Deslauriers, John Priestley and George N. Patch. DISCUSSION ON MUNICIPAL MALL Mr. LeClair introduced Mr. Deslauriers and Mr. Jasinski to the Board and those present. Mr. LeClair explained that Mr. Deslauriers was interested in seeing the town develop a municipal mall and has donated land for that purpose. Mr. Jasinski said Mr. Deslauriers asked him to look over the situation to see if such a plan was feasible. Mr. Jasinski said, with reservations for more study, it does appear feasible at this point. He said that geographically it appears to be a good location. He pointed out that things considered were Dorset Street and location with respect of traffic and the high school. He felt the problems that were involved could be solved. Mr. Jasinski said he felt the area was central to South Burlington. Mr. D'Acuti said the Board has appointed a committee to work on plans for the mall. Mr. Blais told Mr. Jasinski the town hoped to receive some H. U. D. money to build the mall and when funds were received they would hire the professional talent at this time. Mr. Priestley said he attended a seminar between architects and educators and the educators felt the professional talent should be hired so they could advise in the planning stages. Mr. Blais explained that funds were not available for this and waiting until funds were available would only mean a delay in the plans. Mr. Jasinski, in conclusion, said the mall should characterize South Burlington. He said this was an oportunity to show the true character and individuality of South Burlington and whoever does the building should study the history etc. to be able to give it this character. He also pointed out that since South Burlington was in Vermont, the building should also be typically characteristic of Vermont. Mr. D'Acuti said the Board could not commit themselves at this time but were happy to see what actually could be done with the mall. DISCUSSION WITH WATER COMMISSIONERS The purchase of the bookkeeping machine was discussed. Mr. Jacob felt he would need more time to consider the machine. Mr. LeClair stated he had looked at machines all over the state of Vermont and some out of the state. He said basically the machines do the same thing. He said both companies back their machines with good service and he has not heard any contrary reports. Mr. D'Acuti suggested tabling the matter until the next meeting. Mr. D'Acuti said the town was going into sewage excavating and he was received complaints. Mr. D'Acuti wanted to discuss the policy pertaining to the excavating. Mr. Douglas said there was a question of who was going to cut the water services, the water department or the contractor. Mr. Ravlin pointed out the concern of the water department. He said their main concern and obligation is to the water users. He said the water department wanted to be assured the work was going to be done properly. He said the water department and the contractors know their obligations. Mr. Douglas planned to meet with the water commission on Wednesday, April 19, 1967 at 5:30 P.M. to discuss the situation. MOTEL ASSOCIATION Mr. Gregory Preme, secretary of the Motel Association, appeared along with some other members, to plea for better police protection. He made it clear that they did not come along to protest but to let it be known they are not pleased with the present manpower. They also expressed their dismay at the resignation of James Cressey, the town's detective. Police Chief Richard Carter said there are five man presently on the force and he has tentatively hired one man. He also stated that he would hire another man in July. Mr. Whittlesey questioned whether the motel people felt the police protection has been inadequate in the past. They told Selectmen they had not been dissatisfied with police protection in the past but were interested in better protection in the future. The Board went into executive session at 8:45 P.M. to discuss the Police Department. The meeting reconvened at 11:25 P.M. The Board went on record as not accepting the resignation of James Cressey. SEWER GRANTS The Board authorized Mr. D'Acuti to act on behalf of the town for the purpose of securing grants and financing construction of Phase III of the sewer system. A copy of the resolution is filed with the minutes of this meeting. REQUEST OF S. T. GRISWOLD & CO. The Board discussed the Griswold letter concerning the closing of the Poor Farm Road and instructed the manager to investigate the legal process of closing the road. SPECIAL MEETING There will be a special meeting on April 25, 1967 for the purpose of attending the Planning Commission meeting and also to discuss sewer assessments and charges.
