BOARD OF SELECTMEN MEETING SEPTEMBER 6, 1966 The South Burlington Board of Selectmen held a regular meeting at the Town Office Building, 555 Dorset Street, South Burlington, Vermont on Tuesday, September 6, 1966 at 7:30 P.M. MEMBERS PRESENT Vincent J. D'Acuti, Chairman; Robert K. Ashley, Frederick G. Blais and Stephen M. Whittlesey. MEMBERS ABSENT Augustus T. Stannard OTHERS PRESENT Henry LeClair, Town Manager; Irving L. Douglas, Director of New Sewer System, Mr. William L. Moore of the Chittenden Trust Company; Mr. Andrew Hunter of the First National Bank of Boston and Mrs. Robert Hartman representing the League of Women Voters. The Chairman called the meeting to order at 8:10 P.M. READING OF THE MINUTES The minutes of the previous meeting were approved as read. SIGNING OF ORDERS AND RESOLUTIONS The Selectmen signed the orders and two resolutions(1) (2) which are filed with the minutes of this meeting. SECOND READING OF TRAFFIC LIGHTS ORDINANCE The Selectmen unanimously approved the second reading of the ordinance to amend "The South Burlington Motor Vehicle and Traffic Regulation Ordinance. A copy of the ordinance is filed with the minutes of this meeting. DISCUSSION ABOUT SEWER FRONTAGE CHARGE IN GLENDALE PARK As Mr. Stannard, who requested this item on the agenda was absent, the matter will be considered at a later meeting. However, the Town Manager reported that he had met with Mr. Mikell, Attorney for Fire District No. 6 and Mr. Winning, secretary of the District, and Mr. Mikell is in the process of preparing the legal papers necessary to start procedures for the town to take over Fire District #6 sewer system. The Board instructed Mr. LeClair to persue the matter, and have it ready to present to the voters at the November 1966 Town Meeting. DISCUSSION ON AMENDMENTS TO THE ZONING ORDINANCE - USE VARIANCES. Mr. LeClair reported that the Planning Commission had not reacted favorably to the amendments in regard to use variances and had not made any recommendation. The Commission was going to bring the matter up with Mr. Burdis, Planning Consultant, at their next meeting September 12, 1966, for his opinion. It was decided that Mr. Blais would attend the meeting and report on the results of the discussion with the Planning Commission and Mr. Burdis in regard to the ordinance. SALE OF BONDS FOR NEW SEWER SYSTEM The Board of Selectmen unanimously voted to authorize the First National Bank of Boston, represented by Mr. Andrew Hunter and the Chittenden Trust Company of Burlington, represented by Mr. William L. Moore, to sell the South Burlington Sewer Bond Issue, in the amount of $3,100,000 at an interest rate most favorable to South Burlington. The charge for this service to be $7500 for a 20 year issue and $7900 for a 25 year issue. This fee is subject to the sale of the bonds. The services for this fee include items on the attached list furnished by the First National Bank of Boston, with the exception of legal fees which will be additional. OPERATOR FOR DISPOSAL PLANT The Town Manager pointed out that an operator for the Sewage Disposal Plant would have to be hired in the near future. He stated that Mr. Ladd, Town Highway Superintendent, was interested in the position and recommended that he be considered for the job. The Selectmen decided to table the matter for further study and discussion at a later date, when all members are present. SOLID WASTE DISPOSAL The Town Manager presented material he had received in regard to Solid Waste Disposals, stating that the Federal Government had nineteen Demonstration Projects in different communities, and that it might be possible for So. Burlington to obtain financial aid if they decided to into this type of waste disposal. The Selectmen discussed the pros and cons of the system and asked Mr. LeClair to continue looking into the new developments of the system and they would discuss it again later. SALARY COMMITTEE Mr. D'Acuti, Chairman, listed the names of those on the Salary Committee as follows: Mr. Rene Berard, Chairman; Mr. William L. Morris, Mr. Charles Murray, and Mr. Henry LeClair. NOTES: Mr. D'Acuti reminded the members that the Board of Civil Authority was meeting at the Town Office on Saturday, September 10, 1966 at 1:30 P.M. The Planning Commission is holding a special meeting on Monday, September 12, 1966 at 1:30 P.M. at the Town Office with interested parties in regard to the traffic problems on Williston Road and Main Street. The Board is welcome to attend this meeting as well as the Commission's regular meeting at 7:30 P.M. on the same date, also at the Town Office Building. The meeting adjourned at 11:00 P.M.
