BOARD OF SELECTMEN MEETING OCTOBER 18, 1966 The South Burlington Board of Selectmen held a regular meeting at the Town Office Building, 555 Dorset Street, South Burlington, Vermont on Tuesday, October 18, 1966 at 7:30 P.M. Mr. D'Acuti, Chairman called the meeting to order. MEMBERS PRESENT Vincent J. D'Acuti, Chairman; Robert K. Ashlesy, Frederick G. Blais and Stephen M. Whittlesey. MEMBERS ABSENT Augustus Stannard. OTHERS PRESENT Henry LeClair, Town Manager; Irving Douglas, Director of New Sewer System; Wallace Hill; Lynda Christiansen; Sandra Leonard; Pat Fastiggi; Roy Pratt; John Patterson; Stanley Guczek; Verle Houghaboom; Robert Sinclair; Albert I. Reynolds; Florence Owen; Dorothy Wass; John A. MacKenzie; and Joe Heaney. READING OF THE MINUTES The minutes of the previous meeting were accepted after a correction was made on page three. ALLENWOOD ESTATES Mr. D'Acuti spoke with Mr. Farrell regarding land owned by Farrell on the lake. Mr. Farrell said he is not interested in selling the property for a state park. SECOND READING OF USE VARIANCE ORDINANCE Mr. D'Acuti said he received a letter from the League of Women Voters objecting to what they called spot zoning, if the proposed use variance is enacted. Mr. D'Acuti said, however, that he felt this variance would prevent spot zoning. Mr. D'Acuti read a letter from John Ewing and suggested the letter be sent to the Planning Commission and Zoning Commission for further study. Mr. Whittlesey spoke in favor of the variance pointing out that he felt the variance would control spot zoning. Mr. Sinclair asked questions concerning the variance. On a motion made by Frederick Blais, seconded by Stephen Whittlesey, the Board voted to table the proposed amendment. CONSIDER VERMONT GAS SYSTEMS' ROAD REPAIRS Mr. LeClair reported that 90 to 95% of the road repairs had been made in a satisfactory manner. The Board stated that Mr. LeClair would continue to issue permits and waive the $10,000 escrow account. REPORT ON NEW SEWER CONSTRUCTION Mr. Douglas, Director of New Sewer System, gave a report on the sewer construction. A copy is filed with the minutes of this meeting. A general discussion followed. ARTICLE ON FIRE DISTRICT #6 Mr. D'Acuti read the warnings for the November 8, 1966 Town Meeting and the Board voted to place the article of acquiring sewer improvements in Fire District #6 before the voters of the town. DEED TO LEGION LAND The Board accepted the deed to the Legion Land and signed the promissory note. WINTER MAINTENANCE ON HIGHWAYS AND STATE AID CONSTRUCTION The applications for winter maintenance on selected highways were signed. The Board signed the application for State Aid, for Patchen Road bridge work. TOWN GOVERNMENT COMMITTEE The Town Government Committee should explore the Water Department question further. It should review the Town Charter for the purpose of improvements with respect to polling places and locations, also holding the annual Town Meeting etc. RETIREMENT PLAN Mr. LeClair told the Board that he had been inquiring about a possible retirement program for town employees. He has found that the group would probably be too small for any insurance company to consider but the state of Vermont has a system that we may be able to join. The state program is a self insured group based on a fifty-fifty contribution between the employee and employer with funds of $68,000,000,000 invested by the state treasurer. The state program currently runs on a cost standpoint approximately 14% lower than programs conducted by insurance firms. The Board expressed the opinion that the Town Manager should investigate further into the matter. OAKWOOD DRIVE The Board accepted a deed from Roland Deslauriers for 320' of Oakwood Drive, which was constructed by Earl Wales. EXCESS STREET R-O-W - TO MR. ARUZZA The Board deeded the quit claim excess street width on the end of Lindenwood Drive to Ralph Aruzza. The extra length was originally deeded to the town by the developer for a turn around. Since the acquisition of land at the end of the street for park purposes, this excess road width is no longer needed. APPLICATION FOR SEWER PLANT OPERATOR The Board went into executive session to review the applications for sewer plant operator. OTHER BUSINESS WELFARE Mr. LeClair reported that there would be a Legislative Hearing on welfare at 1:00 P.M., Thursday, October 27, 1966.
