HomeMy WebLinkAboutMinutes - City Council - 11/15/1966BOARD OF SELECTMEN MEETING NOVEMBER 15, 1966 The South Burlington Board of Selectmen held a regular meeting at the Town Office Building, 555 Dorset Street, South Burlington, Vermont on Tuesday, November 15, 1966 at 7:30 P.M. Mr. Vincent J. D'Acuti, Chairman, called the meeting to order. MEMBERS PRESENT Vincent J. D'Acuti, Chairman; Augustus T. Stannard, and Frederick G. Blais. MEMBERS ABSENT Stephen M. Whittlesey and Robert K. Ashley OTHERS PRESENT Henry LeClair, Town Manager; Irving L. Douglas, Director of New Sewer System; John T. Ewing, Town Attorney; Robert Whitcomb of Essex Junction; a member of the League of Women Voters; and Mr. Luther F. Hackett. Mr. Leo O'Brien, Jr. and Mr. Theodore M. Riehle, Jr. South Burlington Representatives. READING OF THE MINUTES The minutes of the previous meeting were approved after a correction was made on page two. COMPLAINT WHITCOMB - BERARD Mr. Robert Whitcomb appeared before the Board to enter a complaint against Rene Berard, stating that Mr. Berard had diverted the flow of the Winooski River as a result of his excavations for gravel. The Board took the matter under advisement. RESOLUTION FOR SEWER BOND ISSUE The resolution for the sewer bond issue was introduced, read in full, and considered. A copy of the resolution is filed with the minutes of this meeting. Selectman Blais moved that the foregoing resolution be adopted as introduced and read, which motion was seconded by Selectman Stannard, and upon roll call the ayes were unanimous. The Chairman thereupon declared said motion carried and said resolution adopted. CONSIDER REQUEST FOR STOP SIGNS - PATCHEN RD. AND WHITE STREET The request for stop signs on Patchen Road and White Street was tabled until the December 6, 1966 meeting. USE VARIANCE Action on the use variance was tabled for further consideration. TAX WARRANT The Selectmen signed the tax warrant for collection of delinquent taxes. MEETING WITH TOWN REPRESENTATIVES The Selectmen held a general discussion with the Town Representatives with respect to upcoming proposed welfare changes with the Board expressing their general feeling that the proposal would be a welcomed improvement providing there is no per capita assessment to the municipalities. The second item discussed was voting districts - the problems arising because of the necessity of voting in two different places. DISCUSSION WITH TOWN REPRESENTATIVES The third item was the County Tax. The Board explained to the representatives the unfairness of the present county tax assessment system, using South Burlington's last two tax periods of $3700 and $6400 as an example. OTHER BUSINESS - SEWER CONNECTIONS Mr. D'Acuti brought out the problems facing home owners with respect to sewer connections through his own experience. After considerable discussion it was decided that future permits would be issued only to those residents directly, necessitating personal contact with representatives of the town, creating the circumstances whereby town officials may point out the pitfalls involved. As there was no other business to come before the Board, the meeting was adjourned at 9:10 P.M. to November 23, 1966 at 4:30 P.M. for the purpose or receiving, accepting and awarding the bids for sewer bonds and to consider any other business that might properly come before the meeting.
