BOARD OF SELECTMEN MEETING NOVEMBER 1, 1966 The South Burlington Board of Selectmen held a regular meeting at the Town Office Building, 555 Dorset Street, South Burlington, Vermont on Tuesday, November 1, 1966 at 7:30 P.M. Mr. D'Acuti, Chairman called the meeting to order. MEMBERS PRESENT Vincent J. D'Acuti, Chairman; Frederick G. Blais, Stephen M. Whittlesey, and Augustus Stannard. MEMBERS ABSENT Robert K. Ashley. OTHERS PRESENT Mrs. Hartman, League of Women Voters; and Mrs. Christiansen. READING OF THE MINUTES The minutes of the previous meeting were accepted as read. REPORT ON SEWER CONSTRUCTION Mr. Douglas, Director of New Sewer System, gave a report on the sewer construction. Mr. Douglas stated that the state had asked Angelo Pizzagalli to tie in his line from the new apartments into the town's sewer system. In order to do so the town would have to construct a manhole on the east side of Hinesburg Road, prior to its planning construction. Mr. Pizzagalli offered to do the town's portion of work for $1600. The Board instructed Mr. Douglas to prepare bids to see if a better price could be gained. On a motion made by Stephen Whittlesey and seconded by Frederick Blais, the Board voted to authorize Mr. Douglas to advertise for bids, Contract #3 will be advertised for bids to be opened November 29, 1966. Contract #4 will be advertised for bids to be opened December 7, 1966. SECOND READING - ZONE CHANGE - SAN REMO PARK The Selectmen unanimously approved the second reading of the ordinance for zone change of the former Pizzagalli property on Dorset Street. The ordinance reads as follows: O R D I N A N C E AN ORDINANCE TO AMEND "THE SOUTH BURLINGTON ZONING ORDINANCE BY CREATION OF AN ADDITIONAL AREA OF BUSINESS DISTRICT B The Selectmen of South Burlington hereby ordain: Section 1. The South Burlington Zoning Ordinance adopted February 28, 1964, and the official zoning map adopted in connection therewith is hereby amended by creation of an additional area of Business District B. Purpose of this ordinance is to clarify the description of the boundaries of property on Dorset Street, now or formerly owned by Theresa L. Pizzagalli, as set forth in the South Burlington Zoning Ordinance, Appendix A, page 41, section 8. Section 2. This ordinance shall take effect from its passage. Approved , 1966. s/Vincent J. Whittlesey South Burlington Board of Selectmen REPORT BY TOWN MANAGER - ON LEGISLATIVE COMMITTEE HEARINGS WELFARE The Community Research Associates Inc. of New York made a study of Vermont welfare on both local and state levels, and the legislative committee on social welfare held a hearing on their proposed recommendations to the next legislature with invited town officials and overseers of the poor. The proposal the committee will make will be to turn all welfare now handled and financed by towns over to the state and the total cost is to be borne by the state. The manager reported that this would most likely be beneficial to the town. TAXATION The committee on taxation held a hearing on various tax matters. The Town Manager requested the chairman of the committee to explore the possibility of having state assessors determine county taxes on an equal basis. The Board of Selectmen held a general discussion on a problem that arose between the School Department and the town with respect to their budget. No action was taken with respect to the $5000 that the school claims is due it from the town. STREET OPENINGS Mr. LeClair suggested that the Board of Selectmen consider setting up escrow accounts for repairs with street openings done improperly, as an alternative to the town's forces doing the work. Mr. D'Acuti suggested that Mr. LeClair refer it to the Planning Commission for study. OTHER BUSINESS LETTER FROM JOHN BERRY Mr. D'Acuti said he received a letter from John Berry concerning requirements for voting on Town issues. The Selectmen agreed to refer it to the Board of Civil Authority for final decision. There being no other business, the meeting adjourned at 9:45 P.M.
