BOARD OF SELECTMEN MEETING MAY 17, 1966 The South Burlington Board of Selectmen held a regular meeting at the Town Office Building, 555 Dorset Street, South Burlington, Vermont on Tuesday, May 17, 1966 at 7:30 P. M. The meeting was called to order by Vincent J. D'Acuti, Chairman. MEMBERS PRESENT Vincent J. D'Acuti, Chairman; Robert K. Ashley, Frederick G. Blais, and Augustus T. Stannard. MEMBERS ABSENT Mr. Stephen M. Whittlesey OTHERS PRESENT Mr. Luther F. Hackett, Mr. Wilbur Bull, Mr. C. David Wroten and Roger LeCours, Free Press reporter. READING OF PREVIOUS MINUTES The minutes of the meetings of May 3 and May 10, 1966 were approved as read. FIRST READING OF THREE PROPOSED ORDINANCES The Board of Selectmen unanimously approved the first reading of two of the proposed ordinances, and Mr. LeClair was instructed to present them to the Planning Commission for their recommendation and to advertise them for a second reading. The third proposed ordinance, requested by Albert Chappell, was tabled, and Mr. LeClair was instructed to go over it with the Planning Commission and get their opinion of the ordinance as presented. APPLICATIONS FOR STATE AID HIGHWAY FUNDS The Selectmen signed the applications for State Aid Highway Funds for supplemental bridge construction, winter maintenance and Town Highways. CONSIDER PROPOSED AMENDMENT TO TRAFFIC REGULATIONS ORDINANCE OF 1958. Mr. LeClair presented a map which outlined two speed zones of 25 and 35 miles per hour for South Burlington streets and roads. He also explained a radar system that clocks speeders, prints the ticket and can be operated by one policeman. Mr. D'Acuti, Chairman, read a letter from Police Chief Richard Carter approving the layout of the speed zones and recommending the use of the radar equipment. The Chief recommended that speeders exceeding the limit by under 10 miles be brought into our traffic court and fined, and those exceeding the limit by 10 miles or more be arrested and taken to Chittenden Municipal Court. After discussing the matter, the Selectmen approved the speed zones, and agreed that speeders exceeding the limit by over 10 miles an hour should be brought before the Municipal Court. Mr. Hackett, Mr. Bull and Mr. Wroten, residents, spoke in favor of both ideas for better traffic control in Town. Mr. D'Acuti made a motion, seconded by Mr. Stannard, that the radar equipment be purchased at a price of $1286.00, and it was so voted. Mr. LeClair was instructed to have the Town Attorney draft the proposed amendment after checking into its legality. RESOLVE POLICY RE: TOWN'S AREA OF RESPONSIBILITY FOR MAINTENANCE OF BUILDING SEWER LINES. The Town Manager was instructed to ask the Planning Commission for their recommendation on whether the town or property owner is responsible for maintenance of the building sewer line. Mr. D'Acuti said he felt the town's responsibility is up to the property line. FINANCIAL STATEMENT The Selectmen went over the accounts of the April 30, 1966 financial statement.
