BOARD OF SELECTMEN MEETING MARCH 2, 1966 The Board of Selectmen of the Town of South Burlington held an Organizational Meeting at the Town Office Building, 555 Dorset Street, South Burlington, Vermont, on Wednesday, March 2, 1966 at 5:05 P.M. MEMBERS PRESENT Vincent J. D'Acuti, Robert K. Ashley, Frederick G. Blais, Augustus T. Stannard, and Stephen M. Whittlesey. OTHERS PRESENT Henry LeClair, Irving L. Douglas, and Helen D. Paquin, Town Clerk. ADMINISTRATION OF OATHS Mr. Henry LeClair was sworn in as Town Manager, and Mr. Whittlesey and Mr. Blais were sworn in as Selectmen by Mrs. Paquin, Town Clerk. Mr. Stannard had been administered the oath of selectman earlier in the day by Mrs. Paquin. ELECTION OF OFFICERS Mr. LeClair, Town Manager, opened the meeting and asked for nominations for Chairman of the Board of Selectmen for the ensuing year. Mr. D'Acuti was nominated by Mr. Stannard, seconded by Mr. Blais. No other nominations were made and Mr. DAcuti was unanimously voted as Chairman. Mr. D'Acuti, Chairman, then took the chair and asked for nominations for the position of Vice-Chairman of the Board of Selectmen for the ensuing year. Mr. Whittlesey was nominated by Mr. Stannard, seconded by Mr. D'acuti. No other nominations were made and Mr. Whittlesey was unanimously approved as Vice-Chairman. Mr. D'Acuti, Chairman, asked for nominations for the position of Clerk of the Board of Selectmen for the ensuing year. Mr. Ashley was nominated by Mr. Stannard, seconded by Mr. Blais. No other nominations were made and Mr. Ashley was unanimously approved as Clerk. COMMITTEE APPOINTMENTS Mr. D'Acuti, Chairman, pointed out the need to set-up the various committees as soon as possible. He asked Mr. Whittlesey, Chairman of the Study Committee on the Water Department question to arrange a meeting between the Selectmen and the Study Committee as soon as possible. LETTER OF RESIGNATION Mr. D'Acuti, Chairman, read a letter from Mr. Douglas in which he tendered his resignation as town manager. For a point of clarification two words in the letter were deleted. The letter of resignation as Town Manager to accept the newly created position as Director of Construction of the new Sewer System was then accepted by the Board. DUTIES AND SALARIES OUTLINED Mr. Douglas will be Director of Construction of the New Sewer System and will be answerable to the Board of Selectmen. His salary and car expense will remain as is through June 30, 1966. Mr. LeClair's duties as Town Manager will include the responsibility for Fire Districts 3 and 4 and the Public Works Department. His salary will remain as is plus car expenses through June 30, 1966, and will increase to $8000.00 plus car expense per year, starting July 1, 1966. SIGNING OF RESOLUTIONS Mr. Stannard made a motion, seconded by Mr. Whittlesey, that Mr. D'Acuti, Chairman of the Board of Selectmen, be authorized to execute on behalf of the Town of South Burlington contracts between the Town of South Burlington and Pizzagalli Construction Company and Ralph B. Goodrich, Inc. The motion was unanimously approved, and the Selectmen signed the following resolutions: R E S O L U T I O N WHEREAS, the construction firm of Pizzagalli Construction Company, has submitted a proposal dated February 1, 1966, to furnish all plans, labor, materials, supplies, tools, equipment and other things necessary for construction of that portion of the proposed South Burlington Sewage works contemplated under Project #WPC-Vt-40 described as Section B thereof in the contract documents for the lump sum of $150,043,00, and WHEREAS, the Town has received a letter from the Department of Health, Education and Welfare dated February 10, 1966, authorizing the Town to award a contract for such construction to the firm of Pizzagalli Construction Company, for $150,043.00: NOW, THEREFORE, be it hereby resolved that the Town of South Burlington award Contract 2A to the construction firm of Pizzagalli Construction Company for construction of that portion of the South Burlington Sewage Works, Project #WPC-Vt-40 described as Section B thereof, in the specifications and contract documents for the sum of $150,043.00; AND be it further resolved that the Chairman of the Board of Selectmen, Vincent J. D'Acuti, be and he hereby is authorized to execute on behalf of the Town of South Burlington, Contract 2A by and between the Town of South Burlington and Pizzagalli Construction Company, said contract to be in the form of agreement contained in the contract documents and specifications for new sewage works prepared by Webster-Martin, Inc. and on file in the office of the town manager. Goodrich, Incorporated, for $465,053.90; NOW, THEREFORE, be it hereby resolved that the Town of South Burlington award Contract 2B to the construction firm of Ralph B. Goodrich, Incorporated for construction of that portion of the South Burlington Sewage Works, Project #WPC-Vt-40 described as Section B thereof, in the specifications for the sum of $465,053.90. AND be it further resolved that the Chairman of the Board of Selectmen, Vincent J. D'Acuti, be and he hereby is authorized to execute on behalf of the Town of South Burlington, Contract 2B by and between the Town of South Burlington and Ralph B. Goodrich, Inc., said contract to be in the form of agreement contained in the contract documents and specifications for new sewage works prepared by Webster-Martin, Inc. and on file in the office of the town manager. Ashley The Selectmen also signed a resolution designating Mr. Irving L. Douglas authorized representative of the Town of South Burlington, in connection with application for Federal Funds under Project WPC-Vt-40, as follows: R E S O L U T I O N VOTED: That Irving L. Douglas, authorized representative of the Town of South Burlington, in connection with application for federal funds under Project #WPC-Vt-40 be and he hereby is authorized to request permission from the Public Health Service of the Department of Health, Education and Welfare of the United States of America to award Contracts #2A and #2B prepared by Webster-Martin, Inc. the Town's consulting engineers with reference to said project, to the following named low bidders in the base bid amounts submitted by each respective low bidder in its proposal opened and read at the public meeting of the Board of Selectmen of said municipality on February 1, 1966, at 2:00 P.M.
