HomeMy WebLinkAboutMinutes - City Council - 01/25/1966BOARD OF SELECTMEN MEETING JANUARY 25, 1966 The Board of Selectmen of South Burlington held a public meeting at the Town Office Building, 555 Dorset Street, on Tuesday, January 25, 1966 at 7:30 P.M. The meeting was called to order by Chairman Vincent J. D'Acuti. MEMBERS PRESENT Vincent J. D'Acuti, Chairman; Robert K. Ashley, Frederick G. Blais, Augustus T. Stannard and Stephen M. Whittlesey. OTHERS PRESENT Irving L. Douglas, Town Manager; Henry LeClair, Assistant Town Manager; Earle McLaughlin, Sheriff of Chittenden County, Mrs. Frances Myers and Howard Chittenden of Champlain Valley Grange, Robert Roy, who leases the Grange Building for activities, Mrs. LaCroix of Oak Hill Drive, two deputy sheriffs who are hired by Mr. Roy, and several other interested persons. RE: OPENING OF GRANGE BUILDING FOR PUBLIC GATHERINGS Mr. D'Acuti, Chairman, stated that he had been called to a meeting held at the Grange building on Williston Road, on Sunday afternoon, January 23, 1966. There had been a small fire in the building on Friday night, January 21, 1966 and the building had been closed by Mr. Douglas, Building Inspector of South Burlington, until a thorough check could be made by the State Fire Marshall, Burlington's Fire Chief and himself. Mr. D'Acuti asked Mr. Douglas to explain what had been done about the matter. Mr. Douglas said that when he got to the building on Friday night, the fire, which was very minor, had been extinguished. However, there was a great deal of rubbish on the floors, obstructed exits, people smoking in all parts of the building, and other infractions of general fire safety conditions, so in his opinion it was wise to empty the building and have it inspected. The State Fire Marshall, the Burlington Fire Chief, Police Chief Carter and Mr. Douglas made the inspection on Monday morning, January 24, 1966. It was agreed among them that the building could be opened temporarily if certain requirements were met. These requirements were included in a letter mailed to Mr. Harold Sabens, President of the Grange, on January 25, 1966, as follows: "This is to inform you that an inspection of the Grange Building was held as of this date by Lieut. Howard of the State Fire Marshall's office, Montpelier; Chief Pratt, of the Burlington Fire Department; Chief Carter, South Burlington Police Chief; Mr. Harold Sabens, President of Champlain Valley Grange; and myself, South Burlington Town Manager. In my conversation with Lieut. Howard we agreed that the Like Young Club and/or other public gatherings can be held in the building on a temporary basis if the following requirements are met. 1. The South Burlington Police Department will assign the necessary police officers. 2. There shall be 2 firemen present at all times during public gatherings. 3. All expenses for the Police and Fire personnel will be borne by the management. 4. There shall be installed the required number of tested and approved fire extinquishers. 5. The building shall be posted as to the maximum capacity at public gatherings which shall be 500. GRANGE BUILDING (continued) 6. The building shall be properly posted that there shall be no smoking, other than in the main portion of the basement. 7. The basement exit door on the north portion of the building shall be properly constructed with snow and obstacles removed so that the door can be opened at any time. 8. The exit doors shall not be locked or obstructed in any way to prevent the opening of these doors during periods of public gatherings. 9. Proper metal containers with covers for debris and rubbish should be located where they can be most effective, and we do not approve of plastic containers. The State Fire Marshall's office will also forward a report of this investigation. If the above requirements are met, we see no reason why the Like Young Club cannot continue their activity." Mr. D'Acuti read the letter aloud, and another requirement was added, that traffic lanes must be clear at all times. Mr. Douglas stated that the State Fire Marshall would send his recommendations to the proper parties and his requirements would have to be met also. There was some discussion between Sheriff McLaughlin, Mr. D'Acuti, and others present about the hiring of the deputies and firemen who police the building during public gatherings. Mr. D'Acuti requested Mr. Douglas to speak to Chief Carter, suggesting that the Chief and Sheriff McLaughlin get together and arrange a satisfactory system between them, so that the South Burlington Police Department will know at all times where and when affairs are being held and who are working as deputies and firemen. JOINT MEETING WITH SOUTH BURLINGTON SCHOOL DIRECTORS Arthur E. Bailey, Chairman; Frederick J. Maher, Jr.; John D. Donoghue, and Rene J. Berard, School Directors; Superintendent Lull and Administrative Assistant John Lucas met with the Board of Selectmen. Angelo Pizzagalli was the only School Director absent. The Board of Selectmen agreed to deed to the School Department all of the balance of the Deane property that the town holds title to, as recorded in Volume 39, pages 663 and 664. The Board of Selectmen also agreed to deed to the School Department all of the property known as the "Davis Brothers Purchase" as recorded in Volume 78, Page 164, excluding the easement rights for the sewer interceptors and excluding a portion of this property for the pumping station. Also excluded is the frontage on Kennedy Drive of thirteen hundred and two (1302) feet with a depth of 300 feet. The complete details are to be worked out at a later date with the Town Attorney. However, it was pointed out by the Selectmen that the following items would have to be resolved. 1. The Town would be reimbursed by the school department for the water lines in the amount of $3,200.00. 2. Investigate the Town's lease with the Water Department. 3. Investigate any involvement of the land with the Sewer Project. SOUTH BURLINGTON WATER DEPARTMENT Mr. Whittlesey reported to the Board members on the proposition of the Water Department being under the juristiction of the Board of Selectmen. SOUTH BURLINGTON WATER DEPARTMENT (continued) He reported that he did not believe it would be advisable to have the question on the ballot at the March Meeting, as this change necessitates an amendment to the Town Charter, and would have to be approved by a regular session of the legislature. He recommended that the question be placed on the ballot at a special election the School Board is planning to have for their Bond Issue in June. The meeting was adjourned at 9 P.M. and the Board went into Executive Session to study the proposed 1966-67 budget.
