HomeMy WebLinkAboutMinutes - City Council - 01/18/1966BOARD OF SELECTMEN MEETING JANUARY 18, 1966 The Board of Selectmen of South Burlington held a public meeting at the Town Office Building, 555 Dorset Street, on Tuesday, January 18, 1966 at 7:30 P.M. The meeting was called to order by Chairman Vincent J. D'Acuti. MEMBERS PRESENT Vincent J. D'Acuti, Chairman, Robert K. Ashley, Frederick G. Blais, Augustus T. Stannard and Stephen M. Whittlesey. OTHERS PRESENT Irving L. Douglas, Town Manager; Henry LeClair, Assistant Town Manager; Richard G. Carter, Chief of So. Burlington Police; Doctor John D. Boardman, Chairman, Burlington Fire Commissioners; Raymond A. Pratt, Chief of Burlington Fire Department; William J. Greene, Burlington Fire Commissioner; Mr. William E. Mikell, Town Attorney; Mr. Albert Lamson, Chairman of the South Burlington Recreation Committee; Mr. Edward Bartlett, Donald R. O'Brien, Jr.; Dean Leonard, George Watson, Leon Emmons, Leo Jodoin, members of the South Burlington Recreation Committee; Mr. & Mrs. Henry Golovin and Mrs. Rose Kiser of Duval Street, Roger LeCours of the Free Press; George Lambert of Radio Station WJOY, and several interested residents of the town. READING OF THE MINUTES OF THE PREVIOUS MEETING The minutes of the previous meeting were accepted as read. REPORT ON FIRE DISTRICT #3 Mr. Douglas, Town Manager, reported that he had written to William B. Guilford of Fire District #3 advising him that he and Mr. Mikell, Town Attorney would cooperate in every way with the Fire District Attorney and City Attorney Cannizzaro, in order to procure all information necessary to bring this matter before the voters. As he had not heard from the Attorney for Fire District #3 or Mr. Guilford, Mr. Douglas was instructed to continue his investigation and report at the next meeting. ACCEPTANCE OF DISTRICT HIGHWAY ENGINEER'S RE MEASUREMENT OF ROADS The Selectmen signed the forms from the Vermont Highway Department accepting the District Highway Engineer's remeasurement of South Burlington roads. BUDGET - RECREATION COMMITTEE Mr. D'Acuti, Chairman, suggested that the Board consider the matter of the Park and Recreation Committee's proposed budget for 1966-67, before going on with the agenda, as so many of the committee were present. The proposed budget is $12,333.00. Mr. D'Acuti and other Board members questioned a few of the items, among them the amount of $6,000 for a full time recreation director, and $1,000 for preliminary planning for the Austin-Farrell property. Mr. Albert Lamson, Chairman; N. Edward Bartlett, Donald R. O'Brien, Jr., George E. Watson, Leon C. Emmons and Leo Jodoin, members of the committee, explained the advantages of having a full time director. Mr. Lamson stated that he had received a lower figure on the cost of the preliminary planning for the Austin-Farrell property. Mr. D'Acuti complimented the committee on the fine work they have always done and on their large turnout at the meeting. He said the Board would study their proposed budget and told them that a public hearing would be held February 15,1966 at which time the entire proposed budget for the town would be presented to the voters for their consideration. MEETING WITH CITY OF BURLINGTON'S FIRE COMMISSIONERS Mr. D'Acuti, Chairman, reviewed the situation regarding renewal of our contract with the city of Burlington for fire protection. Burlington has asked for a flat rate of $50,000 a year for protection. South Burlington made an offer of $25,000 a year not for two years, and would like to have a study committee, consisting of individuals from Burlington and South Burlington, appointed to study the problem and see how it can be worked out. Doctor John D. Boardman, Chairman of the Burlington Fire Commissioners, told the Board that their figure of $50,000 was a realistic figure, that $25,000 was much too low and Burlington could not accept it. Mr. D'Acuti then suggested that Burlington might accept a proposal of an escalating contract beginning at $25,000 this year and increasing $5000 a year for five years. Doctor Boardman said the starting figure was much too low, that South Burlington could not maintain a fire department for $50,000 a year, and repeated that the $50,000 figure was a fair one. Fire Commissioner William J. Green, and Fire Chief Raymond A Pratt of Burlington both agreed with Doctor Boardman that the $50,000 figure was reasonable. After a general discussion the Board of Selectmen and the Fire Commissioners decided to get together at a later date in an effort to reach an agreement. OTHER BUSINESS Mr. and Mrs. Henry Golovin and Mrs. Rose Kiser, residents of Duval Street, were present at the meeting to request an Ordinance for the restraining of dogs running at large. Mr. Golovin told the Board his children had been scared by packs of dogs on Duval Street. Mrs. Golovin and Mrs. Kiser also complained about the dogs being a nuisance. Mr. D'Acuti, Chairman, told the complaining parties that South Burlington already had a Dog Ordinance, and that the Board would look into the matter and see what could be done to relieve the situation. As there was no further business to come before the Board, the meeting adjourned at 9 P.M., and the Board of Selectmen had an executive session to study the proposed 1966-1967 general budget.
