HomeMy WebLinkAboutMinutes - City Council - 09/10/1965BOARD OF SELECTMEN MEETING SEPTEMBER 10, 1965 The Board of Selectmen of the Town of South Burlington held a special meeting on Friday, September 10, 1965 at 5:00 P. M. at the Town Office Building at 555 Dorset Street, South Burlington, Vermont. The meeting was called to order by Vincent J. D'Acuti, Chairman. MEMBERS PRESENT Vincent J. D'Acuti, Chairman; Ralph B. Goodrich and Stephen M. Whittlesey. MEMBERS ABSENT Augustus T. Stannard and Robert K. Ashley OTHERS PRESENT Irving L. Douglas, Town Manager; Mr. Melvin Hook INTERVIEW WITH MELVIN HOOK RE: EASEMENT The Town Manager informed the Board of Selectmen that the town needed a small parcel of land adjacent to the pumping station for Phase 2, and that Mr. Hook, owner of the property, had requested a meeting with the Board as he wanted more information regarding the pumping station. Mr. Hook said that the location of the pumping station bothered him especially as he expected to get odors from it and also that the only thing he would be able to see from his front window would be the pumping station which would be an eyesore. Mr. Goodrich explained to Mr. Hook that this was a pumping station not a processing plant and that there would be no disturbance from odors. He also said that shrubs and trees could be planted around the fence to overcome his objection to the appearance of the plant site. Mr. Hook then stated that he has an antenna for a broadcasting station that was connected to a tree that would probably have to be removed. He asked where could he attach his antenna as he had to have a height of at least 250 feet. The Town Manager informed the Board that he had suggested to Mr. Hook that the Town no doubt would install a pole to replace the tree for the antenna location, and emphasized the fact that it was important to the Town to purchase this small portion of land owned by Mr. Hook for the Force Main and entrance to the pumping station. Mr. Hook then asked what the town would be willing to pay for the property. The Town Manager told Mr. Hook that the average sale price for land in that particular area was about $1000.00 per acre and that the Hook property would be worth about $200.00. Mr. Hook asked to have the stipulation regarding the shrubs, trees, and antenna incorporated in the easement deed and said he would talk the matter over with Mrs. Hook, and that at about 8:00 P.M. Mr. Douglas could call at the Hook home for his signature. The Board instructed the Town Manager to make the necessary changes in the easement deed as requested by Mr. Hook and as agreed upon by the Board of Selectmen. DAVIS PROPERTY Chairman D'Acuti explained that it was necessary to purchase the Davis property in order to obtain the needed right-of-way for the interceptor and pumping station for Phase 2 and that the option must be accepted not later than September 14, 1965. DAVIS PROPERTY - continued The Board unanimously approved this purchase and instructed the Town Manager to have a resolution, signed by each Board member, agreeing to purchase the Davis property, placed on record and to notify the Davis Brothers that the Board of Selectmen are accepting the option dated August 31, 1965 for all of the remaining land which was purchased from Mr. & Mrs. Dean. The land is 38 acres plus or minus and the sale price is $38,000.00. The Town Manager was also requested to notify the Davis Brothers of the acceptance of the option. ACCEPTANCE OF FEDERAL GRANT FOR SEWER SYSTEM The Board of Selectmen unanimously accepted the Federal Grant offer of the U. S. Department of Health, Education and Welfare in the amount of $568,620.00 for Phase 1 and 2 of the proposed Sewer System and signed the resolution authorizing the acceptance. The resolution reads as follows: PIZZAGALLI CHANGE OF ZONING - PROPERTY UNDER OPTION The first reading of the zoning change as requested by the Pizzagalli Construction Corporation was tabled until September 14, 1965 as there was not a quorum present and it was a controversial issue. SPEAR STREET SIGN The Town Manager was instructed to install a sign reading Spear Street at the corner of Main and Spear Streets not later than September 11, 1965. REQUEST FOR MATCHING FUNDS FOR PARK AND RECREATION The Town Manager was instructed to contact Mr. McNamara at Montpelier to make application for matching funds for a Park and Recreation Area on the Davis property. PATCHING ON HADLEY ROAD The Town Manager was instructed to see about the patching of the driveways at the Colonial Motor Court on Hadley Road, and to be certain that the work was completed and charged to the South Burlington Water Department. EASEMENT DEEDS The Town Manager informed the Board of Selectmen that easement deeds for Mose Dumas, Spencer, Hook, McKenzie, Howard Johnson's, State of Vermont and the Corps of Engineers have not been completed, but he believes they will be available in a week to 10 days.
