BOARD OF SELECTMEN MEETING SEPTEMBER 1, 1965 The Board of Selectmen of the Town of South Burlington held a special meeting on Wednesday, September 1, 1965 at 7:30 P. M. at the Town Office Building at 555 Dorset Street, South Burlington, Vermont. The meeting was called to order by Chairman Vincent J. D'Acuti. MEMBERS PRESENT Vincent J. D'Acuti, Chairman; Robert K. Ashley, Ralph B. Goodrich and Augustus T. Stannard. MEMBERS ABSENT Stephen M. Whittlesey OTHERS PRESENT Irving L. Douglas, Town Manager and Mr. Phillip J. Doherty of Webster-Martin, Inc. PROPOSED SEWER SYSTEM CONTRACT - WEBSTER-MARTIN, INC. Mr. Doherty of Webster-Martin, Inc., Consultant Engineers, explained the contract for the completion of Phase 1 and 2 of the proposed sewer system and agreed that the resident engineers and inspectors could be employed to work for the Town on the Town's payroll and that the estimated costs for engineering inspection and supervision to complete Phase 1 and 2 are as follows: REVIEW OF EASEMENTS FOR PHASE 1 and 2. The Town Manager explained to the Board of Selectmen that there were several easements that had not yet been signed for Phase 1 and 2. Mr. Mose Dumas had left it up to his attorney, Mr. Matthew Leary, to contact this office for more information about the Dumas easement. The easement for the property along the throughway to the outfall of the Winooski River has been received through the Vermont Highway Department giving us permission only for installation of the outfall pipe. Mr. Douglas explained that he had contacted Mr. Graham of the Vermont Highway Department requesting a permanent easement for service and maintenance, and the Bureau of public roads has asked for more information concerning the stationing of a more definite location in relationship to the main throughway. Webster-Martin, Inc. are making up new plans as per their request. The easement from the Corps of Engineers has not been received, although the airforce authorities in Boston and New York have approved the easement for the interceptor line, and they are now waiting for authorization from Washington to sign the easement. The Board of Selectmen requested the Town Manager to put in all the time possible in order to complete obtaining the easements especially for Phase 11. He was also instructed to report back to the Board of Selectmen at a special meeting to be called for September 10, 1965, as the Town Attorney does not want the Board to accept the Public Health Service Grant until all easements have been obtained.
