HomeMy WebLinkAboutMinutes - City Council - 10/05/1965BOARD OF SELECTMEN MEETING OCTOBER 5, 1965 The Board of Selectmen of South Burlington held a public meeting at the Town Office Building, 555 Dorset Street on October 5, 1965 at 7:30 P.M. The meeting was called to order by Mr. Stannard, Vice-Chairman. MEMBERS PRESENT Augustus T. Stannard, Vice-Chairman; Robert K. Ashley, Ralph B. Goodrich and Stephen M. Whittlesey. MEMBERS ABSENT Vincent J. D'Acuti, Chairman. OTHERS PRESENT Irving L. Douglas, Town Manager; Henry N. LeClair, Assistant Town Manager; William E. Mikell, Town Attorney; Richard D. Carter, South Burlington Chief of Police; Mr. Roger LeCours, Free Press Reporter; and Mrs. Charles Gluck. READING OF THE MINUTES OF THE PREVIOUS MEETINGS The minutes of the meetings of September 1, 1965, September 7, 1965, September 10, 1965, September 14, 1965, September 21, 1965 and the corrected minutes of May 18, 1965 and August 24, 1965 were approved as read. FIRST READING OF ZONING CHANGE - HINESBURG ROAD PLANNED AREA TO RESIDENTIAL A. The request of Homer Dubois for a change of zoning on Hinesburg Road was introduced by Augustus T. Stannard. After reading the proposed ordinance the selectmen authorized the Town Manager to advertise it for a second reading on October 26, 1965. PURCHASE OF NEEDED OFFICE EQUIPMENT AND TABLES FOR ELECTION. Mr. Douglas, Town Manager, told the Board of Selectmen that the Town Offices needed a calculating machine, and also that he had been asked by Donald Lavalette, First Constable of South Burlington, to request the Board's permission for the purchase of twelve tables to use on election days. The Board of Selectmen unanimously approved these purchases and Mr. Stannard, Vice-Chairman, instructed the Town Manager to place the orders. SIGN STATE AID FORM - EXPLANATION OF PATCHEN ROAD The State Aid forms were not signed by the Selectmen as they had expected that the Town would receive a larger amount in aid in order to improve Patchen Road. They had expected to receive between $18,000.00 to $20,000.00 additional aid than was offered. Patchen Road is a State Aid Road, and the size of the culvert exceeds four feet which is considered a bridge by the State Highway Department. In construction of this type the State pays 80% and the Town 20%. It was decided to wait until July 1966 to apply for the funds if the State could not grant us the additional money at this time. This delay would not necessarily hold up the construction of interceptors for the sewer lines. REPORT - CHIEF OF POLICE RICHARD D. CARTER Richard D. Carter, Chief of Police of South Burlington, made a report to the Board of Selectmen on the meeting of the New England Chiefs of Police Association held from September 19 to September 22, 1965 at Poland Springs, Maine. Mr. Carter was elected to the Board of Directors of the Association for a two year term, and said that the meetings were very instructive and interesting. After a discussion with the Chief concerning the wages, hours, benefits, etc. of the employees of the Police Department, the Board of Selectmen unanimously voted a $5.00, across the board, weekly increase in wages. REPORT ON SEWER SYSTEM The Town Manager's report on the Sewer System was read and discussed. Mr. Douglas was then instructed to further negotiate with Webster-Martin, Inc. for final figures on the engineering fees. REPORT ON TRAFFIC LIGHTS - GAYNES AND CUPOLA The report on the traffic light question at Gaynes Department Store and the Cupola Motel was tabled for later discussion. SIGN RESOLUTIONS The members of the Board of Selectmen signed the resolutions of the Change of Zoning for Rene J. and June A. Berard and Farmers Production Credit Corporation.
