HomeMy WebLinkAboutMinutes - City Council - 05/18/1965 (2)BOARD OF SELECTMEN MEETING MAY 18, 1965 The Board of Selectmen for the Town of South Burlington held a meeting on Tuesday, May 18, 1965, at 7:30 p.m. at the Town Municipal Building at 555 Dorset Street, South Burlington, Vermont. MEMBERS PRESENT Vincent J. D'Acuti, Chairman, Augustus T. Stannard, Ralph B. Goodrich, Robert K. Ashley, and Stephen Whittlesey. OTHERS PRESENT Irving L. Douglas, Town Manager, Mr. Theede, and his father, and Mr. William Mikell, Town Attorney. READING OF THE MINUTES OF APRIL 20th AND MAY 4th. The minutes of the meetings of April 20th, and May 4th were read and approved. REPORT ON AUCLAIR CLAIM Mr. Douglas reported to the Board of Selectmen that Dr. Brown had been contacted. Dr. Brown said that an autopsy should be performed within twenty- fours so the plan to exhume the bodies of Mr. Auclair's cattle was not feasible. The Police Report by Officer Ward concerning Mr. Auclair's complaint that his neighbor's dog was chasing his cattle, was read by the Chairman of the Board. Mr. Mikell, Town Attorney, stated that/ no evidence has been submitted to the Town that would indicate that the cattle had been killed or wounded by Mr. Marston's dog. Mr. Mikell recommended that the Board decline Mr. Auclair's claim as it was presented. Mr. Douglas was instructed to write a letter to Mr. Auclair stating that the Board unanimously declined Mr. Auclair's claim as it was presented. REVIEW OF WARNING, AND APPROVAL OF BOND ISSUE The Board again took up the matter of financing the proposed sewage project. After lengthy discussion, it was the unanimous sense of the Board that the Town's share of the entire project be financed by general obligation bonds of the Town in the amount of $3,100,000.00. Thereupon, upon motion made by Ralph B. Goodrich and seconded by Stephen M. Whittlesey and by the affirmative vote of all members of the Board of Selectmen, it was RESOLVED: That it is hereby determined that the public interest and necessity of the Town of South Burlington demand the following improvement, namely: The establishment of a sewage and sewage disposal system, including establishment of a sewage disposal plant and other facilities necessary for adequate disposal of sewage within the Town, substantially as shown on: plans and specifications dated August, 1964, entitled "New sewage works, Town of South Burlington, Vermont, Section 'A' - Sewage Treatment Plant and Outfall Sewer, Section 'B' - Sewers (Lines A, B, H, I and J)": April, 1965, entitled "Phase 11, New Sewage Works, Town of South Burlington, Section 'A' - Sewage Pumping Station, Section 'B' - Sewers (Lines C, D, F, G and Force Main)" and according to the Preliminary Engineering Report on Phase 111, Lateral Sewerage Facilities for South Burlington, Vermont, said plans and specifications prepared by Webster-Martin, Inc., Consulting Engineers of South Burlington, Vermont; at a total estimated cost of $4,050,000.00. and it is hereby further determined that the cost of said improvement will be too great to be paid out of the ordinary annual income and revenue of said Town of South Burlington. FURTHER RESOLVED AND ORDERED: That the proposition of incurring a bonded debt in an amount not to exceed $3,100,000.00 to pay for the Town's share of the cost of such public improvement (the balance of the total estimated cost of said public improvement to be paid from anticipated state and federal aid) shall be submitted to the qualified voters of said Town of South Burlington at a meeting to be held for that purpose on June 15, 1965, at which meeting the polls will open at 7:00 in the forenoon and close at 7:00 in the afternoon. REVIEW OF PROPOSAL OF DRAINAGE ON BREWER PARKWAY Mr. Douglas, Town Manager, submitted the Superintendent of the Department of Highway's report concerning the drainage problem on Brewer Parkway, and stated that the plan for working on this problem was a sound one, and would be a good job when completed. Mr. Ladd Superintendent of Highway Department for the Town of South Burlington submitted the following plan: MEMORANDUM I have surveyed and designed a system that will correct the problem in the area of the Clark property at a cost of four thousand five hundred ($4,500.00) dollars. This system of drainage will also correct the problem of erosion, and water run-off control on the hill. MEMORANDUM OF SUPERINTENDENT OF HIGHWAY DEPARTMENT (Continued) The system would outlet northerly just East of GMP pole #14, into a small gulley that runs along the highway fill to the natural waterway. It will also provide access for extended storm drain at a later date for other portions of Brewer Parkway Circle. It does not tie into the existing catch basin at the foot of the hill because the extra run of pipe is not necessary, and because the 8" outlet from that catch basin is inadequate. Storm drain will not correct the condition at the sag in the circle without a street grade revision of 300' length. Existing street grade is practically flat, with a total grade difference of less than 5", and with waves in the grade make water traps. QUESTION OF FUTURE PUBLIC MEETINGS ON PROPOSED SEWERAGE SYSTEM The Chairman of the Board said that he had not received any requests for further public meetings concerning the proposed sewerage system for South Burlington. He said he probably will discuss the Town's plan for the new sewerage system at the next PTA meeting. A guest, Mr. Theede, felt that the majority of the residents of South Burlington do not understand the financing of the proposed sewerage system plan, and therefore more effort should be put forth to inform the people of the expense involved. Mr. D'Acuti suggested that South Burlington should publish a leaflet showing the main financial points of the proposed sewerage system plan. The Chairman was also concerned with the possible loss of the Town's double "A" credit rating, if one method of financing was used by the Town. Mr. Mikell added that possibly the Town could not assess the property owners for front footage, and he would investigate this point. WOODSIDE DRIVE RESIDENT PRESENTED NEIGHBORHOOD COMPLAINT A resident of Woodside Drive asked the Board when Woodside Drive would be paved. He stated that for seven years residents of this street have been waiting for this to be done, and in the meantime the dust on the street is becoming unbearable. Mr. Douglas stated that the Street Department is working on Orchard Road, and would be able to begin work on Woodside Drive very soon. Construction, and drainage would be completed by July 1st, but the black topping would not be finished until August or September.
