HomeMy WebLinkAboutMinutes - City Council - 06/01/1965BOARD OF SELECTMEN MEETING JUNE 1, 1965 The Board of Selectmen for the Town of South Burlington held a meeting on Tuesday, June 1, 1965, at 7:30 p.m., at the Town Municipal Building, 555 Dorset Street, South Burlington, Vermont. MEMBERS PRESENT Vincent J. D'Acuti, Chairman, Augustus T. Stannard, Ralph Goodrich, Stephen Whittlesey, and Robert K. Ashley. OTHERS PRESENT Irving L. Douglas, Town Manager, and Mr. Rene Berard. READING OF THE MINUTES OF THE PREVIOUS MEETINGS The minutes of the Board of Selectmen meeting on May 18th, and the minutes of the Special Board of Selectmen meeting on May 26th were approved. The minutes of the Executive Board of Selectmen meeting are to be corrected, and submitted for the Board's approval at the next Board of Selectmen's meeting. FIRST READING OF ZONING CHANGE ON AIRPORT PARKWAY Mr. D'Acuti, Chairman of the Board asked Mr. Rene Berard concerning his petition for re-zoning his Airport Parkway property. Mr. Berard said that he had petitioned for the re-zoning of his property during the month of April, and wondered what had caused the delay. Mr. Douglas, Town Manager, said that he was to blame for the delay, and that he had received a letter from Mr. Berard on May 10th concerning the re- zoning of the Airport Parkway property. Mr. D'Acuti said that the petition would have to be advertised again, and suggested that the complete Airport Parkway property owned by Mr. Berard be re- zoned. The wording of the advertisement would be changed to read "........property of approximately six (6) acres, to be changed from Industrial "A" to Residential "B"." The next public hearing for Mr. Berard's petition will be held on Tuesday, June 15th at 7:30 p.m. at the Town Municipal Building in South Burlington. REVIEW PLANS FOR ENTRANCE TO GAYNES AND CUPOLA Mr. D'Acuti, Chairman of the Board, read a letter from Commissioner of Vermont Highways, Russell Holden, in which the total cost of the proposed entrance to the Cupola would be about three thousand ($3,000.00) dollars, and the proposed entrance to Gaynes Department Store would be about fifteen thousand ($15,000.00) dollars. These figures did not include the traffic light that was suggested for this traffic area. Mr. Douglas said he had discussed the traffic problem with Mr. Farrington, and more recently with Mr. Jenkins. At the present time the State Highway Department does not have any funds to contribute to this hazardous traffic situation, but probably after July 1st of this year, money might become available for this project. Mr. D'Acuti suggested that plans be made to at least install a traffic light which he believes would help the present situation as the lights would act as silent policemen. Mr. Goodrich suggested that Wiliston Road be widened, on either side; in front of the Cupola as well as in front of Gaynes. REVIEW OF ENTRANCE TO GAYNES AND CUPOLA (Continued) Mr. Whittlesey said that since the traffic light seemed to be out of the question at the present time, that the situation would be greatly improved if both sides of Williston Road were widened. Mr. D'Acuti suggested that the Town Manager contact Mr. Deslaurier, Mr. Greer, Mr. Hutchins, and Mr. Mazell, of Gaynes Department Store, to see how they would feel about the proposed entrance plans, and also how they would feel about widening Williston Road at given points. Mr. Douglas pointed out to Board that if twelve (12') feet of land was needed from Mr. Deslaurier's property, that the Cupola sign would have to be replaced from its present location. REQUEST FROM KIWANIS CLUB FOR FIREWORKS PERMIT The Board of Selectmen granted a Fireworks permit to the Kiwanis Club. Fireworks will be displayed at dusk on the South Burlington High School grounds on July 4th. REVIEW WATER LINE AND HYDRANT TO TOWN LOT AND KIWANIS FIELD Mr. Douglas said he had asked the School Board to contribute to the cost of the water line, but his request had been tabeled until the School Board could find out if such a line would lower their insurance. The Water Department said they would furnish the pipe needed at cost, and the cost would be approximately three thousand ($3,000.00) dollars. Park and Recreation Committee would contribute five hundred ($500.00) dollars as the installation of the water line would greatly help their programs. "Bud" Bailey said the School Board had plenty of money to contribute to this project, and he would like to see it done. The next meeting of the School Board will be on Tuesday, June 15, 1965. Mr. Douglas will attend the next School Board meeting. Mr. D'Acuti suggested that the water line be put in as soon as possible, and work out the financial details later. Mr. Berard asked that something be done about his road, and Mr. Douglas replied that the road in question could not be used for such heavy loads as had done in the past. Mr. Douglas also report that Mr. Alex Graham of the State Highway Department turned down the request to repair Patchen Road. Probably, if the sewerage project is accepted by the residents of the Town of South Burlington, Patchen Road will be repaired about the same time. Mr. D'Acuti said that Selectmen Smith of Colchester will visit a meeting of the Board of Selectmen concerning the Lime Kiln bridge. Chairman D'Acuti requested that one engineer be present at the forthcoming League of Women Voters open meeting to be held on Wednesday, June 2, 1965 at the South Burlington High School Cafeteria. This meeting is being held to bring to the residents LEAGUE OF WOMEN VOTERS’ MEETING of South Burlington, information concerning the proposed Sewerage Plan for the Town of South Burlington.
