HomeMy WebLinkAboutMinutes - City Council - 07/20/1965BOARD OF SELECTMEN MEETING JULY 20, 1965 The Board of Selectmen of South Burlington held a public meeting at the Town Office Building, 555 Dorset Street, July 20, 1965 at 7:00 P.M. MEMBERS PRESENT Vincent J. D'Acuti, chairman; Robert K. Ashley, Ralph B. Goodrich and Stephen M. Whittlesey. MEMBERS ABSENT Augustus T. Stannard OTHERS PRESENT Irving L. Douglas, Town Manager; William E. Mikell, Town Attorney; Roger LaCourse, Free Press Reporter; and J. Edward Roney, Jr. and Robert Blake of Goldman, Sachs and Company of Boston, Mass. READING OF THE MINUTES OF THE PREVIOUS MEETING The minutes of the meeting of July 6, 1965 were read and page 3 was found to be in error. Mr. D'Acuti requested that it be corrected and reread at the next meeting. REPORT ON LIME KILN BRIDGE REPAIRS Mr. Irving Douglas, Town Manager, gave the report on the Lime Kiln Bridge repairs. He stated that it would cost about $150.00 to repair the bridge and that it is the Town's responsibility to do so. He also said that it is just a matter of time when the bridge will have to be replaced and the Vermont State Highway Department is giving this consideration. REPORT ON OPTION DEEDS FOR PHASE 1 Mr. Douglas, Town Manager, reported that he had obtained all but two of the Option Deeds necessary for Phase 1 of the sewer construction. He expected to get those two options, one from Mark Bolton and one from Mose Dumas in the next few days. LETTER FROM KIWANIS CLUB Chairman D'Acuti read a letter signed by Rufus E. Kingsbury, President of the South Burlington Kiwanis Club, extending their thanks to the Town Manager, employees, and Police Department of South Burlington for the assistance rendered by them for the Kiwanis Fourth of July Celebration. REVIEW APPLICATIONS FOR ADMINISTRATIVE ASSISTANT The review of applications for Administrative Assistant was postponed until the meeting of July 27, 1965 as most of the Selectmen had not had an opportunity to look over the applications for the position. REVIEW INSTALLATION OF SEWER PIPES ON CLOVER STREET Charles Angolano, developer, is ready to finish the streets in his development and Webster-Martin recommends that the sewer line be installed from Clover Street to Richard Terrace. It would be more economical to install it now before any paving is done. The Water Resource Board has approved this installation. The Town Manager explained that this work would be handled through his office and asked for approval to have it done. The Board unanimously approved his request. REVIEW PAVING CONTRACTS FOR HADLEY, ORCHARD AND MEADOW ROADS AND PROCTOR AVENUE The contract for paving Hadley, Orchard and Meadow Roads and Proctor Avenue was awarded to the Vermont Paving Corporation who had low bid of $8.59 per ton to be completed by August 15, 1965. Two other bids were received, one from L. M. Pike & Son, Inc. with a bid of $8.87 per ton and one from Martin-Webster Construction Co., Inc. with a bid of $9.65 per ton. REPORT ON FIRE CALLS FROM JANUARY 1 TO JUNE 30, 1965 Mr. Douglas, Town Manager reported to the Board of Selectmen that the Town had already spent $14,729.90 in six months and that our budget for a year is $15,000.00. He said that we may be able to collect some compensation from the insurance company for the cost of a fire that happened on the Interstate and that he would look into that possibility. Mr. Douglas also pointed out that he has the impression that Burlington wants a much larger minimum when the next contract is signed. The present contract expires on January 1, 1966. MEETING WITH GOLDMAN, SACHS & CO. IN REFERENCE TO BOND ISSUE Mr. J. Edward Roney, Jr. and Mr. Robert Blake of Goldman, Sachs and Company of Boston, Mass. were present to explain what they hoped to accomplish if they were retained by the Town. They had prepared a general contract for the selectmen to look over. Their charge would be $2.50 per thousand if the Town accepted the contract but the charge would be waived if Goldman, Sachs and Company happened to be awarded the bid for the Bond Issue. The chairman of the Board of Selectmen appointed Mr. Ralph Goodrich and Mr. Stephen Whittlesey to consult with Mr. Horace Ransom, Vice-President of the Chittenden Trust Company, to review the contract and get more clarification of the fee basis. Mr. Goodrich and Mr. Whittlesey will report on the results of their meeting with Mr. Ransom at the next meeting of the Board of Selectmen. REPORT OF CHAIRMAN D'ACUTI ON LAND FILL AREA Mr. D'Acuti, Chairman reported on the Land Fill Area. He had met with Mayor Edward G. Dupont of Winooski and they agreed that the City of Winooski would continue to use the Land Fill Area as they are right now. Mayor Dupont said that he would like to discontinue using Winooski's vehicle. He is going to assign a member of his City Council to meet with a representative of our Board of Selectmen to work out the details of the continued use of our Land Fill Area. HOURS OF OPERATION- INCINERATORS After some discussion on the matter, the Board of Selectmen set the hours of 1 P.M. to 6 P.M. for residents to burn rubbish in their private incinerators. ANNUAL REPORT Mr. Douglas, Town Manager asked Mr. D'Acuti Chairman to prepare the annual report of the Board of Selectmen by August 10, 1965 with the last possible date for completion August 20, 1965. He asked for a complete report covering the 18 month period from January 1, 1964 to June 30, 1965. COMPLETION OF KENNEDY DRIVE It was decided to have a formal opening of Kennedy Drive at 1:30 P.M. Wednesday, July 21, 1965. OTHER BUSINESS Mr. Douglas, Town Manager told the members of the Board that he had looked into the matter of the Austin property and said that September 15, 1965 is the expiration date of the Town's option on the property. The Town has 90 days after the expiration of the option to purchase the property. Mr. D'Acuti, Chairman, read a letter from the Housing and Home Financing Agency stating that they had reviewed the Lateral Sewerage Plan for the Town prepared by Webster Martin, Inc. and found it satisfactory. Mr. D'Acuti, Chairman read a communication from Chief of Police Carter. The chief had hired a patrolman, Ronald Pepin, formerly of the Burlington Police Department as of July 19, 1965, for a probationary period of 6 months.
