HomeMy WebLinkAboutMinutes - City Council - 02/02/1965BOARD OF SELECTMEN MEETING FEBRUARY 2, 1965 The Board of Selectmen of the Town of South Burlington held a meeting on Tuesday, February 2, 1965, at 7:30 p.m. at the Town Municipal Building at 555 Dorset Street, South Burlington, Vermont. MEMBERS PRESENT Vincent J. D'Acuti, Chairman, Ralph B. Goodrich, Augustus T. Stannard, Stephen Whittlesey, and Robert K. Ashley. OTHERS PRESENT Irving L. Douglas, Town Manager, William Mikell, Town Attorney, William Kellner, Chairman of the Planning Board, and about 75 taxpayers of South Burlington. SECOND READING OF THE RE-ZONING OF THE VICTORY PROPERTY Mr. D'Acuti read the proposed ordinance to change the Victory property from Residence "B" to Business District "A" in its entirety. Several petitions from different sections of South Burlington protesting the proposed zoning change were presented to the Board. Then a letter, received by the Town Manager on February 2, 1965, was read to the Board and guests. The letter was from three of the sponsors of the proposed ordinance change, and further stated that they had "acquired other property on which to build" their proposed Sport Center, and "regretted any inconvenience to the taxpayers, but sincerely thought they were doing our town a service." It was unanimously agreed by the Board not to re-zone the Victory property. A short recess followed the reading of the letter during which time many of the guests talked with members of the Board, and then withdrew from the meeting. SIGNING OF A CLAIM FOR STATE AID The signatures of the Selectmen were affixed to the claim for State Aid. REVIEW OF THE BUDGET HEARING There was much discussion concerning the proposed salary raise for members of the Boards. The proposed salary raise for the Chairman and members of the Board of Selectmen was made by Mr. William Kellner at the Public Budget Hearing held on Monday evening, February 1, 1965, at the South Burlington High School. At that time Mr. Kellner proposed that members of the Board of Selectmen receive $250.00 per year and the Chairman of the Board, two hundred and seventy-five dollars per year. Mr. Douglas stated that he thought the average salary for Selectmen around the State of Vermont was about one hundred and fifty dollars to five hundred dollars per year. Mr. Stannard stated that the proposed Budget will not be approved until March at which time the Budget can be decreased but not increased. If the salaries of the Selectmen are to be raised, such raises should be fixed at this time. Discussion followed as to the number of meetings that were held by the Zoning Board and Planning Board. Mr. Goodrich inquired as to the salary of the Chairman of the Zoning and Planning Boards. After receiving the answer that Chairmen of the above named Boards do not receive any salary, Mr. Goodrich suggested that Chairmen, and members of the Boards receive a salary set at a figure per meetings attended, as this would serve as an incentive to interested taxpayers to become members of the Boards of their town. It was agreed to set a figure of $5.00 per meeting but not to exceed $75.00 per year for members of the Planning Board and Zoning Board. Salaries of the Chairmen of these Boards not to exceed $100.00 per year; thus raising the proposed Budget for 1965-1966 by eight hundred dollars. REVIEW OF PENDING ORDINANCES Mr. Mikell, Town Attorney, assisted with the re-phrasing of many of the Amendments to Town Ordinances in preparation for the Notice that is to be written, and posted in various public places within the Town of South Burlington on February 4, 1965. REVIEW OF BOND ISSUE TO BE PUT ON THE WARNING The Town Manager was instructed to see that the proposed bond issue for the purchase of land for the Disposal Sewerage Plant off Airport Parkway is put on the Town Warning for the Town of South Burlington by February 8, 1965.
