HomeMy WebLinkAboutMinutes - City Council - 04/06/1965BOARD OF SELECTMEN MEETING APRIL 6, 1965 The Board of Selectmen for the Town of South Burlington held a meeting on Tuesday, April 6, 1965, at 7:30 p.m. at the Town Municipal Building at 555 Dorset Street, South Burlington, Vermont. MEMBERS PRESENT Vincent J. D'Acuti, Ralph Goodrich, Augustus Stannard, Robert K. Ashley, and Stephen Whittlesey. OTHERS PRESENT Irving L. Douglaw, Town Manager, William Mikell, Town Attorney, and five guests. READING OF THE MINUTES OF THE PREVIOUS MEETING Corrections were noted on the minutes of the previous meeting, and the secretary was instructed to make corrections ready for the next meeting. ACCEPTANCE OF DEED OF RONALD AND DELLA SIMPSON The Board accepted the deed of Ronald and Della Simpson of Cottage Grove Avenue. It was noted that the road included in the deed had the width of only thirty-eight (38') feet. The deed was signed and placed on file. ACCEPTANCE OF DEED FROM O'BRIEN BROTHERS Mr. Mikell, Attorney for the Town, informed the members of the Board that the deed for the Dumas property contained an incorrect reference, and an omission, and this should be corrected so that the Town might have a free, and clear title to the property. Mr. Mikell was instructed to take care of the matter, and upon correction of the deed, the Board of Selectmen would accept the deed for the Town of South Burlington. PETITION OF MCKENZIE PROPERTY Mr. Donald McKenzie showed the members of the Board a plan on which was indicated the property that he petitioned for re-zoning. He inquired as to why his request had been tabled. Mr. D'Acuti, Chairman of the Board, explained that the Planning Commission Board had recommended the petition be tabled until such time as this property could be reviewed by the professional consultant. The Board of Selectmen have voted to secure the services of professional consultants. Because time seems to be a great factor in this petition, Mr. D'Acuti suggested that Mr. McKenzie could petition the Town again. The petition would have to be advertised for fifteen days prior to the public hearing. After the Planning Commission again reviews the petition, the Planning Commission might still recommend tabling the petition until the Town has a planning consultant. It was also explained to Mr. McKenzie that the first reading of the petition could be held at the next Board meeting, or a special meeting could be called since time seemed to be a factor of this petition. Mr. Mikell suggested that Mr. McKenzie submit a specific proposal as to the use of the property should the property be rezoned. He further stated that the Board seldom makes a "blanket" decision in these matters. Mr. Douglas said if Mr. McKenzie had requested a building permit for this area, that a plot plan would have been required. It was suggested that Mr. McKenzie submit a plot plan as to the future usage of the property. Mr. Mikell thought that Mr. McKenzie would be doing a service for the Town when he submits a plot plan of the area, and certainly it would not have any adverse affect on the listing of the property. MR. ROLAND DESLAURIERS--RE: SEWERAGE CONNECTIONS Mr. DesLauriers said it was his understanding that the Town would have to go three feet deeper into the ground in order to pick up all of his motel units so that these buildings would be connected to the proposed sewerage system of the town. He further stated that he was informed by the Vermont State Board of Water Resources that he would have to put in a pump, at his own expense, to take care of his new motel unit plus any other new units he might build in the future. He did not think it was fair to expect him to contribute to the Town's sewerage system, and still have to put in pumps to take care of some of his buildings. After much discussion it was decided that the Board members would confer with Webster-Martin, Inc., and Department of Water Resources to see if some plan could be worked out that would prove more satisfactory than the present sewerage plan for connections at this area.
