HomeMy WebLinkAboutMinutes - City Council - 04/05/1965BOARD OF SELECTMEN MEETING APRIL 5, 1965 A joint meeting with members of the Vermont Highway Commission, District Highway Engineer, Alexander Graham, Planning Commission Board members, and members of the Board of Selectmen was held on April 5, 165, at 7:30 p.m. at the Town Municipal Building at 555 Dorset Street, South Burlington, Vermont. MEMBERS PRESENT Vincent J. D'Acuti, Ralph Goodrich, Augustus T. Stannard, Stephen Whittlesey, and William Kellner. MEMBERS ABSENT Robert K. Ashley. OTHERS PRESENT Irving L. Douglas, Town Manager, Robert Ladd, South Burlington Highway Superintendent, Alexander Graham, District Highway Engineer, Stearns Jenkins, David Coburne, Gordon Shepardson, and Arthur Aldrich, all members of the Vermont State Highway Commission. APPROVAL OF FUTURE HIGHWAY PLANNING FOR BURLINGTON URBAN AREA Mr. Jenkins, with the help of visual aids, presented future plans for the highway planning of the Burlington Urban area. The southern section of South Burlington was included in this plan. The prime purpose of the joint meeting was to evaluate the urban traffic problem. The Bureau of Public Roads must verify the Towns' approval of the planning of the Highway Department before the State of Vermont is eligible for funds to carry out the plans thus far completed by the State Highway engineers. Of course, these are long range plans for approximately twenty years, but many problems such as population density can be discussed at this point with the Boards of Selectmen and Planning Commissions of the towns in the Burlington Urban area. Mr. David Coburne displayed a map showing density population, and indicated on the map areas of residential population growth as well as the growth in the industrial and recreational sections. The map was issued in 1962, and since that time many of the are as have changed as far as use of the land is concerned. In making the population analysis, incomes of residents, retailers and manufacturers, and general services to the towns must be considered. Mr. Coburne told the Board about another survey along the same lines as the one conducted by the Highway Department. Central Planning make a population analysis, and there is a great deal of difference in their figures in comparison with the figures of the Highway Department. This difference could be attributed to the fact that South Burlington was included in the Burlington figures. For the most part, Mr. Coburne said that the population projection centered around Colchester, Essex, Williston, and Shelburne. It was pointed out that Williston does not have a population of five thousand, so it cannot be called an urban area. Population projection for the year 1985 was estimated to be around one hundred and twelve thousand, and by 1990, it would be about one hundred and thirty-five thousand. The map indicated the fact that Winooski has expanded to its very land borders, and has a population of approximately eighty-six hundred. Mr. Jenkins displayed a manual that was compiled for the Town of Newport, and stated that one of the reasons for this meeting was to gather ideas for such a manual for the Burlington Urban area. No information would be published in the manual without the approval of the governing Boards of the individual towns and cities. Mr. Arthur Aldrich took up the discussion of the Highway plans for the future of the Burlington Urban area.
