HomeMy WebLinkAboutMinutes - City Council - 11/10/1964BOARD OF SELECTMEN MEETING NOVEMBER 10, 1964 The Board of Selectmen of the Town of South Burlington held a meeting on Tuesday, November 10, 1964, at 7:30 p.m. at the Town Municipal Building at 555 Dorset Street, South Burlington, Vermont. MEMBERS PRESENT Vincent J. D'Acuti, Chairman, Ralph B. Goodrich, Augustus T. Stannard, and Stephen M. Whittlesey. MEMBERS ABSENT Waitstil E. Brown. OTHERS PRESENT Irving L. Douglas, Town Manager READING OF THE MINUTES OF THE PREVIOUS MEETING The minutes of the meetings of August 4, and September 22, 1964 were approved. APPOINTMENT OF MEMBER TO ZONING BOARD During a brief discussion, Mr. Stannard moved that Mr. George DeForge be appointed as a member of the Zoning Board to replace Mr. Robert Ashley. This was seconded by Stephen Whittlesey, and was unanimously approved. The Town Manager was instructed to notify Mr. DeForge of his appointment, and to forward a copy of the REVISED ZONING ORDINANCES for his further study. REPORT OF MEETING WITH MR. DESLAURIER The Town Manager met with Mr. DesLaurier in regard to the sewerage line through the Quarry Hill Golf Course. Mr. DesLaurier informed the Town Manager that the spot in question for the new construction of a "T" has been relocated, and that additional fill is needed to meet the requirements of the engineers request for the sewerage line. Mr. DesLaurier estimated the cost of the fill for the new relocation would be approximately $500.00, and at the time of negotiations for the right-of-ways, this cost will be taken into consideration. ACCEPTANCE OF SIX MONTH AUDIT REPORT Members of the Board compared present operating expenses with the Budget of the Town of South Burlington for the year 1964-1965. Mr. D'Acuti suggested that a sheet of explanation would be helpful and should accompany the Expense sheet submitted for the six month period. Mr. Douglas, Town Manager, will submit an explanation sheet at the next meeting. The Six Month Audit Report was unanimously accepted. MR. D'ACUTI'S REPORT ON BURLINGTON TRAFFIC COMMISSION MEETING A rough sketch was submitted by Mr. D'Acuti showing the single side entrance to each of the Shopping Centers on the Shelburne Road, namely the GrandWay and W. T. Grant stores. Mr. D'Acuti explained to the Traffic Commission for the City of Burlington that any monies spent by the Town of South Burlington for this improvement, would have to be voted and approved by the Town of South Burlington at their March meeting. The City of Burlington will pay costs of maintenance of the new traffic control after it has been completed. State Aid funds may become available for this project. REPORT BY TOWN MANAGER ON RECREATION MEETING HELD IN MONTPELIER The Town Manager attended the Recreation meeting held in Montpelier on November 4, 1964. It is the wish of the Federal government that cities and towns will submit their applications as soon as possible as application are accepted on the basis of priority. Several areas within the town limits of South Burlington would be considered for possible recreational development. The states are to receive in 1965, $167,000.00; in 1966, $600,000.00 and in 1967, one million dollars, plus. Towns must consider the recreational needs of their own citizens in submitting plans for future recreational facilities. Once an area has been developed for recreational purposes, it cannot be used for another purpose unless another area can be found of equal value. The town Manager was instructed to contact owners of several sites discussed as possible recreational areas for the Town of South Burlington. It was Mr. D'Acuti's suggestion that the Planning Commission work with the Town Manager in contacting owners of property, and in the general planning of possibly two recreational areas for the Town of South Burlington. REPORT BY TOWN MANAGER ON MEETING WITH HHFA The Town Manager went to New York City to confer with officials of the HHFA in regard to Phase I, II, and III Sewerage Line Plans. He was instructed to have the Town Attorney, Mr. Mikell, submit a Certificate of Resolution which would state that the town of South Burlington has taken the first step in condemnation procedures for the right-of-ways for this project. The Certificate of Resolution is to be drawn up by the Town Attorney and forwarded to the offices of HHFA. FIRE SERVICES RENDERED BY THE CITY OF BURLINGTON FOR SOUTH BURLINGTON It was voted unanimously that the Report of the Fire Services be listed on the Agenda for the next meeting of the Board of Selectmen which will be November 24, 1964.
