Ms. Quimby moved to approve Miscellaneous Application #MS-09-02 of Diemer Properties, LLC,
subject to the stipulations in the draft motion as amended above. Mr. Farley seconded. Motion passed

6. Continued Site Plan Application #SP-09-19 of Ninety Nine Swift Street Associates, LLC,
to amend a previously approved plan for a 22,500 sq. ft. general office building. The amendment
consists of converting 7,500 sq. ft. of general office use to medical office use, 99 Swift Street:
The applicant indicated there will be a slight change in coverage. The dumpster will be moved because
they discovered it is over the property line.
Mr. Belair said staff had no issues. The parking waiver is not changed.
Ms. Quimby moved to approve Site Plan Application #SP-09-19 of Ninety Nine Swift Street Associates,
LLC, subject to the stipulations in the draft motion. Mr. Farley seconded. Motion passed unanimously.
7. Sketch Plan Application #SP-09-16 of John Larkin for a planned unit development to
develop a 61.2 acre parcel with 298 multi -family dwelling units in 74 buildings, 1499 Hinesburg
Road:
Ms. LaRose noted that new plans were received today which change the distribution of density
Mr. McClellan said this is the Meadowlark project on what was the Marceau property. He showed the
location of the property in relation to other developments.
They are proposing 298 units which will fall into three zoning areas: a strip in the VR (Village
Residential), the NR (Neighborhood Residential), and NRP (Natural Resource
Protection). There will be 2 access points, the first at Van Sicklen & Hinesburg Road, the second from
Butler Farms. There is a potential for 2 additional access points, one off Old Cross Road and the other via
a right-of-way from the Cider Mill.
The plan is to have the less dense development closer to Butler Farms (2 and 3 units buildings). There
will be an internal sidewalk and a "boardwalk" across the wetland. Amenities include play areas with
connections to a walking path, and gardens near the NRP area.
Ms. Dufresne showed potential building design types. All buildings would have garages. Mr. McClellan
said there would be one covered parking space under the building per unit. All parking would be off-
street although street parking would be allowed.
Mr. Behr asked if the plan complies with SEQ guidelines. Mr. Belair said it does a very good job.
Mr. Behr felt the plan seemed to be maxing out with not much in the way of amenities. Mr. McClellan
disagreed. He said there would be 50 feet between buildings. Ms. Dufresne also showed a large area that
would be mowed and available for kids to play ball. Mr. Behr said he would like to see a more defined
space.
Ms. LaRose said there seems to be a confusion between "open space" and "park land." There is a

in deeds recorded in Book 567 Pages 645-646 of the Land Records in South Burlington, Vermont.
This project, consisting of amending Permit #WW-4-0292 to change the use in one commercial space to a
medical office with fifteen employees and one hundred patients per day, served by municipal water and
wastewater services, located at 99 Swift Street in South Burlington, Vermont, is hereby approved under the
requirements of the regulations named above subject to the following conditions.
i.GENERAL
1.1 The project shall be completed as shown on the application, plans and/or documents prepared by

1.2 The project shall not deviate from the approved plans in a manner that would change or affect the
exterior water supply or wastewater disposal systems, building location, or, the approved use of the
building, without prior review and written approval from the Wastewater Management Division.
1.3 This permit does not relieve the landowner from obtaining all other approvals and permits as may be
required from the Act 25o District Environmental Commission, the Department of Environme ntal
Conservation, Water Supply Division - telephone (8o2) 241-3400, Water Quality Division - telephone
(8o2) 241-377o, the Department Public Safety, Division of Fire Safety- telephone (8o2) 879-2300, the
Department of Health - telephone (802) 863-7221, and local officials prior to proceeding with this
project.
1.4 The conditions of this permit shall run with the land and will be binding upon and enforceable against
the landowner and all assigns and successors in interest. The landowner shall be responsible for the
recording of this permit in the South Burlington Land Records within thirty, (3o) days of issuance of
this permit and prior to the conveyance of any lot subject to the jurisdiction of this permit.
1.5 Each prospective purchaser of the lot shall be shown copies of the Wastewater System And Potable
Water Supply Permit, and the approved plans.
1.6 This project has been reviewed and approved for the existing building to have an occupancy of 55
employees for the general office space, and, a medical office with 5 general office employees, io medical
office employees and ioo patients per day. All conditions set forth in Permit #WW-4-0292 shall
remain in effect except as modified or amended herein.
1.7 By acceptance of this permit, the landowner agrees to allow representatives of the State of Vermont
access to the property covered by the permit, at reasonable times, for the purpose of ascertaining
compliance with the Vermont environmental and health statutes and regulations.

1.8 In issuing this permit, the Division has relied upon the licensed designer's certification that the ;design.- .
related information submitted was true and correct, and complies with the Vermont Wastewater
System and Potable Water Supply Rules and the Vermont Water Supply Rules. This permit may be
revoked if it is determined that the project does not comply with these Rules.
1.9 Any person aggrieved by this permit may appeal to the Environmental Court within 3o days of the date
of issuance of this permit in accordance with io V.S.A. Chapter 22o and the Vermont Rules of
Environmental Court Proceedings.
2.WATER SUPPLY
2.1 This project is approved for connection to the South Burlington municipal water system as depicted on
the approved plans. The project is approved for a maximum of 2,025 gallons of water per day. No
changes to the water supply shall be allowed without prior review and approval by the Wastewater
Management Division.
.q WASTEWATER DISPOSAL
3.1 This project is approved for connection to the South Burlington municipal wastewater treatment facility
as depicted on the approved plans. The project is approved for a maximum of 1,800 gallons of
wastewater per day. No changes to the wastewater disposal system shall be allowed without prior
review and approval by the Wastewater Management Division.
3.2 This permit is based, in part, on a municipal approval for connection to their wastewater treatment
facility. If the municipal approval expires, and the municipality files a written request with the
Secretary, the Secretary will remove the sewage allocation for this project from the list of committed
reserve capacity. If the municipal approval expires, this permit shall be invalid unless the municipality
renews its approval and does not request that the Secretary remove the sewage allocation for this
project from the list of committed reserve. Once the project is removed from the list of committed
reserve capacity, a new permit must be issued for the project. An updated application form and an
application fee will be required. The rules in effect at the time of the filing of the application for a new
permit will be applied to the project.

Ninety Nine Swift Street Associates, LLC, hereinafter referred to as the applicant, is seeking site plan
approval to amend a previously approved plan for a 22,500 sq. ft. general office building. The amendment
consists of converting 7,500 sq. ft. of general office use to medical office use, 99 Swift Street.

Staff, have reviewed the plans submitted on March 26, 2009 and have the following comments.

Zoning Compliance
SITE PLAN REVIEW STANDARDS
Section 14.06 of the South Burlington Land Development Regulations establishes the following
general review standards for all site plan applications:
(a) The site shall be planned to accomplish a desirable transition from structure to site,
from structure to structure, and to provide for adequate planting, safe pedestrian
movement, and adequate parking areas.
There are no changes to the accessibility or transition between structures as a result of this proposal.
The current building is accessed via a 30 foot drive which is the shared access for Farrell Park. This is
an acceptable width. Staff does not feel that any changes to the access are needed.
Based on 15,000 square feet of general office and 7500 square feet of medical office, 90 parking
spaces are provided. The site plan includes parking for 82 vehicles. This would be a parking waiver of
8 vehicles, or 8.9%. Because parking requirements for the current use had been higher at the time the
building was constructed, 90 parking spaces was the requirement for the existing use and the site
already has a parking waiver of exactly 8 spaces. Therefore, there is no change in the parking waiver.
(b) Parking shall be located to the rear or sides of buildings to the greatest extent
practicable.
Parking is located to the front and side of the building as viewed from Swift Street. This was built prior
to the inclusion of this standard in the regulations. The proposed change in use would not warrant any
changes of this scale to the proposed site.

(c) Without restricting the permissible limits of the applicable zoning district, the height
and scale of each building shall be compatible with its site and existing or adjoining
buildings.
The height of the building will be below the maximum height of 40 feet for a peaked roof. No height
waivers are requested or needed.
(d) Newly installed utility services and service modifications necessitated by exterior
alterations or building expansions shall, to the extent feasible, be underground.
1. Pursuant to Section 15.13(E) of the Land Development Regulations, any new utility lines,
services, and service modifications shall be underground.
The South Burlington Water Department has reviewed the plans and stated that no changes or
additional allocation will be necessary.
(e) The DRB shall encourage the use of a combination of common materials and
architectural characteristics, landscaping, buffers, screens and visual interruptions to
create attractive transitions between buildings of different architectural styles.
The proposed project does not fall within a design review district. However, staff finds that the existing
building is attractive and appropriate and has served to visually enhance the area.
(f) Proposed structures shall be related harmoniously to themselves, the terrain, and to
existing buildings and roads in the vicinity that have a visual relationship to the
proposed structures.
The proposed project does not fall within a design review district. However, staff finds that the existing
building is attractive and appropriate and has served to visually enhance the area.
Site plan applications shall meet the following specific standards as set forth in Section 14.07 of the
South Burlington Land Development Regulations:
(a) The reservation of land may be required on any lot for provision of access to abutting
properties whenever such access is deemed necessary to reduce curb cuts onto an
arterial of collector street, to provide additional access for emergency or other
purposes, or to improve general access and circulation in the area.
At this time, there are no additional opportunities for connecting access to surrounding properties. As
already stated, the access drive is shared with Farrell Park.
(b) Electric, telephone and other wire -served utility lines and service connections shall be
underground. Any utility installations remaining above ground shall be located so as to
have a harmonious relation to neighboring properties and to the site.
Pursuant to Section 15.13(E) of the Land Development Regulations, any new utility lines, services,
and service modifications shall be underground.
(c) All dumpsters and other facilities to handle solid waste, including compliance with any
recycling or other requirements, shall be accessible, secure and properly screened with
opaque fencing to ensure that trash and debris do not escape the enclosure(s).

(d) Landscaping and Screening Requirements

As there is no new construction, no additional landscaping shall be required. The applicant did
rearrange the existing landscaping plan as a small cut in the green strip to the front required the
movement of some trees.
Pursuant to Section 13.06(B) of the Land Development Regulations, the plans shall depict snow
storage areas that will minimize the potential for run-off. Adequate snow storage areas are shown
on the plans.
A bicycle rack is depicted on the plans.
Lighting
Pursuant to Section 13.07(A) of the Land Development Regulations, all exterior lighting shall be
shielded and downcasting to prevent light from spilling onto adjacent properties and rights -of -way.
No new lighting is proposed.
Traffic
The conversion of 7,500 square feet of general office use to medical office use is estimated to
generate an additional 14.82 pm peak vehicle trip ends.
Staff recommends that the South Burlington Development Review Board approve Site Plan
Application #SP-09-19.

Site plan application #SP-09-19 of Ninety Nine Swift Street Associates, LLC to
amend a previously approved plan for a 22,500 sq. ft. general office building. The
amendment consists of converting 7,500 sq. ft. of general office use to medical
office use, 99 Swift Street.
The subject site is currently approved for general office. At the time of its
approval, the parking requirement for general office use per 1000 SF of floor area
was actually higher than it is today.
The previous approval (May 1990) required 90 parking spaces. 82 were
provided, with the Planning Commission granting a waiver of 8 parking spaces.
The new proposal requires 52.5 parking spaces for the general office use, and
37.5 parking spaces for the medical office use, for a total of 90 parking spaces
required.
Staff visited the site and realized that there have been other changes to the site.
The parking layout has been changed, dumpsters have been moved, and a
bicycle rack is present but not shown on the plans. The applicant is working to
address these issues and provide a new plan.
Staff reserves further comment until these plans are available. It is unclear if they
will be ready before the Tuesday hearing.

I write to confirm the result of our July 24, 2002 discussion regarding the above referenced
transaction.
At the outset of our meeting I showed you a mylar of the plan depicting the boundary line
adjustment captioned "Property Line Adjustment Between Eugene F. and Daniel B. Morrissey
& James R. & Marilyn F. Lynch Swift Street, South Burlington, Vermont" by A.W. Harris &
Associates dated 9/7/89, last revised 7/18/91 (the "Plan"; reduced copy attached as Exhibit A).
I posed the question of whether the adjustment as depicted on the Plan, which is intended to
straighten the common boundary line between said two properties and involves the swap of
identical parcels of 811 square feet each requires a municipal land use permit. You advised
no such permit is required, basing your decision on the following:
1 . The properties at 99 Swift Street and 105 Swift Street were created in July 1969 by the
division of one lot into said two lots. A copy of the 1969 plan as recorded in the City
of South Burlington Land Records depicting the two lot subdivision is attached as
Exhibit B.
2. The definition of "subdivision" in the zoning and planning ordinance then in effect,
i.e., July 1969, excludes two lot subdivisions, assuming jurisdiction only when the

division of the parcel results in three or more lots. A copy of the relevant provision of
said ordinance is attached as Exhibit C.
3. The present zoning ordinance excludes from the definition of "subdivision" the division
of land for minor realignment of property lines of pre-existing lots ... provided that no
developable iota results and no lot in existence prior to the adjustment vVas so enlarged
by the adjustment that it is therefore capable of subdivision into more lots than before
the adjustment. I believe the facts here support the conclusion that no subdivision as
defined by the ordinance is occuring.
Could you please confirm in writing your opinion that the boundary line adjustment as
depicted on the Plan does not require a municipal land use permit by countersigning the
enclosed duplicate original of this letter and returning one signed original to me in the
enclosed pre -franked envelope.

transaction.
At the outset of our meeting I showed you a mylar of the plan depicting the boundary line
adjustment captioned "Property Line Adjustment Between Eugene F. and Daniel B. Morrissey
& James R. & Marilyn F. Lynch Swift Street, South Burlington, Vermont" by A.W. Harris &
Associates dated 9/7/89, last revised 7/18/91 (the "Plan"; reduced copy attached as Exhibit A).
posed the question of whether the adjustment as depicted on the Plan, which is intended to
straighten the common boundary line between said two properties and involves the swap of
identical parcels of 811 square feet each requires a municipal land use permit. You advised
no such permit is required, basing your decision on the following:
The properties at 99 Swift Street and 105 Swift Street were created in July 1969 by the
division of one lot into said two lots. A copy of the 1969 plan as recorded in the City
of South Burlington Land' Records depicting the two lot subdivision is attached as
Exhibit B.
2. The definition of "subdivision" in the zoning and planning ordinance then in effect,
i.e., July 1969, excludes two lot subdivisions, assuming jurisdiction only when the

division of the parcel results in three or more lots. A copy of the relevant provision of
said ordinance is attached as Exhibit C.
3. The present zoning ordinance excludes from the definition of "subdivision" thedivision
of land for minor realignment of property lines of pre-existing lots ... provided that no
developable lots results and no lot in existence prior to the adjustment was so enlarged
by the adjustment that it is therefore capable of subdivision into more lots than before
the adjustment. I believe the facts here support the conclusion that no subdivision as
defined by the ordinance is occuring.
Could you please confirm in writing your opinion that the boundary line adjustment as
depicted on the Plan does not require a municipal land use permit by countersigning the
enclosed duplicate original of this letter and returning one signed original to me in the
enclosed pre -franked envelope.

TENTATIVE DETERMINATIONS
Tentative determinations regarding effluent limitations and other
conditions to be imposed on the pending Vermont permit have been made by
the State of Vermont Agency of Natural Resources (VANR). The
limitations imposed will assure that the Vermont Water Quality Standards
and applicable provisions of the Federal Clean Water Act, PL 92-500, as
amended, will be met.

FURTHER INFORMATION
The complete application, proposed permit, and other information are
on file and may be inspected at the VANR, Waterbury Office. Copies of the
permit may be obtained by calling (802) 244-5674, and will be made at a
cost of 10 cents per page from 8:Q0 a.m. to 4:00 p.m., Monday through
Friday.
PUBLIC COMMENTS/PUBLIC HEARINGS --
Public comments to the proposed permit are invited and should be
submitted in writing prior to February 18, 1991 to the Permits and
Compliance Section, Agency of Natural Resources, Department of
Environmental Conservation, 103 South Main Street, Waterbury, Vermont
05676. Any person, prior to such date, may submit a request in writing to
this office for an informal public hearing to consider the proposed
permit. A hearing will be held only if response to this notice indicates
significant public interest. The permit number should appear next to the
VANR address on the envelope and on the first page of any submitted
comments. All comments received prior to the above date will be considered
in formulation of the final determinations.
Once a final permit has been issued following a public hearing and
notice of this fact given, any person may, within thirty (30) days after
the issuance of such notice, appeal the issuance of the permit to the
Vermont Water Resources Board pursuant to Title 10 V.S.A., Chapter 47,
subchapter 1269.

6. Site plan application of Dave Desarno for erection of a modular
building for office use next to the rental car wash facility at
Burlington International Airport
Mr. Desarno said effective 11/1, they will have room for adminis-
trative offices except for an office for his own use. The re-
qeusted space is for his office. Mr. Weith said he found no
problem with the application.
Ms. Peacock moved the Planning Commission approve the Site Plan
Application of Dave Desarno for erection of a 700 sq. ft. modular
building for office use as depicted on a 2-page set of plans
entitled "Burlington International Airport. National Car Rental
Lease Area," prepared by Jerry Damico and dated 10/89, with the
following stipulation:
1. The applicant shall obtain a buildinq_permit within 6 months or
this approval is null and void.
Mrs. Maher seconded. Motion passed unanimously.
7. Site Plan application of Wright & Morrissey for construction of
a 3-story. 20,500 sq. ft. buildina for office use. 99 Swift Street
Mr. Webster said the building will be on the west side of the site
and will use the park curb cut, closing existing curb cuts. They
will pave and widen the park curb cut to 3 lanes (2 for exit).
The buildinq is 35 ft. high. All setbacks are met. Wriqht &
Morrissey will occupy a portion of the building themselves,
leasinq the rest.
Mr. Weith said landscaping is under the requirement. Mrs. Maher
asked for at least 1 evergreen and felt the whole landscape plan
could be better.
The city engineer has suqgested a professional enqineer design the
storm system.
Mr. Weith noted they are short 8 parking spaces. Ms. Peacock suq-
qested reviewing the situation in a year to see if they are
needed. Mr. Webster noted they lose 320 sq. ft. per floor for
stairs, 100 sq. ft. for elevator, and 60 sq. ft. for the elevator
equipment room. This reduces sq. footage for parking requirements
Mr. Craiq felt it was an acceptable trade-off for what they are
doing for Farrell Park.

Ms. Peacock moved the Planning Commission approve the Site Plan
application of Wright & Morrissey for construction of a 3-story,
22,500 sq. ft. building for office use as depicted on a site plan
entitled "Wright & MOrrissey Office Building, Swift Street, So.
Burlington, Vt," prepared by Wiemann-Lamphere, Architects and
dated 10/13/89 with the following stipulations;
1. The applicant shall post a $17,500, 3-year landscaping bond
prior to permit. A revised landscaping plan which meets the
$8,000 shortfall in required value shall be submitted to the City
Planner for approval.
2. The applicant shall contribute $1,463 to the Shelburne Rd.
improvement Fund based on the estimated 57 peak hour trip ends to
be generated by the development.
3. A sewer allocation of 1,230 gpd is granted assuming 82
employees. The applicant shall pay the $2,50 per gallon fee prior
to permit.
4. The applicant shall hire a civil engineer to desiqn a drainage
system for this project. The recommended drainage system shall be
shown on the plan and shall be approved by the City Engineer prior
to permit.
5. The drainage system shall be concrete or plastic, not metal or
aluminum.
6. The applicant shall be responsible for maintaining the first
100 feet more or less of the Farrell Park entrance drive. A
maintenance agreement shall be recorded in the land records prior
to permit. The maintenance agreement shall be submitted to the
City Attorney for approval prior to permit.
7. The applicant shall submit, prior to permit, elevations of the
proposed building showing the height of the structure. the pre -
construction grade and post construction grade, and the building
shall not exceed 35 ft. in height from post -construction grade.
8. The applicant shall obtain a building permit in 6 months or
this approval is null and void.
9. The parking plan shall be revised to show all of the
handicapped parking spaces close to the entrance of the building.
10. More fire hydrants shall be added near or on the property in a
location to be approved by the Fire Chief, if the Fire Chief feels
more hydrants are necessary.

11. All lighting shall be downcast luminare.
12. Base dupon the expressed representation of the applicant,
there shall be no trailers used for storage.
13. The Planning Commission approves a waiver of 8 required
parking spaces. It is the Commission's opinion that 82 parking
spaces will adequately serve the proposed use since the building
is multiple floors and some of the gross square footage will be
taken up by unusable stairwell and elevator space.
14. Prior to permit, details showing water service size, location
and material shall be submitted to the CWD for review and
approval.
15. A revised site plan shownina all revisions shall be submitted
to an approved by the City Planning prior to permit.
Mrs. Maher seconded. Motion passed unanimously.
8. Discussion with Pat Brennan, South Burlington representative to
CCRPC, regarding Act 200
Mr. Brennan showed a video on Act 200. Mrs. Maher asked about
funding for towns and cities. Mr. Weith said there are 2 kinds.
Each town gets an annual grant determined by growth and
population. South Burlington got the third highest in the state.
Also, there are special planning grants for which the city is ap-
plying.
Mr. Brennan noted there is an Act 200 Conference at the Windjammer
on 11/17, all day.
Mr. Brennan noted the Council and REaional Commissions are now
formed and have the power to review and comment on regional plans.
Municipal plans that expire before 7/1/91 are extended till 7/l/
92. They have to be reviewed by the Regional Plannina Com-
mission. There is a set of 32 goals which will have to be ad-
dressed. He felt potential conflict areas in S. Burlington
include affordable housing, transportation, and open space. The
process will be to work with Regional Planning beforehand to
address the checklist. Plans will be based on population pro-
jections and will be assessed to see if there is density to accom-
odate the projected population as well as sewer capacity, roads,
etc. When the plan is formally submitted, Regional Planning has
60 days in which to act on it. Then they can accept or reject it.

(1) The proposed 6 inch sewer line will cross over the existing
24 inch water line and the proposed 8 inch sewer, line will
cross over the proposed 20 inch water line and with less
then 18 inch clearance between the invert of the sewer to
the crown of the water. Therefore, we ask that the Health
Department review the proposed crossirii' for, protection of
the water lines under their jurisdiction and provide written
approval of the design .
(2) Please provide the invert of the sewer pipe where it enters
the existing manhole. If the drop inside the manhole is
greater then 24 inches, a drop type manhole should be
specified.

traffic figures.
Using Chittenden County 1988 "Suggested Trip Generation
Rates by Land Use" we calculated total daily trip ends at
448; and pm peak hour trip ends at 57.

7) OFFICE BUILDING, 99 SWIFT
Wright & Morrissey propose to construct a 3 story, 20,500 square
foot office building on a 1.3 acre lot on Swift Street. The
property has an existing house and auto body shop. The zoning of
the property was recently changed from R-4 to C1.
The property is bounded on the west and south by City owned
property (Farrell Park and entrance), on the east by a house and
electronics business and on the north by Swift Street.
Access/Circulation: Access is proposed from a 24 foot wide curb
cut on the City owned r.o.w. (Farrell Park entrance drive). The
curb cut is located about 50 feet south of Swift Street. I feel
this access off the Farrell Park entrance road is better than a
curb cut directly on Swift Street. Some type of maintenance
agreement should be signed. The applicant is proposing to pave
the Farrell Park entrance road for the length of the property
(215 feet). I believe the drive is currently gravel.
Circulation is proposed on the north and east sides of the build-
ing and is adequate.
Parking: The proposed use requires 82 parking spaces and 82
spaces are proposed.
Setbacks/coverage: Setback requirements are met. I will provide
coverage calculations at the meeting.
Landscaping: The project requires $17,500 in new landscaping.
The plan shows new Red Oak, Arborvitae, Juniper, Honeylocust, and
Wintercreeper. I will provide the value at the meeting. The
site has a few mature maple trees, a mature spruce and a birch
tree.
Traffic: The proposed use will generate 57 peak hour trip ends
(based on I.T.E.). The applicant will be required to contribute
$1,463 to the Shelburne Road Improvement Fund.
Sewer: A sewer allocation shall be granted, however, I do not
have the necessary information (# of employees) to determine an
appropriate allocation. I will try to have this information
prior to Tuesday's meeting.

1. A large water shed area drains to this area. The drainage
system should be adequate to accommodate at least a 25 year
storm. An engineer should design the system to avoid possible
flooding in the area. The building should be along the east side
of the site on higher ground and the parking lot where the build-
ing is planned.
2. Drainage system shall be concrete or plastic, not metal or
aluminum.
3. Farrell park was given to City. Tharp may hP
restrictions on its use. The deed snoulu i,C cnecked for any
restrictions.
4. The City should not be responsible for maintaining the access
drive including snow plowiiib.
5. Recreation director Bruce O'Neill should review the proposed

MOTION OF APPROVAL
I move the So. Burlington Planning Commission approve the Site Plan
application of Wright & Morrissey for construction of a 3 story,-2 -00
sq. ft. building for office use as depicted on a site plan entitled
"Wright & Morrissey Office Building, Swift Street, So.Burlington, Vt."
pre -pared by Wiemann-Lamphere, Architects and dated 10/13/89 with the
following S+'ipvlations:
1. The applicant shall post a $17,500, 3-year landscaping bond prior to
permit. A revised landscaping plan which meets the �8000 shortfall in
required value shall be submitted to the City Planner for approval.
2. Tbe applicant shall contribute $1,463 to the Shelburne Rd. Improvement
Fund based on the estimated 57 peak hour trip ends to be generated by this
development.
3. A sewer allocation of _?5'0 gpd is granted assuming ,5v employees. The
applicant shall pay the $2.50 per gallon fee prior to permit

I have reviewed the following plans and offer these comments.
LOT 7, GREEN TREE PARK: The location size and type of
materials for the water service to the proposed building on this
lot is acceptable. I have touched base with the sprinkler
people, Cedar Ridge Sprinkler, relative to available fire flow
and do not foresee any problems with this installation.
WRIGHT & MORRISSEY OFFICE BUILDING, SWIFT STREET: The plan
provided of this project, dated 10/13/89, does not show any
proposed location or size of the water service to the building.
The only water main available for tapping is the Champlain Water
District's 24" transmission main. This main is operating under
high pressures and is the main transmission main out of the
District's treatment plant. Therefore, before approval is given
to this project relative to water service I will require details
on water service size, location, material. The application to
tap the CWD main must be handled through this office and the tap
must conform to CWD materials and procedures specifications.
