Re: Policy Priorities and Strategies Process Planning
In a council-manager form of government, staff must implement the City Council’s policies and priorities. I
recommend that annually staff and Council spend time together ensuring that we are all making clear and
intentional decisions about the policy priorities of the City and the implementation strategies we will use to
achieve this vision. This should include engagement of the City’s professional staff (“Leadership Team”), the
City’s policy boards and commissions, and the Council. My understanding is that the commissions are familiar
with annual workplans and in previous years the Council has done its own workplan. The goal is to build upon
these past models in order to produce a city-wide workplan for the Council, staff, and commissions.
In this document, I will review some concepts, review the resources already in place, and outline a process we
could use to come to a shared workplan over the next few months. Over time, I recommend we undertake
this process annually (in June) to ensure that the Council, staff, and commissions’ work is best aligned to meet
community goals.

Current Policy Direction
The Council has already approved a series of policy documents for the City. Primarily, those include the
annual budget and the City’s Comprehensive Plan as well as ongoing resolutions and active votes. This
process is not meant to rehash past policy positions but organize and prioritize them with other positions and
articulate concrete steps towards implementation.
As an organizing principle, I recommend we start with ensuring we maintain our core government services and

•Regulatory requirements we know are on the horizon for specific service areas
•The Annual Workplans developed by the committees and commissions. As we get up to speed this
year, this will be reviewed during committee meetings in August and September.
Prioritization Process and Timeline
There are almost unlimited ways municipal government (elected official and professional staff) can positively
impact community. Therefore, with these policy priorities in place, it’s imperative that we think strategically
about how best to implement these and how we allocate our finite resources to those ends. I recommend we
work together to build out a shared workplan that follows this model:

The Mission of the Bicycle & Pedestrian Committee is to oversee the general operation of the
City’s bicycle and pedestrian infrastructure including its many recreational paths, sidewalks,
bike lanes, crosswalks and trails, and to advise the City Council of bicycle and pedestrian policy
and safety issues and operational needs and future development plans for the City’s bicycle and
pedestrian infrastructure including the path network.

● ACTION: Engage closely with City Staff on the allocation of the Penny for Paths Fund as well
as a strategic plan for implementing priority projects.

network (paint, signage, surface condition) and report maintenance concerns.

applications that impact bike and pedestrian modes of travel and monitor the integration of
the preferred alternative or permit condition through to construction.
● ACTION: Advance new crosswalk locations by working with City Staff to determine level of
design and funding necessary for installation.
● ACTION: Annually review and provide updates to the mapped data of bike and pedestrian
infrastructure (existing and proposed GIS datasets) to maintain an accurate record of the

activities of daily living.
●ACTION: Partner with Energy Committee and South Burlington schools to increase bus,
public transit, bicycle and pedestrian commuting for students, staff, and residents
(statewide Way to Go School program, Safe Routes to School program and Committee's
Neighborhood to Schools Greenway pilot).
o Partner on efforts to annually promote and support the statewide Way to Go School
Program and schools registered with the Vermont Safe Routes to School Program.
o Continue the design and deployment of the Neighborhood to Schools Greenway Pilot
to create a safe route by foot or bike for middle and high school students to get to
school from the Mayfair Park and adjacent neighborhoods.
o Promote Bike to Work Week to encourage non-car transportation.
o Promote walk/bike to City Center (as building continues).
●ACTION: Collaborate with state and local agencies to explore novel ways to increase bicycle
and pedestrian safety by deprioritizing automobile transportation.
●ACTION: Participate on the City’s Climate Action Plan through a Committee liaison,
cognizant of the important role micromobility devices will play in a carbon-neutral future.
●ACTION: Identify partnerships to aid the education of all modes of travel (automobile, e-

In light of the recent approval by the City Council to perform a policy and strategic initiatives review for
the City, we are writing to communicate city priorities from the view of the SBBA. We fully support the
city undergoing a strategic planning process. The process should include a transparent approach to
prioritizing projects and initiatives as well as understanding present and projected tax capacity.
The following are the SBBA’s current City priorities (in no order):
Exit 12 B-support of the new exit as well as supporting accelerated timing in planned construction
Affordable Housing – support the development of more housing for all workforce sectors
Rezoning of airport land to allow more industrial uses
Infrastructure maintenance and improvements-roads, paving, traffic flow and related traffic lights.
Annual maintenance budget in these areas should be reviewed for adequacy
Recreation Center
Refining and easing permitting process, ease of access to Planning and Zoning, advocate for minimizing
duplication with Act 250 or related measures
Using COVID funding from Federal government for infrastructure projects where allowable, accelerate
planned project timing.
