Subject: Jerry & Martha Couillard — Existing Lot with a Three Bedroom Duplex and an
Auto Repair Shop Located at 79 Swift Street in the City of South Burlington, Vermont.
This letter is in response to the information you provided me regarding the above subject property. I
understand the lot is pre-existing as defined by the Rules and was improved prior to June 1,1970 with
a three bedroom duplex and an auto repair shop. I further understand that the duplex and auto repair
shop are served by municipal water and wastewater disposal systems; the lot has not been further
subdivided after September 18,1969; and the water and wastewater disposal systems were not altered
or replaced after June 1, 1970.
The property does not require a Wastewater System and Potable Water Supply Permit for the existing
duplex and auto repair shop. A permit may be needed should the lot be further subdivided; it is
proposed to alter or modify the water or wastewater disposal systems, or, there is a change in use of
the buildings that results in an increase in the wastewater system or potable water supply design flows.
This letter only addresses the need to obtain a permit from this office for the existing structures
mentioned above and does not relieve the landowner from obtaining all approvals administered by the
City of South Burlington or other State Agencies.

On the evening of September 13th, your Board had a meeting, which I
was unable to attend, concerning property adjacent to mine and about
which I had written a letter to be read at this particular hearing.
Mr. Joly, my neighbor, who did attend told me that Ray Couillard
was permitted to build an addition on his garage. Would you kindly
inform me on the decision reached per my request for a fence to be
installed and also what restrictions were made on the number of
vehicles, etc.
We do take pride in the appearance of our neighborhood and would
appreciate hearing from you regarding my request.
