Mr. Austin moved to continue the final plat application of
National Gardening until 9 May. Mr. Crow seconded. Motion
passed unanimously.
5. Site plan application of Vermont Gas Systems to construct a 3-
story, 32,124 sq. ft. general office building and razing a
existing office building and accessory structure, 63 and 69 Swift
Street:
Mr. Webster located the building on the south side of Swift St.
just west of the intersection with Swift St. adjacent to the
existing gas company building. The current building will be
removed and a new 3-story structure built.
Mr. Webster said they are still convinced that entering at the
high side of the building is right for visibility.
Mr. Burgess noted that comments have been gotten from the Rec
Path Committee that because of topography, the city shouldn't go
after an easement on this site.
Mr. Austin noted that Councilman Cimonetti had felt it would be
good to access at the current point of access. Mr. Austin said
he had been on the site and he didn't think that was feasible
and didn't recommend changing from what the applicant proposes.
Mr. Austin moved the Planning Commission approve the site plan
application of Vermont Gas Systems to construct a 3-story, 32,124
sq. ft. general office building and raze an existing office
building and accessory structure, 63 and 69 Swift St, as depicted
on a two page set of plans, page one entitled "Layout and Util-
ities, Vermont Gas Systems, Inc, 69 Swift Street, South
Burlington, Vermont," prepared by Wiemann-Lamphere, Architects
Inc, dated 3/28/95, with the following stipulations:
1. All previous approvals and stipulations which are not super-
seded by this approval shall remain in effect.
2. The applicant shall construct the sidewalk along the
property's frontage in a location approved by the City Engineer.
This sidewalk shall be constructed prior to occupancy of the
building. Prior to issuance of a zoning permit, the applicant
shall post a bond for the sidewalk in an amount approved by the
City Engineer. This sidewalk shall be constructed to the spec-
ifications approved by the Public Works Director.
3. The applicant shall post a $24,500 landscape bond prior to
issuance of a zoning permit. The bond shall remain in effect for

three years to assure that the landscaping takes root and has a
good chance of surviving.
4. For the purpose of calculating required road impact fees
under the South Burlington Impact Fee Ordinance, the Planning
Commission estimates that the proposed office building will
generate 68.7 additional vehicle trip ends during the P.M. peak
hour.
5. A sewer allocation of 1170 gpd is approved. The applicant
shall pay the per gallon fee prior to issuance of a zoninq
permit.
6. All new exterior lighting shall consist of downcastinct
shielded fixtures so as not to cast light beyond the property
line. Any change in lighting shall be approved by the City
Planner prior to installation. Details of the building mounted
lights shall be submitted to the City Planner for approval prior
to permit issuance.
7. As expressly represented by the applicant, the applicant shall
dedicate to the City an eight foot strip of land along the
property's frontage for future street widening. The legal doc-
uments (i.e, irrevocable offer of dedication) shall be approved
by the City Attorney and recorded in the land records prior to
issuance of the zoning permit.
8. The plan shall be revised prior to issuance of a zoning permit
to show a drainage easement along the proposed drainage pipe on
85 Swift Street (existing Vermont Gas property).
9. The applicant shall obtain a zoning permit for the building
within six months or this approval is null and void.
10. The applicant shall obtain a Certificate of Occupancy/
Compliance from the Administrative Officer prior to occupancy of
the building.
11. Any change to the site plan shall require approval by the
South Burlington Planning Commission.

6. Site plan application of South Burlington School District to
construct a 640 sq. ft. boiler room addition to South Burlington
High School, 550 Dorset Street:
Supt. Chattman said the school is being converted from electric
to gas heat with oil backup. The space is needed to accommodate
boilers. There is still adequate space to access the back of the

MOTION OF APPROVAL
VERMONT GAS SYSTEMS
I move the South Burlington Planning Commission approve the site
plan application of Vermont Gas Systems to construct a 3-story
32,124 square foot general office building and raze an existing
office building and accessory structure, 63 and 69 Swift Street, as
depicted on a two (2) page set of plans, page one (1) entitled
"Layout & Utilities, Vermont Gas Systems Inc. 69 Swift Street South
Burlington, Vermont", prepared by Wiemann-Lamphere,
Architects, Inc., dated 3/28/95, with the following stipulations.
1. All previous approvals and stipulations which are not

Street:
Mr. Webster located the site on the south side of Swift Street.
There is presently a wood frame structure and an ancillary
building behind it. Access to the new building will be on the
west side with parking in the rear. Access will come out on
grade with the adjacent pipe yard. The building will be 3-
stories with one side having the second floor at ground level due
to elevations. The lot is sheet -drained. The parking lot will
not be curbed but the applicant assured the Commission that
drainage water will stay on site.
Mr. Austin suggested a drainage easement between the two
properties involved.
Mr. Austin asked if a car heading east on Swift St. will be able
to see a car exiting this lot. Mr. Webster said it would.
Mr. Cimonetti asked why the curb cut has been placed as it has.
Mr. Webster said they felt coming in at the highest point would be
best for visibility as cars can be seen coming from both
directions. The curb cut will be increased from 15 ft. to 24 ft.
wide.
Mr. Cimonetti asked if there is a circulation of traffic through

the pipe yard lot. Mr. Webster said the pipe yard is also a
service yard and is gated so, it can be controlled.
Mr. Cimonetti said the building should be designed to appear to
front on Swift St. Mr. Webster said the Swift St. side will look
like and act like the front of the building.
Mr. Weith noted the Swift St. right of way is 66 ft. There is a
plan to increase this to 80 ft. Landowners have been dedicating
an 8 ft. strip for this purpose. Mr. Webster said that Vermont
Gas has agreed to this.
Mr. Beaudin felt this was a difficult site handled well.
Mr. Cimonetti asked if there has been discussion of a bike path.
Mr. Weith said there hasn't. Mr. Austin felt it would be well to
look at a bike path connection. Members agreed to delay approval
so this can be looked into.
Mr. Austin moved that the application of Vermont Gas be continued_
to 25 A ril and that between now and that meetinq it is
recommended that the City Planner have a chance to review the
ELM for an easement for the Recreation Path. Mr.�Teeson
seconded.' Motion passed unanimously.
As there was no further business to come before the Commission,
the meeting was adjourned at 9:40 p.m.

The Recreation Path Committee reviewed the plans for the new
office building on Swift Street being proposed by the Vermont Gas
Company at a meeting on Monday, April 17th. These plans were
reviewed in light of the City's desire to find an alternative route
to Lindenwood Drive.
The area behind the properties was looked at, at the time that
Phase I of the Recreation Path was being planned by the firm that
was doing the design work, the State Wetland Specialist, and
others. It was determined at that time that we had either a Class
III or a Class II wetland situation. It was advised that a
Conditional Use Determination would probably have to be done and
that this area might fall under the Corps of Engineers. If we were
able to obtain permits for construction in this area, the
construction would be extremely expensive.
In addition, if Vermont Gas Systems were to allow an easement
in this area there would be three other property owners that would
also have to be willing to give easements, so there is no guarantee
this route could become a reality.
The Recreation Path Committee has reviewed a number of
alternatives including going behind the properties and they have
decided it is not a practical alternative for the immediate future.
We therefore do not feel it would be of value to seek an easement
in that area.

Setback requirements are met.
llyLandscaping: The minimum landscaping requirement, based on r
building costs, is $24,500 which is being met. Plantings include
Chinese Elm, Black Pine, Spruce, Cedar, Lilac, Rhododendron,
Juniper and Perwinkle.
Parking: This project requires a total of 128 parking spaces and
128 spaces are being provided including six (6) handicapped spaces.
A bike rack is also being provided as required under Section
26.253(b) of the zoning regulations. �e

Traffic. ITE estimates that this project will generate 68.7Of,

applicant should be aware that the road impact fee for this project
will be approximately $13,000.
Sewer: The sewer allocation needed for this project is 1170 gpd.

Sidewalk: A sidewalk is proposed along the property's frontage. kd
This sidewalk should be constructed prior to the issuance of the
Certificate of Occupancy/Compliance.
Lot merger: This development is taking place on two(2) separate
lots. The use of both lots to accommodate the development merges
the two (2) lots into one (1) lot. The plan should be revised to
remove the lot line separating the two (2) parcels.
Lighting: Exterior lighting consists of the following:
--- eight (8) 250 watt metal halide downcasting and shielded
fixtures on three (3) 18 foot poles.
--- two (2) bollard fixtures with 150 watt incandescent lamps.
Details of the buildingmounted lights should be approved b the

Dumpster: A screened dumpster area is shown on the plan.

Building height: Applicant has indicated that the proposed
building will meet the height requirements for a flat roofed
structure and a pitched roof structure.

and #3 paid prior to permit issuance.
Impact Fees: The applicant should be aware that school, road and
recreation impact fees will be required for the development of lots
#2 and 3 pursuant to the South Burlington Impact Fee Ordinance.
Other:
--- the subdivision plat should be revised to show the easement
for the sewer pump station.
--- the applicant should be responsible for repairing any
settlement problems caused by the new force main along Spear
Street and within driveway crossings for a period of two (2)
years after installation of the sewer system.
--- the complete sewer system, including the force main, should be
a private system maintained jointly by the users. When a
municipal collection system is constructed, the private system
should be abandoned and the owners should connect to the
municipal system at their own expense.
8) VERMONT GAS SYSTEMS - OFFICE BUILDING - SITE PLAN
This project consists of the construction of a 3-story 32,124
square foot general office building and razing an existing office
building and accessory structure.
This property located at 63 and 69 Swift Street lies within the Cl
District. It is bounded on the east by the Vermont Gas Systems
pipe yard and an auto body shop, on the south by residences, on the ^
west by a mini -storage facility and on the north by Swift Street.
Access/circulation: Access will be via a 24 foot curb cut on Swift
Street. Access to the adjoining Vermont Gas Systems property to
the east will be made available via an access at the southeast
corner of the property.
Circulation is adequate.
Coverage/setbacks: Building coverage is 13.3% (maximum allowed is
305). Overall coverage is 68.7% (maximum allowed is 70%). Front
yard coverage is 15
% (maximum allowed is 30%).

Street widening: Staff suggests that the applicant dedicate to the

This will result in a total of 27 spaces being provided including
two (2) handicapped spaces.
Landscaping: There is no minimum landscaping requirement, based on
building cost, for this project. No additional landscaped
recommended.
Traffic: The estimated traffic generation approved for this
property on 11/23/93 (i.e., 29.6 vte's) included traffic which
would be generated by the "motel" if it were entirely converted to
office use. Therefore, no additional traffic is expected.
Sewer: No additional allocation needed.
Lighting: No changes.
Other: The site plan should be revised to indicate the correct
zoning district on the adjoining Provost property, the correct
designation is R4.
4) NATIONAL GARDENING ASSOCIATION - OFFICE PUD - FINAL PLAT
This project was continued from the March 28, 1995 meeting (minutes
enclosed). This item was continued to give the applicant time to
work out the land swap agreement with Olympiad. The revised plans
are not available so the applicant will be seeking a postponement.
Staff recommends that this item be continued to the May 9, 1995
meeting.
5) VERMONT GAS SYSTEMS - OFFICE BUILDING - SITE PLAN
This project was continued from the April 4,1995 meeting (staff
memo and minutes enclosed) to give the Recreation Path Committee an
opportunity to review the proposal. Their comments are enclosed.

The Planning Commission at their April 4, 1995 meeting reviewed a
request from Vermont Gas to construct a new office building at 63
and 69 Swift Street. The question was raised as to whether the
Recreation Path Committee reviewed these plans in light of the
City's desire to find an alternative route to Lindenwood Drive.
The consideration of this proposal is being postponed to 4/25/95 to

Sidewalk shall be constructed 10 feet behind the existing curb so
that it lines up with the sidewalk in front of the Headquarters
building. It shall extend across the entire frontage. There
exists an old tree within this area which should be removed. This
was recommended by the City Tree Warden.
TREVITHICK - SPEAR STREET
1. Curb cuts and work along Spear Street will require a road
opening permit.

4. PUBLIC HEARING: Final Plat application of M. & M. Partnershi
or a two lot subdivision of a 2 acre parcel into an
acre parcels at 59 Swift Street.
Arnold Marek explained the proposal. The lot is on Swift Street,
across from their Easy Storage business which will occupy one
of the proposed lots. Mrs. Lafleur noted that a permanent legal
right-of-way will be required over the 20-foot access. The large
trees around the property will remain. When lot #1 is developed,
the applicant will have to drain that lot across lot #2, so lot #2
will require an easement on it.
Mrs. Maher questioned it there is enough building area left on
Lot #2 because of the embankment. Mrs. Lafleur said the build-
able portion is 29,100 sq. ft. Mr. Belter said a 6,000-8,000 sq.
ft. building could be built on such a lot.
Mr. Aruzza, a neighbor, complained that dust from the driveway
to Easy Storage has bothered them for 2 years and requested that
driveways to this development be paved. Me also asked that work
not be done on weekends as the noise is disturbing. Mr. Jacob
said they could request a construction schedule. Members agreed
to notify Mr. Aruzza of the site plan hearing. Mrs. Maher recalled
that paving was not required on the prior project because of
drainage. Mrs. Lafleur will check on other alternatives.
