Mr. Blodgett said he has worked out a verbal agreement with Rich Tarrant of IDS to share in the cost of the first 250 ft. of Holmes Rd. Mr. Blodgett will also share the cost of the traffic light at Holmes Rd. Mrs. Maher said the plan should show the sidewalk. There is a shortage of landscaping dollars, and Mrs. Hurd suggested a few more street trees. An erosion control study by Wagner, Heindel & Noyes is also required. Mr. Belter said he would like to know how snow removal will be handled, and Mrs. Hurd said she would like to see the location of the dumpster. 5. Sketch plan application of Tom Drolette for a 3-lot sub- division for residential use on the Bernice Irish Estates Mr. Drolette said the original farm was left to the 9 children of whom his wife is the youngest. His brother, who farms the land, said he does not want a road going through the property. Mr. Palmer explained that CWD was given a right-of-way on the the dirt road to service their water tank and this right-of-way is blocked off with a gate which must be opened and closed in order to use it. The land is being used for a pasture. Mr. Drolette has agreed to build a city spec road from Harbor Ridge and to make the cul de sac to city specs. The sewer is already in, and there will be a sidewalk. 6. Site plan application of Mr. Anderson and Mr. Ste. Amand to construct two mini -storage buildings, a total of 10,800 sq. ft, at lot #11 59 Swift St. Ms. Perkins said this is the same plan as approved for the previous owners of the property. Mr. Ste. Amand said they do not expect a dust problem as they expect only 3 or 4 cars a day. He would prefer to leave the road gravel, but would pave if required. Gravel is better for drainage. Mrs. Maher suggested possibly paving the road and leaving the back gravel. Mrs. Hurd suggested a review at the end of a year, and if dust is a problem to then require paving. Mrs. Hurd moved that the Planning Commission approve the site plan application of Mr. St. Amand and Mr. Anderson to construct two mini -storage buildings measuring 30 ft. x 180 ft. each for a total of 10,800 sq. ft. at lot #1, 59 Swift PLANNING COMMISSION 23 JUNE 1987 PAGE 5 Street as depicted on a plan entitled "Easy Self -Storage, Lot ##1 59 Swift Street, proposed Site layout, M & M partnership" prepared 12y Donald Marek dated 9/21/84, last revised 10 1 86 with the following stipulations: 1. The applicant must receive a use variance from the Zoning Board of Adjustment prior to permit. 2. A landscaping bond of $2250.00 shall be posted prior to permit. 3. The applicant shall pave the entrance drive of 150 ft. The City reserves the right to review the back graveled lot one year from date of occupancy to see if further paving is necessary for dust control. If the Planning Commission de- termines that further paving is necessary, the applicant will be required to do so. 4. Work Session Discussion with Mery Brown the development options for the Earl's Schwinn lot LA AC-0- Doug-Llewellyn said the Mr. Brown has an agreement to purchase the Schwinn lot and building. One possible develop- ment suggested is to combine 2 lots and expand Dorset Sq. They would add an addition to the Schwinn building and would close the Dorset St. curb cut. Two new curb cuts would serve from Corporate Way. Mrs. Hurd asked if the back service drive could be used. Mr. Brown said there are dan- gerous blind corners and he would not recommend it. The building will be completely renovated and they may have it blend with Dorset Sq. Members generally liked the concept and most felt the two curb cuts on Corporate Way were acceptable. They did not like the idea of using the service drive. Mr. Brown advised that his Hinesburg Rd. development will go back to Act 250 with required changes. It will come back to the Planning Commission. They are also waiting for the sewer plan to be done. Szymanski, City Manager Re: June 23, 1987 agenda items Date: June 19, 1987 3) BLODGETT DEVELOPMENT, SHELBURNE ROAD 1. Existing curb cuts on Shelburne Road shall be closed. 2. Holmes Road extension should dead end beyond entrance drive and entrance should tee into it. The new street should include curbs, sidewalk and Centered within the planned rights -of -way. 3. There should be a sidewalk along Shelburne Road. 4. Site shall include storm water runoff control measures. A drainage and erosion control study shall be conducted by Heindel & Noyes and their recommendations shall be reviewed by the City Engineer and followed. 4) IRISH ESTATE SUBDIVISION, ALLEN ROAD 1. Harbor Ridge Road shall be extended at least beyond the water tank property and a turnaround constructed. This extension to be constructed to City standards and deeded to the City. 6) PAUL ADAMS SUBDIVISION, AIRPORT PARKWAY, KIRBY ROAD 1. This parcel of land is a very deep wooded ravine. .Lot #2 would require a very large volume of fill material to make it useable. This material would have to be hauled on local streets especially Kirby Road resulting in damage to these street. 7) St. AMAND & ANDERSON, 59 SWIFT STREET 1. Extensive lot coverage by buildings and pavement will increase drainage runoff. This increased runoff will drain upon the adjacent property especially the property to the west and to the north. I would recommend a piped system with a series of drop inlets to intercept surface and road runoff and outlet it to the east. 1 Memorandum June 23, 1987 Page 4 5) IRISH FARM, ALLEN ROAD Tom Drollette proposes to subdivide three lots, two at .51 acres and one at .679 acres. The entire property is 39.3 acres. The lots are zoned R-2. A new road extending Harbor Ridge Road along the existing 50 foot r.o.w. should be built to City standards to access these lots. City water and sewer services should be extended from the new Harbor Road extension for use by single-family homes. All legal documents for the street, sewer and water lines should be prepared for the City Attorney's review prior to Final Plat. Other: See Bill Szymanski's comments 6) PAUL ADAMS, 221 AIRPORT PARKWAY After visiting this site with Dick Ward, Zoning Administrator, the proposed subdivision is not acceptable. The new 12,189 square foot lot sits in an approximately 40 - 50 foot deep ravine. The only level land is the City's r.o.w. along Kirby Road. The applicant plans to fill the lot to create a buildable lot. Other: See Bill Szymanski's comments 7) ST. AMAND & ANDERSON, 59 SWIFT STREET Dr. St. Amand and Dr. Anderson propose to construct two mini - storage buildings measuring 30 feet x 180 feet each for 4 total of 10,800 square feet. The buildings will be 9 feet high. The applicant will go before the Zoning Board to apply for a use variance for this lot. Access: The applicant proposes to access this development through a 20 foot wide access drive located in the fifty foot right-of-way from Swift Street. Circulation: Circulation is shown completely around the two buildings. It is not clear if the area is paved or graveled. This should be discussed since neighbors are concerned about dust control. Parking: Parking will be in the aisles between and around the two buildings. Loading and unloading will be done at this site while the office business will be handled from the existing 4 Memorandum June 23, 1987 Page 5 office at the other location on Swift Street. Landscaping and Screening: The plan shows a 5 foot minimum buffer around the north and western boundary and a 20 foot greenbelt toward the residential properties to the south. Eight norway maple and spirea and potentilla line the entrance drive. AMANh 59 Swift Street Mr. Anderson and Mr. St. Amand propose to construct a 9,600 square foot building at 59 Swift Street. This lot was recently approved for mini -warehouses. The new use is a radio sales and service business for installation of radios in commercial vehicles. It will also have unrelated warehousing floorspace. This new use requires ZBA approval since it is a conditional use as well as a multiple use. Access: Access is shown from the 20 foot driveway that is within the 50 foot strip to this property. Parking and circulation: The plans show 14 parking spaces; 14 are required. Circulation is complete around the building. Landscaping: The plans require $4950 in new landscaping. They show approximately $3600. Larger trees should be substituted and there should be some plantings along the edge of the building. The entrance driveway is lined with large trees. Existing landscaping at the back of the lot should be shown and no large trees removed. Other: Total coverage is 63.2%; 70% is allowed. Building coverage is 20.5%; 30% is allowed. The 65 foot setback from the residential area to the south is maintained. A $4950 landscaping bond shall be posted prior to permit. The plan shall be revised to reflect this amount and shall be approved by the Planner prior to permit.
