HomeMy WebLinkAboutSD-06-51 - Decision - 0085 Swift Street#SD-06-51 CITY OF SOUTH BURLINGTON DEPARTMENT OF PLANNING AND ZONING VERMONT GAS SYSTEMS, INC. - 85 SWIFT STREET FINAL PLAT APPLICATION #SD-06-51 FINDINGS OF FACT AND DECISION Vermont Gas Systems, Inc., hereinafter referred to as the applicant is seeking to amend a planned unit development consisting of the existing 26,190 sq. ft Vermont Gas building for general office use and a bank with 38,478 sq. ft. drive -through service. The amendment consists of adding 1000 sq. ft. of mezzanine space within the Vermont Gas building, 85 Swift Street. The Development Review Board held a public hearing on July 18, 2006. James Mullowney represented the applicant. Based on testimony provided at the above mentioned public hearing and the plans and supporting materials contained in the document file for this application, the Development Review Board finds, concludes, and decides the following: FINDINGS OF FACT 1. The applicant is seeking to amend a planned unit development consisting of the existing 26,190 sq. ft Vermont Gas building for general office use and a bank with 38,478 sq. ft. drive -through service, 85 Swift Street. 2. The proposal to increase the square footage of the building by adding 1,000 square feet of mezzanine space is entirely interior to the building. Therefore, the only potential issues of note are increased parking needs and potential estimated traffic increases. The applicant appeared before the DRB for sketch plan review on June 20, 2006. 3. The owner of record of the subject property is Vermont Gas Systems, Inc. 4. The subject property is located in the Swift Street Zoning District. 5. The plan submitted is entitled, "Swift Street P.U.D. 57,69 & 85 Swift Street Overall Site Plan South Burlington Vermont", prepared by Civil Engineering Associates, dated April, 1997, last revised on 6/8/05. Parking Based on the Land Development Regulations, the subject site with the added mezzanine will require 96 parking spaces. The site plan depicts 92 spaces, all currently in existence. This shortfall is 4 spaces, or 4.1 %. ME #SD-06-51 All of the parking spaces provided on site meet the South Burlington Land Development Regulations with respect to size, orientation, and location. Traffic The increase in 1,000 SF of office space is estimated to generate an additional 1.49 PM Peak Vehicle Trip Ends. The applicant should pay traffic impact fees based on this amount. All previous approvals and stipulations shall remain in full effect, except as amended herein. 2. This project shall be completed as shown on the plat submitted by the applicant and on file in the South Burlington Department of Planning and Zoning. 3. The Board grants the applicant a 4-space, or 4.1 % parking waiver. 4. For the purpose of calculating road impact fees under the South Burlington Impact Fee Ordinance, the Development Review Board estimates that the additional mezzanine space will generate an additional 1.49 vehicle trip ends during the P.M. peak hour. 5. Any changes to the final plat plan shall require approval of the South Burlington Development Review Board. 6. The mylar shall be recorded prior to issuance of any zoning permit. 7. The final plat plan shall be recorded in the land records within 180 days or this approval is null and void. The plan shall be signed by the Board Chair or Clerk prior to recording.
