HomeMy WebLinkAboutMinutes - Board of Civil Authority - 09/02/2021BOARD OF CIVIL AUTHORITY - 6:00 p.m. 2 SEPTEMBER 2021 The South Burlington Board of Civil Authority held a meeting on Thursday, 2 September 2021, at 6:00 p.m., in the Conferenc3e Room, City Hall, 180 Market Street. Members Present: C. Shaw, Chair; C. Trombly, D. Kinville, A. Gross, B. Gross, K. Nugent. M. St. Germain, M. Emery, H. Riehle, C. Santorello, P. Mahoney, C Callea 1. Emergency Evacuation Plans: Ms. Kinville reviewed the procedure for evacuation in case of an emergency. Mr. Shaw reviewed guidance for the wearing of masks which is encouraged but not mandated. 2. Comments from the public not related to the agenda: No comments were made. 3. Approve Minutes from 28 August: It was noted that on p. 3 of the afternoon session minutes, in the last paragraph, the date of the inspection should be 29 August. It was also noted that on p. 4 of those minutes, in the 4th paragraph from the bottom, the inspection date should be 28 August. Mr. Gross moved to approve the Minutes of 28 August, a.m. and p.m. sessions, as amended. Ms. Riehle seconded. The motion passed with all present voting in favor. 4. Hear inspection reports from 28 August hearings: a. Stephen Fortner 27 Brookwood Ms. Kinville advised that this appeal was withdrawn. b. Cyndi & Ken Freeman 68 East Terrace Ms. Emery reported there were no discrepancies with the Lister’s card. The outside is beautiful. The kitchen is currently being renovated due to water damage. There is an unfinished basement. There are cracks due to settling and outside cracks due to weather. BOARD OF CIVIL AUTHORITY 2 SEPTEMBER 2021 PAGE 2 c. Dale & Diane Hanson 92 Country Club Drive Ms. Riehle reported that the deck is in good shape though possibly not up to code. There are very low ceilings on the first floor, and the carpeting is worn. The exterior is average. The backyard has a very steep slope. On one side of the yard, you can see the Belter Farm, and half of the backyard is actually Belter’s, but the Hansons are allowed to mow it. There have been no upgrades though some are needed. There is an odd layout. The one discrepancy with the card is that the inspection team would rate the property as fair/average because of finishes and flooring and needed upgrades in the kitchen and bath. d. Carolyn & Tony Basiliere 11 Simpson Court Ms. Emery reported that there were no discrepancies with the card. The outside is excellent. The floors are in good condition, some water staining on basement plywood floor and there is repainting happening. e. Colin & Jennifer Tedeschi 23 Southview Drive Ms. Riehle reported that the exterior is only average with some rot on the porches and a rotted utility box near the garage. One bedroom needs sheetrock repair and carpeting. There is a small office in the basement. The remainder of the basement is unfinished but in good shape. This is a corner lot. There are 2 discrepancies with the Lister’s card. The card says there are 3 porches, and there were never more than 2. The card also says the basement is totally unfinished, but there is 300 sq. ft. of finished space, nicely done. The team felt the property was of average quality. f. Paula Roche 217 Meadowood Drive Mr. Trombly reported that the front porch needs painting but is in good condition. It is a quiet, private 2-acre lot with an inground pool in good condition. The exterior is average. There is a question of basement square footage because of access from a “trap door” arrangement. There is a discrepancy with the Lister’s card which says there are 3 full bathrooms. There are 4 full and one-half bathrooms. It also looks like the owners are trying to put in a new bedroom on the second floor. BOARD OF CIVIL AUTHORITY 2 SEPTEMBER 2021 PAGE 3 g. Craig & Betty Monroe 19 Catkin Drive Mr. Trombly reported that the house is across from a protected wetland. Exterior and interior quality is good with no signs of deferred maintenance. It is a newer house in good condition and an unfinished basement. h. Mark & Rosario Donahue 144 Royal Drive Mr. Shaw reported that the condo has 4 bedrooms and 2-1/2 baths. There is a sauna in the basement with a shower beside it. It is not built in. The only discrepancy with the Lister card which says the property is in Very Good condition. The inspection team felt it should be good condition. i. Joseph & Amanda Gasparini 221 Braeburn Street Mr. Shaw said the units are called “condos” but sell for single-family home prices as a carriage house. The property does not have much yard, and there is no fencing. There are 3 bedrooms, 3 and a ½ baths. A 4th bedroom is squeezed in the basement. There is central air conditioning. The team felt the property should be rated Average instead of Average/good. Ms. Riehle then moved the Board meet in deliberative session. Ms. Emery seconded. Motion passed with all present voting in favor. The Board entered into deliberative session at 6:28 p.m. and resumed open session at 6:58 p.m. 5. Other Business: Mr. Mahoney asked if this is an unusual number of appeals. Ms. Kinville said it is a little higher than usual. She added that it is not bad for a reappraisal process. Ms. Kinville asked members to reserve Friday, 17 September for commercial appeals. That will be a very different process. Ms. Kinville said she will send out a schedule of meetings through 11 November. As there was no further business to come before the Board, the meeting was adjourned by common consent at 7:06 p.m. _____________________________ Clerk
