they have protection against people going in and out of their
property. He felt they could work this out with the
developer.
Traffic: Mrs. Lafleur said Williston Rd. falls in overlay
zone 1 and White Street in overlay zone 5. This gives a
range of 9 to 27 trip ends allowed in peak hours. The bakery
would generate 30-70 trip ends during the peak hour based on
counts at the Winooski location. The Commission would have
to decide if changes made compensate for the excessive number
of trip ends. Mr. Trono noted Rt. 15 is the most heavily
traveled state highway in this area, and be did not antici-
pate this volume of traffic here. Mrs. Maher said with those
figures she could not, in good conscience, vote for the
project. Mrs. Lafleur said they Commission could require a
traffic study at the intersection. Other members agreed and
felt a traffic study should be done.
Mrs. Maher moved to continue the application until a traffic
study is done which will not be longer than 60 days from
tonight. Ms. Pugh seconded. Motion passed unanimously.
7. Site plan application of Robert Kelly and Charles Jennings
for conversion of existing building to warehouse, wholesale
and retail florist supplies Green Mountain Florist Supply)
and provessional office use at the former New England Tele-
phone building, 45 Swift St.
Mr. Kelly explained this is the 3rd building up from Rt. 7 on
the right. The building is 1201x120', most of which will be
wholesale florist. Mr. Jennings said they will close 2
driveways to the overhead doors and will grass this area
over. Most of their customers are in and out very early in
the morning, so traffic would not conflict with peak hours.
The said the back yard would be cleaned up.
Mrs. Hurd moved the Planning Commission approve the site plan
application of Robert Kelly and Charles Jennings for conver-
sion of the existing building to a wholesale florist and
office with limited storage as depicted on a plan entitled
"Green Mountain Florist Supply, Swift Street, South
Burlington" prepared by Freeman, French, Freeman, dated
August 26, 1987 with the following stipulations:
1. The rear of the building shall be cleaned up and
landscaped.
2. A 225 gpd sewer allocation is granted and the $2.50 per
gallon fee shall be paid prior to permit.

3. A storm drainage plan shall be submitted to the City
Engineer for approval prior to permit.
4. The plan shall note what will be done with the front over-

head doors.
5. The frontage shall include curbs and sidewalk. Sidewalk
shall be continuous across the drive and 8 inches thick.
6. The building permit shall be obtained within 6 months or
this approval is null and void.
Ms. Peacock seconded. Motion passed unanimously.'
8. Site plan application of K_�:p Matthews for construction of
5 mini -warehouse storage buildings at 1900 Williston Rd. Ap-
proval expired 6/9/87.
Ms. Lafleur noted landscaping must still be worked out.
There has to be $3350 in landscaping. Also, the Fire Chief
wants a hydrant, and the Dept. of Labor and Industry has
backed him up on this. Mr. Matthews noted they got a Labor
and Industry permit.
Mrs. Hurd moved that the Planning Commission approve the site
plan application of Robert Audette for Kip Matthews for con-
struction of 5 mini -storage buildings at 1900 Williston Road
as depicted on a plan entitled "Proposed Mini -Storage Facil-
ity, 1900 Williston Road, South Burlington, Vermont: Plot
Plan" prepared �2y Graphic/Construction Management Services,
Inc, last revised 11/19/86 with the following stipulations:
1. A $3350 landscaping bond shall be posted prior to permit.
Prior to permit the plans shall be revised to reflect this
value and shall be submitted to the City Planner for approval
2. The applicant shall pay a $79.00 contribution to Williston
Rd. intersection improvement fund based on 4 trip ends gen-
erated 12y this project.
3. The building permit shall be obtained within 6 months or
this approval is null and void.
Mr. Burgess seconded. Motion passed 6-0 with Ms. Pugh ab-
staining.
As there was no further business to come before the Com-
mission, the meeting adjourned at 11:45 pm.

MOTION OF APPROVAL
That the South Burlington Planning Commission approve the site
plan application of Robert Kelly and Charles Jennings for
conversion of the existing building to a wholesale florist and
office with limited storage as depicted on a plan entitled "Green
Mountain Florist Supply, Swift Street, South Burlington" prepared
by Freeman, French, Freeman, dated August 26, 1987 with the
following stipulations:

parking lot. (not shown on the plan) This inlet shall be
cleaned.
4. The pointed island should be rounded.
5. The Williston Road opening should be eliminated and a single
curb cut opposite the Post Office curb cut would be a big
improvement in the area.

1. Large truck use at this location should be discouraged.

8) KIP MATHEWS, MINI -STORAGE FACILITY, 1900 WILLISTON ROAD
1. Developer should anticipate problems with using an existing
concrete slab, that was formerly used for an enclosed building
for a foundation for two smaller exposed buildings. Excessive
frost movement and cracking may result.

the Winooski bagel business. Mr. Trono is not able to close the
Williston Road driveway as a condition of his lease with Mr.
Chastenay. One small curb cut will be closed. As an alternative
to closing the Williston Road entrance, the Planning Commission
might consider making the Williston Road driveway an entrance
only. Left turing vehicals from the west are likely to turn at
the new signallized intersection at White Street/Midas Road
rather than in the middle of Williston Road.
A contribution to the Williston Road intersection improvement
fund is required based on the proposed trip ends.

A 1080 gpd sewer allocation is needed. The $2.50/gallon charge
must be paid prior to permit. No permits will be issued until
capacity is available.
7) KELLEY AND JENNINGS,w 45 SWIFT STREET
Mr. Kelley and Mr. Jennings propose to convert the former NET to
a mixed use building with a wholesale florist, offices and
warehouse use. This received ZBA approval for multiple uses.

applicant requests credit for the existing landscaping.
Traffic: The applicant projects 5 ends during the peak hour.
This is riot in an overlay zone.

The project requires a sewer allocation of 225 gallons per day.
The $2.50 per gallon fee is required prior to permit. The lot
coverage is 85%; the maximum allov,abl.e is 70% however, several
paved areas in front are being rem(:)-,.ed and grassed.
