Ref: Appeal of Charles E. Jennings and Robert C. Kelly who are seeking
approval enabling the creation of a multi -use facility at 45 Swift Street,
South Burlington, Vt.
The primary use of the building (75% +) would be to house Green Mountain
Florist Supply, Inc. Secondary use would be professional office space
(10% +) and one other business compatible with the first two tenants.
The following is an attempt to respond to the five criteria which, as outlined
in the presentation procedures, must be met before the Board can make a
decision on our request.
Criteria 1, 2 and 3 do not seem to apply to our application as we wish to move
existing businesses into an existing building while making no change to its
character. Criteria 4 & 5 are answered as completely as possible.
General background information
I. We wish to install a florist supply business which now resides in
Middlesex, VT. The following is a description of the character of this
business.
A. Fresh flowers and florist supplies are received, processed,
displayed, and delivered to (or picked up by) customers.
B. Small vans are used for deliveries to customers.
C. Several (not more than five) trucks deliver products each week to our
building.
D. Customers pick up in small passenger vehicles and small vans.
E. Parking lot is on premises.

II. We would like to find professional type tenants to enable us to lease the
existing office areas and;
III. A possible third business which might wish to use a combination of office
and additional open space. All three would necessarily be compatible
with Green Mountain Florist Supply, Inc. and each other.
Criteria 4
Ref. Change in character of neighborhood
A. There will be no change in structure or the appearance of the structure
which would affect the neighborhood.
1) Working hours are compatible with other existing businesses.
2) Flowers and associated florist supplies will be displayed for consumers
use within building.
3) No chemicals, fumes or other forms of pollutants are used in the process.
4) Character of business is enhanced by attractive appearance of building
and grounds.
5) No lighted signs etc. are necessary to attract customers.
Criteria 4
Ref. Impair use of adjacent property
1. The usage of the building (florist supplies) is not intended to impair
the appropriate use or development of adjacent property as the intended
business is a quiet, low profile, and clean operation. Associated
businesses would be compatible.
Criteria 5
As a result, requested use would not be detrimental to public welfare.

The site is rectangularly shaped and contains approximately 2.38 acres.
The parcel has an approximate frontage on Swift Street on 250 feet while
having a depth varying from 415.2 feet to 416.76 feet.
The land is level to slightly sloping and is on grade with the abutting
macadam -surfaced road.
Four driveways provide vehicle access to the interior of the site. Two of
the four driveways are located at either side of the improvement and provide
access to the rear yard area while the remaining two driveways provide access
to the front of the structure.
An extensive macadam and gravel -surfaced parking area is within the rear
yard area. Said parking area is utilized for vehicle parking and for storage
and is secured by a chainlink fence with appropriate gates. The
macadam -surfaced parking area and driveways are approximately 35,000 square
feet and that the gravel -surfaced parking and storage area approximately
20,000 square feet.
Landscaping is considered average with an established lawn area,
shrubbery, shade trees, etc.
Located within the rear yard area are three below ground petroleum storage
tanks. One tank approximates 6,000 gallons while the remaining two
approximate 4,000 gallons each. The gasoline and waste oil tanks will be
removed. The building heating oil tank will be tested.

The subject improvement is a one-story, concrete block and metal frame
structure that has an approximate gross floor area of 18,732 square feet. The
structure is set on a concrete slab.
Exterior walls are concrete block with the exception of the front facade
and segments of the front side which are brick veneer over concrete block.
The roof has a slight pitch with interior drains. Windows are metal fixed and
vent. Numerous windows were boarded over to reduce heat loss.
Access to the interior of the improvement is provided by seven man doors
and four overhead doors. Four of the man doors provide access to the
warehouse area, one man door provides access to the office area, one man door
provides the only access to the mechanical/boiler area while the last man door
provides access to the parts storage area. Each of the four overhead doors
are 12 feet in height and are electrified.
The warehouse segment of the improvement is unfinished, contains
approximately 14,944 square feet and has clearance approximating 12 feet to
the steel supports. Items noted within the warehouse section of the
improvement include a concrete floor with recessed floor drains, four ceiling
fans, fluorescent light fixtures, interior steel support columns and two air
handling units with duct work absent. The motor vehicle lift shall be
retained by New England Telephone.
Heat for the warehouse segment of the improvement is provided by the two
air handling units which transfer the heat from the oil -fired steam plant.
The office segment of the improvement has an approximate ceiling elevation
of ten feet and approximates 3_787 feet in size. Of the 3,787 square feet
there are approximately 2,477 square_feet finished. The area is partitioned
into two segments. The froni�segment consists of a reception area with
office, hallway with three offices and a restroom and lounge with a restroom.
Excluding the lounge with-restroom,' 'the front office area has a HVAC system.
The second office area consists of one room. This office area is partitioned
from the front segment by a storage room and by the mechanical/boiler room.
The restroom adjacent to the office area contains two semi -modern fixtures.
The restroom adjacent to the lounge contains a Barkley sink, three urinals and
two partitioned toilets. Miscellaneous items noted include a janitorial
closet with a utility sink and a water fountain within the lounge.
The unfinished segment within the office wing consists of a storage room,
mechanical/boiler room and a parts room.
