The South Burlington Planning Commission held a regular meeting on Tuesday, April
12, 1983 at 7:30 pm in the Conference Room, City Hall, 575 Dorset St.

Minutes of March 22, 1983
The March 22, 1983 minutes were approved on a motion by Mr. Jacob, a second
by Mrs. Maher and a unanimous vote.
Site plan application by Robert Foley for a real estate office at 36 Swift Street
Mr. Spitz noted that the existing residential use would change to real
estate. The zoning is commercial and the use is permitted. The garage will be
removed and a gravel parking lot put in with 6 spaces in the rear. There will
be very little renovation needed. Mr. Poger assumed that if any of the elm trees
came down, Mr. Foley would replace them and he was told that was correct.
Mr. Foley said there would be an office downstairs and one upstairs.
Mrs. Hurd moved that the South Burlington Planning Commission approve the
site plan application by Robert M. Foley for a real estate oflce as depicted _
on a plan entitled "Site Plan, Robert M. Foley, 36 Swift Street," last revised
April 4, 1983, subject to the following stipulation:
1. This approval expires in 6 months.
Mr. Jacob seconded the motion and all voted aye.
Site plan application by Lacey's. Inc., for a warehouse addition to the
existing carpet business at 2000 Williston Road
Mr. Spitz noted that Lacey's had recently purchased additional land to the
rear of the building, where they want to add the space. There will be new
blacktop in the rear of the lot and the driveway will be 20' all the way back.
The additional area will be for storage only. There will be more parking area
provided, and the temporary building on the side of the existing building will
be removed.
It was noted that there was some filling being done at the rear of the property,
and the Laceys were told they need to make the city administration aware of that.
Mr. Spitz said Zoning Board approval would be needed, so this approval would
be contingent on that one.
Mrs. Hurd moved that the South Burlington Planning Commission approve the
site plan application by Lacey's, Inc., for a warehouse addition to an existing
carpet business as depicted on an undated plan entitled "Lacey's Inc., 2000
Williston Road", subject to the following stipulations:
1. The record copy of the site plan shall be dated.

MOTION OF APPROVAL
For the Site Plan Application by Robert M. Foley for a real estate office as
depicted on a plan entitled "Site Plan, Robert M. Foley, 36 Swift Street," last
revised April 4, 1983:
Stipulations:
1) This approval expires in 6 months.
MEMORANDUM

2) Foley
Application is to convert an existing single-family residence into a real
estate office on lower Swift Street (Cl zone). The building will require only
minor alterations. In order to meet office parking standards, the existing
driveway will be widened, a garage will be demolished, and a new parking area
will be added in the rear. This arrangement will allow all existing land-
scaping to be retained.
I see no problems with this application.
3) Lacey's Carpet
Application is for a 3500 square foot warehouse addition to the rear of
an existing carpet business. The paved parking area will be extended as well,
and there will be sufficient room for trucks to turn around on the property
rather than to back in from Williston Road. Also, the driveway will be widened
to a minimum width of 20 feet.
The one issue is whether additional landscaping should be required. The
normal ordinance requirement for this addition would be $750. The applicant
feels he already has sufficient landscaping, particularly in the front of
the building. There are always places where additional trees or shrubs could
be planted, but I have no strong recommendations as to whether they should
be required in this case. You may wish to look at the property before Tues-
day's meeting.
4) Homestead Desi
In order to achieve density for the proposed 6 lots, the applicant must
obtain 1/3 acre from an abutting land -owner to the north (Farrell or Irish).
Negotiations are in progress and must be completed before final plat application.
Total acreage would be 6 acres, but individual lots range from .51 to 1.01
acres. This arrangement requires the application to be subject to PUD-R criteria.
Apparently some of the land negotiations involve granting a right-of-way to
allow relocation of the private portion of Bartletts Bay Road onto the western
boundary of the applicant's property. Rather than have two separate roads,
I had hoped to work out an arrangement whereby this applicant and the Bartletts
Bay Read residents would share one road built to modified public standards.
HoweveV, that arrangement does not seem feasible. This situation can be more
fully explained at Tuesday's meeting.
