Project History &
Background -
•60-acre parcel
•Formally known as the Underwood Parcel
•Located in the SEQ, near Overlook Park
•Found off Nowland Farm Road & Spear
Street
City Comprehensive
Plan (2016)-
•Stresses need for conservation of
important natural areas, open spaces,
aquatic resources, air quality, arable land &
other agricultural resources, historic sites
and structures, and recreational assets
•It also refers to the importance of reducing
energy consumption city-wide and
increasing renewable energy where
appropriate.
•Plan noted a Master Plan for HRNA as the
next step. It also indicates the parcels
importance in habitat connectivity in
regards to the Great Swamp.
•Comp Plan is here on the City’s website.
•Spring 2013: City Council approved
acquisition of the Underwood
Property ($1.7 million)
•Purchase involved City Open Space
Funds ($0.01 on tax rate annually)
•Community Visioning Process
Completed March 2015 –guided by
the Underwood Task Force
-Involved 2 public workshops &
online survey
-Identified 3 primary uses:
natural resource conservation,
agriculture, and recreation
•Master Plan for site completed in
2018
-Involved a public workshop &
online survey
•Wetland Delineation completed at
the end of 2018
Project History &
Background -
-10 Guiding Principles Established in 2015 Vision Framework
2018 Wetland Delineation Summary –
•10 wetlands identified
•Class 2 Wetland: over ½ -acre in size and has
one of more of the ten significant functions
protected under the VT Wetlands Rules; have
50-foot buffer
•Class 3 Wetland: wetlands, other than vernal
pools & seeps, under ½-acre in size and don’t
meet any of the ten presumptions of
significance; non-jurisdictional for the State
of VT & ACOE; City DRB has authority to
exercise their jurisdiction over Class 3
wetlands & their buffers
•Class 2 Wetlands On-Site:
Wetlands A, G, & J
•Class 3 Wetlands On-Site:
Wetlands C, D, E, I, K, L, & M
•Upland Islands: Ai & Au
Project History &
Background -
•Upon receipt of the wetland delineation, staff
identified elements from the Master Plan to
move forward in design:
-shared use path
-viewing area
-on-site parking
-formalizing trails
-wayfinding
-additional pedestrian connectivity
•2019: Common Roots 4-acre Lease Approved
•January 2020: Initiated Shared Use Path Design
•2020: Initiated Invasive Plant Management work
& Installed Utility Infrastructure to support
Common Roots farming operations
•May 2021: Initiated Phase 1.2 & Coordination of
Project Permitting
•September 23, 2021: Public Forum -2018 Master Planning Survey Results
Open Space Project Fund-
•Residents voted to designate one penny on the tax
rate for the conservation/acquisition of open
spaces in 2000.
•In subsequent years, voters approved widening the
scope of the fund to include acquisition of lands for
recreation and for maintenance and enhancement
of our nature parks.
•Projects were identified at HRNA for
implementation using Open Space Project funds
by the Open Space Task Force in 2016.
•Projects on this list included completion of the
Master Plan, and implementation of the various
elements identified in the Master Plan.
Penny for Paths Fund-
•Residents voted to designate one penny on the tax
rate for bike & pedestrian infrastructure in August
2018.
•The majority of projects marked for P4P funding
allocated to them come from the Bike/Ped
Committee’s priority list.
•The P4P fund covers the cost of new infrastructure
(usually gaps in existing infrastructure) and not
tasks associated with maintenance.
•The Committee prioritized funding for the shared
use path connection through Hubbard Recreation
& Natural Area.
City Impact Fee Ordinance -
•The purpose of the ordinance is to
establish impact fees to pay
portions of constructing capital
facilities for new development in
the City that will be served by
such facilities.
•This project is receiving funding
from the Recreation Impact Fees.
•The current ordinance was
approved in May 2014.
•CIP covers a 10-year span and helps plan for future projects and capital expenses.
•Can find on the City’s website.
•Project has been included in the City’s CIP since the Open Space Task Force
identified it as a priority for Open Space Project funds (2016).
•Sources of funding include: Open Space Project funds, P4P funds, Rec Impact
Fees, and a small donation.
•Last CIP approved by Council in December 2020.
Capital Improvement Program (CIP) Status -
Project Status Update -
•The Project Team is presenting the latest
conceptual plan that captures the priority
elements from the Master Plan.
•Public Comment will be incorporated into
the next round of plans to be submitted to
state and local entities for permitting.
•Permitting is expected to last through the
winter/early spring.
•Construction goal of summer 2022.
