Culvert & Outlet Drainage Swale: The 150-foot culvert buried beneath our service road and lawns from behind the Northeast corner of CP-1 to the large Swale located behind L-4&5 is part of our Stormwater System. In past years there were repeated floods on our entrance road caused by blockages within the culvert. Therefore, in December 2006 we had the culvert cleaned with high-pressure, water -driven tools. As a result, many rocks of large sizes and an abundance of plant materials were removed -- including a massive, 20-ft.-long, compacted -plug of willow roots that had grown into the culvert at the outlet end. Following the clearing, a video camera revealed that the culvert had some light rust at each end, a leak at a joint near the electrical transformer box (probably caused during construction), and large roots growing through a joint at the base of the pine tree (which ✓ was planted directly on top of the culvert). The culvert was deemed to be in good condition considering it's age, and there was no need to insert an expensive liner. However, there were four recommendations: (1) Assure that the culvert is kept fully open except during major flow periods to prevent further rusting; (2) Install a catch basin at the inlet end to trap heavy materials before they enter the culvert; (3) Remove the roots growing, into the culvert joint; and (4) Clear the swale beyond the outlet end to allow the culvert to drain completely during dry Reriods. _ An attempt was made to dredge a clear channel, but that was only slightly effective because the large willow trees and their roots had created a dam. The situation has become much more severe and the water level in the 16-inch culvert has been fluctuating between 12-15 inches during the past year -- and that is excessive! This portion of the Stonehedge Stormwater System is fully located on L-Cluster property, so our Cluster is legally responsible for all maintenance work. Currently, we don't now when an upgraded Stormwater System will be developed; however, if the City assumes long-term maintenance responsibilities as planned, they will not accept a maintenance agreement that includes the culvert because it is very close to buildings and utility lines. The gas, electric, TV cable, and phone lines are located above the culvert. Therefore, this is a maintenance item of major importance both to minimize the chances of recurrent flooding and to preserve the condition of the culvert. 8. Drainage Swale Behind Carports: A. Within the large drainage swale behind the carports, many large cottonwood and willow trees are of an age that are prone to decay and death. Some have already died, been blown down, or have had large branches break -off, and others are in an advanced state of decay while still standing. The large trees pose a danger to our carports, so it would be prudent to cut them down in advance of accidents, and as smaller trees mature they could be removed when still of a size that is easy to cut safely. Keeping some small - to medium -size trees on the site maintains diversity of the habitat for other plants and animals. B. Much of the Northern half of the Swale is occupied by the invasive plant Phragmities (common reed). Those plants are very aggressive and lead to a monoculture with little diversity. In addition, when growing too close to buildings (as at CP-1) they prevent the siding from drying -out and hasten decay; and during a drought the tall, dry plants and the accumulated remains from prior years are a fire hazard. The most referred response would be to gain control of the situation through a timed cutting program over several years, but that is labor intensive. Therefore, an alternative approach is to limit their potential hazards by cutting them back from near the buildings during each growing season. When our Stormwater System is upgraded, the Swale will be redesigned to handle water from the M-& N-Clusters and the vegetation will be altered by earthmoving and a planting program, but we don't know when that might be occur. Beverage sales were approved in addition to an existing gas station, however, a beverage redemption center was not approved because of excess traffic. The proposed new beverage sales will cause a moderate traffic increase; however, since there is another gas/beverage faciltiy directly across the street, left turns should be minimal. I do not recommend any changes in the existing curb cuts. There are two existing entrances on Shelburne Road and one on Allen Road, but I do not think a gas station should be restricted to less than two curb cuts on the major street. A small amount of landscaping, in addition to existing trees, will be placed in front of t ' ding and conforms to the ordinance requirement. 3) Revised Stonehed e II There are no major changes since the preliminary presentation last month. Final plat information is not as detailed as that normally required for new applications, but it does contain virtually equivalent information to the previous Stonehedge final plat approvals. There should be a restipulation-that individual cluster details will be provided to the City Administration prior to issuance of building permits for any cluster. One outstanding detail concerning a pedestrial trail connection across Phase 1 to the City parkland should be resolved via an appropriate stipulation. 4) Pecor (Nowland) The following points remain to be resolved before final plat approval is granted: a) The extent of sidewalks around the 3 cul-de-sacs should be reviewed. b) Information on downstream drainage impacts has not yet been provided. c) The water department still must approve the water system. d) The Fire Chief has requested several changes in building orientation in the multi -family area to reduce the distance for fire access. e) Landscaping plans in the area of the retention pond should be submitted. f) Retaining of existing trees in the multi -family area will be minimal. Unfortunately, another survey was subsequently recorded in Volume 173, Page 77. We understand that the purpose of that survey was to make clear the precise location of the lines depicted thereon, and to differentiate from the previously recorded survey which improperly identified the lines. Because of the language of the deed, dated August 25, 1978, the actual physical location of the lines are what was deeded to the City, not what was depicted on the earlier survey. Under the circumstances, the unfortunate choice of words in the later survey, recorded in Volume 173 at Page 77, ought not to cause a problem for the City. In some cases there appeared to be clear violations of the City's zoning requirements. Other cases, whether or not they were actual violations, reflect questionable construction practices. The following specific concerns have been noted. 1) Stonehedge. It appears that no erosion control devices were in place in cluster K during the rainy period. I do not wish to duplicate Act 250's en- forcement on this item; however, we will require at the minimum that the erosion control barriers indicated on your cluster K plan be established for the balance of the construction period. I am more concerned with the degree of encroachment on our conservation zone (50 feet on either side of the watercourse). In the process of installing utility lines, there was no need to clear nearly as large an area as was done by your contractor. In order to avoid this problem in the future I will ask the Planning Commission to require installation of snow fences at approved locations. To correct the current violation, I am requesting the following: (a) submission of a plan specifically showing reseeding and replanting to restore the previous condition of the conservation zone, (b) bonding to cover the cost of the above, and (c) a time schedule for completion of the above. Lastly, erosion is taking place in the watercourse uphill to the east of cluster K. The stream banks must be properly stabilized. 2) Dorset and Kennedy Drive. There is also no erosion control below the large area of disturbed earth on the banks below your office building. We can- not allow that bank to remain unstabilized for a long period of time. The site plan indicates a rip -rap wall, and you should submit to us a timetable for con- struction of that wall. Also, it would be advisable to put hay bales at die bottom of the bank until construction has been completed.
