SOUTH BURLINGTON RECREATION & PARKS
BIKE & PEDESTRIAN COMMITTEE
MISSION AND DUTIES
1. The South Burlington Recreation & Parks Bike & Pedestrian Committee shall
consist of seven to nine members, duly appointed by the City Council for three
year renewable terms, with the appointments staggered so that not more than three
appointed terms expire in any one year.
2. The Mission of the Bike & Pedestrian Committee is to oversee the general
operation of the City’s many recreational paths, including field trails and
sidewalks, and to advise the City Council of operational needs and future
development plans for the path network.
3. The City’s Recreation & Parks Department shall be the coordinating office for the
Recreation Path Committee.
4. The Recreation & Parks Bike and Pedestrian Committee shall annually elect a
Chairperson, Vice Chairperson, and Clerk.
5. Meetings shall be held at the discretion of the Committee. The Committee shall
establish a regular meeting schedule, and when a deviation from the regular
schedule is required, shall post public notice of the meeting in accordance with
general City procedures.
6. Meetings shall be held in a public facility. Meetings shall have a proposed agenda
published in advance of each meeting. Minutes of each meeting shall be recorded
and maintained. A representative of the Recreation & Parks Department shall
attend each meeting of the Committee; other City staff shall attend as requested
by the Committee.
7. Duties of the Recreation & Parks Bike & Pedestrian Committee are:
a. Develop and recommend to the City Council rules and regulations for the
operation of all of the City’s Recreation Path system in accordance with
existing ordinances and policies. The Committee shall develop and
propose new and/or revised ordinances and regulations as needed.
b. Keep the City Council informed on the operation of the Recreation Path
system through published minutes and attendance at appropriate meetings.
c. Make recommendations to the Public Works Department of the City for
Recreation Path system maintenance needs, and meet quarterly with the
Director of Public Works.
d. Make recommendations to the Police Department of the City for
Recreation Path system security needs, and meet annually with Police
Youth Services.
e. Prepare and submit to the Recreation & Parks Department an annual
operations budget for the Recreation Path system.
f. Prepare and submit to the Recreation & Parks Department an annual
operations report suitable for inclusion in the Annual City Report.
g. Recommend to the City Council future development of the Recreation
Path system, including routes, approximate costs, and time frame for
development.
h. Review all proposed developments and zoning changes which come
before the Development Review Board and/or the Planning Commission
for the impact upon the Recreation Path system; meeting with developers
and City staff as is appropriate. Ensure that opportunities for the gaining
of additional Recreation Path system resources, including completed
facilities and the attainment of easements and rights of way are
considered. Review proposed changes for impact upon and the protection
of existing easements and rights of way. The conclusions reached by the
recreation Path Committee in its review of proposed development and
change shall be (i) formally adopted by vote of the Committee, (ii)
reflected in the minutes of the meeting of the Committee, and (iii)
appropriately communicated, in writing, to the City Council, the
Development Review Board and/or the Planning Commission, and the
impacted developer.

change – Joined late at 7:15. Vote: All in favor.
5. Updates from the City
a. Ashley read through updates in packet.
b. Hoping to get P4P stencil out at Jug Handle. Shawn asked if DPW needed help.
Mentioned also possibly stenciling bike lanes too. Nic suggested having simply access to
stencil. Paint may be more of the issue. Bob and Shawn to talk with Justin next time.
c. Dorset Street path. Meeting deadlines. Bob asked about timing for whole project.
Ashely said still 2023.
d. Continued reading notes
e. Kennedy Drive crosswalks – Bob asked if it will be done this year. Ashley not sure.
f. Hinesburg Rd crosswalks – Nic asked if they would do all at once or prioritize one of
others. Ashley not sure yet who would do and when.
g. New members were appointed at last City Council meeting. More info to come. They
would “start” in July.
6. Review proposed locations for wayfinding signs
a. Nic introduced and talked through the document in packet.
b. Donna added that there was general consensus. Wondered if any of the kiosks could be
paid for by others like parks department. Old ones may have been done by parks budget
as the committee was under them.
c. Ashley – Shared with Travis Ladd in Parks. Spoke with him earlier. Should focus on
secondary kiosks. Etiquette sign could be done.
d. Nic – Definitely planning to do etiquette signs. Asked if we connect with Travis now or
later.
e. Bob asked how much it could be. Should we use P4P money? One area where they
come out of the Island Line Trail onto Queen City Park with big map.
f. Nic – Did not but could. Could colab with Burlington parks.
g. Ashley – could include wayfinding in the scoping for Queen City Parkway
h. Cathy – Green Mountain Club may have good insight on vandalism.
i. Ashley – Design package has vandalism protection. Having issues with vinyl itself.
j. Amanda – In terms of budget, focus more on directional signage than on map signs.
Most important thing for signage is on direction over kiosks. And etiquette.
k. Shawn – Agree with Amanda. Also curios about QR codes and relying on that more for
trail maps digitally. Could be on small stakes.
l. Ashley – Talked about QR codes with Parks. Difficult to manage. Needs to be done by
somebody.
m. Shawn – Cheaper than a whole map.
n. Ashley - Vinyl can be switched out easier if physical maps get out of date.
o. Nic – Have done it for Cycle the City with a small sticker and an alias.
p. Donna – Maybe we could replace our old sign face with a new sticker?
q. Ashley – Would only do new stickers on new signs. If old, would replace whole sign. Can
check out them.
r. Shawn asked what we needed?
s. Nic – Would like to hear concerns if we are on wrong track. And if we should focus on
directional over kiosks.
t. Shawn asked if we can recommend Penny for Paths.
u. Ashley – Since it’s in the CIP, may need a vote if we want to go over it.
v. Nic – First we want to work out numbers and locations.
w. Ashley – Before we get too far, we should talk with Travis.
x. Amanda would be interested to find out if there is potential for parks funding.
y. Ashley – Can ask when we meet.
7. Review a revised SBBPC Mission Statement & Charter
a. Bob detailed the tracked changes in the packet. Asked for comments. City Staff had
proposed changes.
b. Nic suggested changing “oversee the general operation” to “advocate for”.
c. Supported by Cathy and Shawn.
d. Donna asked if we need to add recommend.
e. Shawn seems to be in the second half as advising already.
f. Nic recommended advocate for in the first half and strike Council in the second half.
g. Ashley had suggested improvements
h. Bob asked Cathy about 7G. Staff said it could be deleted in part as it was overly specific.
i. Cathy – Yes, the whole thing could be more general. Monitoring and making sure
bike/ped is integrated into any new development. Mainly monitoring.
j. Bob noted that it does push us to provide actual recommendations of committee
support.
k. Shawn – Asked Ashley to weigh in on simplifying and comparing to other ordinances. In
favor of keeping it generic.
l. Ashley – Conservation Committee has one similar but is less wordy.
m. Cathy – Maybe we can look at that and make it similar.
n. Amanda – If you removed after ensure, should add in something about providing
recommendations like the city suggested. On E can we drop the word “new”, just in
case.
o. Cathy – Yes, because we are looking at how it integrates into existing.
p. Shawn – Bob to complete revisions and we will vote on it in July.
8. Bike Greenway -Discuss options & treatments
a. Nic detailed.
b. Donna – With planter boxes need to have someone manage them
c. Cathy – Think it’s a really good idea and enjoy them at in Shelburne
d. Bob – Concerned it would be too close
e. Ashley – Should talk with Justin about things we are thinking. What might be required.
He would be the one to sign off at end of day.
f. Shawn – Yes, making the same point. Should engage city professions so we can work
with them to make the decision. Professionals may know more about this. How can be
worked with Justin.
g. Nic – Want to make sure they have a good plan before going.
h. Amanda – Should have photos of similar treatments in the City. What’s it going to do
with plowing. Could help other conversations. Orchard Road has low maintenance lawn.
i. Shawn – Would we want to have a separate meeting with Justin.
j. Nic – Would be good to have separate meeting with Justin. Will connect with Ashley to
tee that up.
k. Havaleh – Took a tour of it, and recommend going and looking. Was at crosswalks
recently and talked with someone who didn’t really worry about speed.
l. Ashley – Justin had red flags on the speed limit piece
m. Nic – Wanted committee to discuss first before even going there. Want to know if its
slow enough already and not bother.
n. Shawn – Other treatments may get slower speeds anyway. Sharrows may be a better
but know about maintenance issues.
o. Donna – Street features are a much better way of slowing people down than paint.
Physical is better. Like the calming Burlington did with planters and colorful bollards.
Don’t need established speed limits because others go slower.
p. Nic – Wanted feedback on what kind of process we should go towards.
q. Amanda – Want to make sure what we are proposing is possible (public works ok).
Schools would be prime connection. Could it go in David Youngs email.
r. Shawn – Would this need City Council approval.
s. Ashley – Could ask Justin.
t. Nic – Next step is connecting the team with Justin.
9. Discuss/propose project candidates for shovel-ready projects
a. Shawn detailed what Justin is looking for. Noted Bobs spreadsheet
b. Nic – Need clarification on if a scoping study is needed to be able to do or is this just
maintenance?
c. Bob – Repaving needed at Golf Course, Nowland Farm, Szymanski Park at Stonehedge
and other path at Stonehedge. Those 4 have been identified.
d. Havaleh – Drove around through City Center neighborhoods. Hinesburg Road sidewalk
for sure. Will help people get to City Center with ease when businesses open. Will add
amenity for the city. A lot of major intersections have no paint especially at crosswalks.
Williston Road, Dorset and Williston intersection. Overall impression is that we don’t
care about pedestrians and newer nicer infrastructure gives them that place.
e. Shawn – Not sure the Federal funds cover paint. Bigger challenge is helping Justin get
more funding for paint or for staff to do the work. Paint piece is unacceptable. Structural
problem in the City. Could we use fed funding for that.
f. Bob – Justin may end up getting increased budget. We just need to keep pushing for
that. Definitely not something you can get through traditional grants.
g. Shawn – What about Shelburne Road in doing the additional path.
h. Nic – Not sure that is “Shovel Ready”. Need definition
i. Shawn – Can give to Justin and he can decide. Could include Airport Parkway?
j. Ashley – Airport Parkway is pretty close to permitting. Have plans and that project could
be good idea.
k. Donna – A more comprehensive Greenways plan could be something that is easy.
Adding elements to identity a greenway so could be good. Meets objectives to
encourage less driving.
l. Shawn – This funding is hypothetical so could fit or not. OK to have them on the list.
m. Donna – Also would include Hinesburg Road walkway improvement.
n. Amanda – One crazy plan. What about intersection on Shelburne Road at Lindenwood
and put that on the list.
o. Havaleh – Lighting on Kennedy. Dark and could do with pedestrian lighting
improvements.
p. Nic – Would LOVE to see the three sidewalk gaps on Williston Road at Ace, Earls Etc.
filled in.
10. Project Priorities -Review (revise?)
a. Bob – Asked Ashley if federal funding requires a scoping study.
b. Ashley – Yes thinks that’s correct
c. Bob – Detailed that the intent is to work out what our next scoping studies could be. In
red on the spreadsheet in the packet. Detailed them
d. Nic – Confirmed Planning Commission proposed a ROW for possible new rec path from
Swift to Hinesburg Rd or similar. Thumbs up for getting a scoping study started there.
e. Shawn asked about two Queen City Park CIP’s
f. Bob noted that bridge over the potash brook is a key connection. Would like to have
that scoped.
g. Shawn agreed.
h. Bob also noted Justin is not comfortable with doing Songbird unless there is a scoping
study.
i. Shawn noted that if he isn’t comfortable he never will be and should do it.
j. Nic – If we are doing a crosswalk scoping study for songbird we should include more.
k. Shawn – What about the Park St/Niklaus crosswalk. Thinks that could be good.
l. Bob – Does think we need Brewer Parkway done. Part of the state. Need to find out
what they are doing there.
m. Nic thinks the Pheasant Way one for sure.
n. Cathy asked about how it would be done
o. Nic mentioned it would be best off end of South Pointe
p. Nic – Could bundle sidewalk gaps together into one big study or do individual, What
about the path from Swift to Vale Dr. Not our land but is super important connection on
the Official Map. Would be good to have a plan so that if some private developer or
UVM decide to do anything, it is already laid out.
q. Bob – Will make updates as discussed. How do we bring forward recommendations
without having to waste so much time?
r. Shawn – Maybe we should establish a CIP sub group or at least have Bob discuss with
other members.

u. Havaleh is interested. Don’t know much about and would be great to learn.
v. Dana also interested
w. Shawn – Limited to 4 on a sub group. Need to decide who.
11. Other Committee Updates
a. Shawn – Next month electing new officers for the committee. Think about who will be
willing to do those roles. Come ready to throw your hat in the ring.
b. Havaleh, Bob and Amanda reappointed. One more member to come.
c. Cathy – Obrien update. Marla and Paul met with Obrien about path on east side of Old
Farm Road. Worried about an appeal from neighbors. Will do anything to avoid that.
Paul and Marla are trying to work out ways to do but keep neighbors happy. Only two.
Next DRB on July 6th. Would be helpful to have Bike Ped good presence to show its not
just staff and that we have a strong need for a bike ped path. Encouraged people to
come. Nic asked if we need to work out a max number or if we warn it.
d. Ashley – Apparently there is a change to state law but more City rule. Could have whole
committee show up.
e. Shawn wonders if there is any way we can get residents in the area to attend and speak
up for it. How do we get people to talk in favor of it.
f. Cathy – Surprised that Obrien don’t want it because of their 450 new residents.
g. Shawn – Does Local Motion have a good list.
h. Nic – Red Barn Deli could be good advocate. Does anyone know them?
i. Cathy can reach out to Local Motion
j. Bob asked if we could talk with the owners on the west to get them to support it
because its on the other side of the road now.
k. Shawn – Lets attend and if you know people, reach out.
l. Amanda asked if anyone is on the areas FPF and could send out.
m. Cathy – We need people to understand that this is essential to the development.
n. Donna – No community right now. Its so new, people aren’t banding together in things
that would benefit them.

Bike/Ped Staff Update – 8/11/2021
• Bike/Ped Improvements CIP: Staff are going to begin the process of preparing the next budget,
including the CIP. Staff will begin revising the last round of the CIP, and will organize a meeting
with Bob and other interested Committee members to review and revise as needed. The
budget schedule has not been released, but staff is planning on connecting with Bike/Ped in
Oct/Nov.
• Annual Report & Annual Work Plan: The Committee should begin planning for the completion
of its annual report and work plan. Due dates have not been announced, but staff will relay
those as soon as they are released.
• Hinesburg Road Speed Limit: Justin will be updating the City Council with the latest information
related to the VTrans review of the speed limit along Hinesburg Road. You will be able to find
more information in the August 17th City Council Meeting Packet.
Penny for Paths Projects Updates – 8/11/2021
• Jug Handle Sidewalk: Additional lighting work and landscaping still need to be completed. DPW
has moved this project to the bottom of their 20+ project to-do list. At this time, DPW staff will
likely complete the remainder of this project in the fall. DPW painted the P4P stencil at both
entrances to the sidewalk.
• Allen Road Rec Path: Construction is proceeding at the site. Some adjustments were made in
the field, but things are looking good.
• South Dorset Street Shared Use Path: Staff received preliminary plans and have reviewed those.
The project team is awaiting approval from VTrans to officially kick off the Right-of-Way process
for this project.
• Underwood Parcel Shared Use Path: Staff have received conceptual plans for the viewing area,
on-site parking, and pedestrian connectivity pieces. We will be reviewing those plans internally,
and then discussing with the project team. We are still hopeful that we can send everything for
permit review in the fall, and kick of an archaeology study. The team is also trying to determine
the best time for a public meeting, so stay tuned.
• Kimball Culvert & Bike/Ped Infrastructure: The road closure started August 2nd, and construction
on this infrastructure is underway.
• RRFB Upgrades & Dorset Street Barriers: DPW is still moving both of these projects forward.
Justin relayed that fences of any kind are incredibly expensive right now, so DPW staff are
looking at various versions of plan B for the Dorset Street Barrier project.
• Twin Oaks/Kennedy Drive Crosswalk: Engineering is continuing, but the City did receive an
authorization to bid the project from the state which means that we are all set for construction
once we get finished construction documents. The state’s agreement does not require
completion by the end of this year. We have until October of next year to complete
construction.
• Spear Street Phase 1: The project team reviewed three consultants through the VTrans At-the-
Ready process and selected one to solicit a proposal for design/engineering services. Staff just
received this proposal and are reviewing it. If the proposal looks good, staff can begin
negotiating an agreement with the consultant. Staff hopes to have an agreement in place by
the end of August/early September. As we embark on this project, it would be helpful if the
Committee could give feedback regarding the placement of the shared use path along Spear
Street. There is significantly more room on the east side of the street than the west. The
scoping study preferred alternative indicated a path on the west side. Staff would appreciate
any feedback from the Committee on the location of the path.
• Hinesburg Road Crosswalks: Staff had received comments from VTrans regarding our 1111
permit application. We submitted a response to those comments on August 2nd, and we hope
that the state will sign off on the permit. Construction is still likely in August/September.
• Williston Road Crosswalk Project: Staff received notice that the City is being awarded $110K in
construction funds from the VTrans Small-Scale Bike/Ped Program for the construction of two
crosswalks along Williston Road, between Hinesburg Road and Kennedy Drive. This funding will
not cover design/engineering/inspection costs. The two crosswalks included in the application
were Elsom Parkway & Pine Tree Terrace.

Committee Overview
● The Mission of the Bike and Pedestrian Committee is to oversee the general operation of the
City’s many recreational paths, including field trails and sidewalks, and to advise the City Council
of operational needs and future development plans for the path network.

Donna Leban, Nic Anderson, Havaleh Gagne, Shawn Goddard (Chair)
Accomplishments and Events
● No regular monthly meetings from March-June 2020 due to COVID pandemic. Progress on new
bicycle and pedestrian infrastructure projects was somewhat slowed due to Spring 2020 Covid-
19 staffing and other issues.
● In-Process Penny for Paths Projects being managed by Ashley Parker; City Project Liaison to
Committee:
o New logo developed for use at/on any P4P funded project.
o The Committee continued to work closely with the City on the top P4P projects:
▪ Spear St Jug Handle Sidewalk at UVM – Continued to plan but install delayed
due to COVID. (FYI…Majority Completed October 2020 – except lighting and
landscaping)
▪ Upper Allen Rd recreation path – Path designed and engineered; delayed in
FY2020 due to one remaining ROW issue. Construction expected in late
spring/early summer 2021.
▪ Airport Parkway sidewalk and on-road bike lanes – Engineering in progress; no
major ROW issues expected. Construction expected in late spring/early summer
2021.
▪ Dorset St Shared Use Path (Old Cross to Sadie Lane) – Survey and delineation
work completed in May 2020; design and engineering work continuing.
Construction not expected until summer 2023.
▪ Underwood Parcel Shared Use Path (connecting Nowland Farm Rd. to South
Pointe neighborhood) – Part of larger planned off-Spear Street facilities
connecting from Shelburne Town Line through South Village, South Pointe,
Nowland Farm, Vale Dr, Spear Meadow to Swift Street. Design and engineering
continuing.
● White Street bike lanes
o The Committee hosted a public forum for discussion of possible bicycle lanes on White
Street, by making both sides of White Street “No Parking Any Time”
o Recommendations reviewed and approved by City Council January 2020
o Was to be installed Summer/Fall 2020 but is postponed to Spring 2021 due to COVID.
● Crosswalks on Williston Rd. near Elsom Parkway and Mills Ave, on Kennedy Drive at W. Twin
Oaks and five on Hinesburg Rd. between Williston Rd. and Kennedy have been scoped and are
awaiting engineering and construction sometime in 2021/2022.
● Work with the City
o Worked with Planning and Zoning Department to establish a better Project Scoping
Process.
o Committee presented safety issues to City Council in which four were adopted.
o Prompted City Council to request a speed limit study by VTRANS on Hinesburg Road
from Williston Road to the Shelburne town line.
o A subgroup of the Committee meets quarterly with DPW director Justin Rabidoux to
coordinate priorities, discuss issues, and revise City standards related to bike/ped
infrastructure.
o The Committee maintained the maintenance tracking sheet for bike/ped infrastructure
issues to inform DPW.
o The Committee worked with DPW to install a pedestrian-controlled crossing light at
Swift and Spear Streets in August 2019 funded by Penny for Path proceeds. The
Committee is still working with the DPW on “No Right on Red” timing to allow the safe
crossing of pedestrians while the crossing light is activated.
o The Committee works closely with the City Liaison and DPW on CIP Updates and UPWP
Priorities.
o A member of the Bike-Pedestrian Committee continued to attend the Development
Review Board semi-monthly meetings during the course of the past year. Of interest to
the committee because of the impact they would have on South Burlington’s Bike-
Pedestrian infrastructure is the ongoing O’Brien development, South Village, Spear
Meadows, Hannaford Drive, a proposed development on Shelburne Road at Queen City
Park Rd, the Blackrock development at the corner of Dorset Street and Park Road,
Fayette Road and before it was withdrawn, Dorset Meadows.
o When appropriate, and often at the request of the DRB, the committee meets with
developers to review their project with regard to bike-pedestrian infrastructure.
o The Committee attended joint committee meetings with:
▪ South Burlington Committee Symposium in September 2019
▪ Recreation and Parks Committee in May 2020
o The committee member appointed to the Interim Zoning Open Space Committee
completed their work.
o The Committee worked with various City Departments to collect information to apply
for a ‘Bicycle Friendly Community’ designation from the League of American Bicyclists.

● More than 10 bike/ped infrastructure projects underway (either via scoping, design/engineering
or “shovel-ready”).
● Current proposed projects distances (just from the projects in ‘Accomplishments and Events’
above) include:
o 4,050 feet (0.75 miles) of sidewalk,
o 21,300 feet (4.1 miles) of on-road bike lanes, and
o 5,600 feet (1.1 miles) of rec path.
● Score of 28 (out of 100) in Places for Bikes Bicycle Network Analysis. Up from 25 in Feb 2019.
● 1.9 (out of 5) in People for Bikes City Rankings. (Same as in 2019). Lowest score is in
“Acceleration” (speed of change) at 0.4 out of 5.
FY 2021 Goals and Priorities
● Continue to engage closely with City on immediate and effective allocation of the Penny for
Paths funds as well as a strategic plan for funding all top priority projects.
● Continue to ensure alignment of the City CIP with our bike and pedestrian infrastructure
priorities.
● Meet regularly with DPW to drive alignment on maintenance needs and striping priorities.
● Work with the City to develop and deploy the new Rec Path wayfinding package and regulatory
signage at key locations.
● Annually update the bike/Ped infrastructure mapping data (existing and proposed) to reflect
changes to infrastructure and priorities.
● Strengthen the 2-way communication with South Burlington residents on bike/ped
infrastructure needs and priorities.
● Continue to improve awareness of South Burlington as a bikeable, walkable city via community
outreach, mapping work, and updates with People for Bikes and League of American Bicyclists
surveys.
● Continue to track and maintain all of the South Burlington scoping studies and related
information in our Google Drive.
● Continue to work with Energy Committee and South Burlington schools on initiative to increase
bicycle and pedestrian commuting for South Burlington students and staff.
● Advance potential crosswalk installations and work to map process and find ways to speed up
entire process for crosswalk planning and implementation.
● Plan Neighborhood to Schools Greenway pilot to create safe route for Mayfair Park and other

SOUTH BURLINGTON
BICYCLE & PEDESTRIAN COMMITTEE
MISSION AND DUTIES
1. The South Burlington Bicycle & Pedestrian Committee shall consist of seven to
nine members, duly appointed by the City Council for three three-year renewable
terms, with the appointments staggered so that not more than three appointed
terms expire in any one year.
2. The Mission of the Bicycle & Pedestrian Committee is to advocate for oversee the
general operation of the City’s bicycle and pedestrian infrastructure including its
many recreational paths, sidewalks, bike lanes, crosswalks and trails, and to
advise the City Council of bicycle and pedestrian policy and safety issues, and
operational needs and future development plans for the City’s bicycle and
pedestrian infrastructure including the path network.
3. The City Manager’s Department shall be the coordinating office for the
Recreation Path Committee.
4.3.The Bicycle & Pedestrian Committee shall annually elect a Chairperson, Vice
Chairperson, and Clerk.
5.4.Meetings shall be held at the discretion of the Committee. The Committee shall
establish a regular meeting schedule, and when a deviation from the regular
schedule is required, shall post public notice of the meeting in accordance with
general City procedures.
6.5.Meetings are subject to the Open Meeting Law. shall be held in a public facility
or interactively online with full public access. Meetings shall have a proposed
agenda published in advance of each meeting. Minutes of each meeting shall be
recorded and maintained. A representative from of the City staff Manager’s
Department shall attend each meeting of the Committee; other City staff shall
attend as requested by the Committee.
7.6.Duties of the Bicycle & Pedestrian Committee are:
a. Develop and recommend to the City Council rules and regulations for the
operation of the City’s bicycle and pedestrian infrastructure in accordance
with existing ordinances and policies. The Committee shall develop and
propose new and/or revised ordinances and regulations as needed.
b. Keep the City Council informed on the operation of the bicycle and
pedestrian infrastructure through published minutes and attendance at
appropriate meetings.

c. Make recommendations to the Public Works Department of the City for
bicycle and pedestrian infrastructure maintenance needs, and meet
quarterly with the Director of Public Works.
d. Make recommendations to the Police Department of the City for bicycle
and pedestrian infrastructure security and safety needs.
e. Prepare and submit to the City anMake recommendations concerning the
annual Capital Improvement Program (CIP) budget for new bicycle and
pedestrian infrastructure.
f. Prepare and submit to the City an annual operations report suitable for
inclusion in the Annual City Report.
g. Review all proposed developments and zoning changes which come
before the Development Review Board and/or the Planning Commission
for the impact upon the City’s bicycle and pedestrian infrastructure; .

as is appropriate. Ensure that opportunities for the gaining of additional
bicycle and pedestrian infrastructure resources, including completed
facilities and the attainment of easements and rights of way are
considered. Review proposed changes for impact upon and the protection
of existing easements and rights of way. The conclusions reached by the
Bicycle & Pedestrian Committee in its review of proposed development
and change shall be (i) formally adopted by vote of the Committee, (ii)
reflected in the minutes of the meeting of the Committee, and (iii)
appropriately communicated, in writing, to the City Council, the
Development Review Board and/or the Planning Commission, and the
impacted developer.
