He said he had some concerns about the sewage disposal but felt that that
would be resolved at the Act 250 hearing.
Mr. Watson again raised -the question of the wetness of the land, saying
that it was almcst marshy and he hoped that question Would be addressed.
- -K. Woolery moved to close the public hearing-on.the final plat
application of Smart Associates. E. Levesque seconded the motion, which
passed with all in favor.
K. Woolery moved that the South Burlington Planning Commission approve
the final plat application of Smart Associates, for a 3 lot subdivision,
as depicted on a lan set of 2 pages, prepared by Trudell ConsultinF En i ee
dated 11 1 and 11 3 76,,subject to ,the following sti-)ulations:
1. A bcnd shall be posted for the construction of the city street
and the common portion of the private drive, in an amount determined bti
the City Engineer, prior to issuance of building permits.
2. Street name lot line distances and bearings, existing monuments
monuments to be set at all lot corners , public roadway distances, 'Dearings
and curve .data. shall all be shown on the final plat.
3. All utilities shall be underground.
4. The common portion cf the private drive shall be constructed per
the City Engineer's recommendations memo of 12 8 8 .
5. The final plat shall be recorded within 90 days.
6. The recreation fee of $47 is required.
7. The ledge outcropping along the west side of the proposed street
shall be removed per the City Engineer's memo of 12 8 78.
8. The following legal documents shall be as approved by the City
Attorney*.
a. restrictions on the Watson conveyance and the common open space
showing_ they are not usable for building purposes or transferable
separately.
b. easements or covenants over the common open space for the purpose
of the private drive, sewer pipe, and leach field associated with
each lot.
c. city street deed.
The motion was seconded by J. Ewing and passed with all in favor.
Review minor revisions to_Stonehedge final slat
Mr. Terry Boyle said that they warted to revise phase 1 of the plan to
include a swimming pool and tennis court, to be located to the n;.rth cf the
model unit.
K. Woolery asked if the city had the as -built utility plans for this
project yet and was told that they had 3-;-scale plans. The water mains are

not yet owned by the city.
Mr. Boyle said that there was a connection to Oakhill Drive for water
but that.it had not yet been opened. He also said there was room to widen
the road if it became necessary.
G. Mona said that they were moving three units .to make room for the
pool and tennis courts and he wondered where those three would go. Mr.
Boyle said that there were a total of 92 units approved by the Commission,
so another cluster would have to be modified somewhere to allow the three
units to go in.
K. Woolery moved that the South Burlington Planning Commission approve
the revised final plat for Stonehedge as depicted on a plan entitled
"Stonehedge. . .Site .Plan", drawn by Terrance Boyle, dated 12/8/78, subject_
to the following stipulations:
1. The revised plat shall be recroded within 90 days.
2. The plan to be recorded shall make reference to "as built"
construction drawings for exact locations of utilities, structures, narking
areas, drives, etc.
3. Both "as built" drawings and the approved final plat shall be
shown to all prospective purchasers.
4. The three units not shown on the revised plat of 12/8/78 shall
�be reincluded in the total of 92 in future plans and subject to review
by the Planning Commission.
J. Ewing seconded the motion and it passed unanimously.
Site Plan Review, proposed addition to Garden Way
Mr. Boyle said that the proposal was for an addition to the rear of
the existing building which will continue at the same height. He said the
problem here was with parking; 58 spaces are shown out of the required 73•
The 15 spaces they are short, he said, can be shared with Cinema Showcase
and in fact there is an agreement between the two businesses for such overlapping
parking use. The parking area will also be extended along the side and the
rear of the building. The parking next to Burger King can be turned to a
600 angle, which will allow for more spaces in that area. The front of
Garden Way will be landscaped which will eliminate the parking that is
currently there, but Mr. Boyle felt it would improve the appearance of the
area.
There is a ravine to the rear of the building which is now, and has been
for some time, being filled. Eventually the area to the rear of the building
will be paved, but the ground is still settling out there, and it will remain
gravel for the time being. The shed on the back of the building will.be
removed.
S. Poger was concerned about the circulation in the area and he pointed
out that the spaces being removed for landscaping were the spaces most people
used when they went to Garden 'day.
It was noted that the peak traffic hours did not coincide for the two
businesses that were planning t:, share parking spaces except under unusual
circumstances. It was also noted that as business at the Alpine Shop
ricked up, it decreased for Garden Way, so a good seasonal balance was
