Mr. Broirn seconded the motion. 'i'he motion passed 3 - 1 with I-Irs. I-Iaher dissenting. She said she agreed crith the twenty foot right -of -;ray but not vrith the open space agreement. The City Manager was asked to consult with the Natural Resources Committee about the right-of-way along Potash Brook and to check lvrith the City Attorney about the 15' open space question. 5. Continue subdivision hearing - Mr. Henry Potter - Tabled from January 30, 1973 meeting. Mr. Terry Boyle will be present. The letter from Mr. Ewing in reference to questions on the Potter development was rel-.d Pnd is filed with these minutes. Mr. Boyle said the developer is offering the 2.2 acre parcel to the city. r'Ir. Tudhope expressed his ,•rish that the park agreement had been worked out prior to this m--,eting. s. Robert L?.rson asked about run off into the Tond. Mr. Boyle said there -.rill be a, slight increase in run off. He pointed out the drainage system and noted that 69` of the area .-rill be open grass area. nor. Tudnope read a letter -7rom Mr. Robert Lang which posed several questions about the development. Mr. Szymanski said that the water system for the development will be tied into the Andrews Street or Oak Hill Drive line to form a grid and could be utilized in an emergency. Mr. Tudhone called for a recess to prepare a motion. Mr. Tudhope called the meeting to order. Hr. Bailey moved that the ?lanning Commission approve the Potter Development as shown on two-_la.ns dated January 30, 1973• That approval be granted with the modifications as stated in the July 11, 1972 minutes and the letter of Ewing and Spokes dated February 13, 1973• Approval granted pending final agreement between the City Council and the developer on the park. Bonds for all utilities for private and public streets be posted as re- quired by the City Manager. It is further understood that a final landscaping plan be submitted to the Planning Commission. It is further understood that -plans as shoim are for phase one and two which represent 92 units; the developer will re- turn to the Planning Commission before further development. It is further under- stood that the developer will make the necessary sewer corrections on Imperial Drive and Shelburne Road. It is further understood that a final utility plan will be submitted for approval by the City ;tanager. In the C area, no trees are to be cut except a dead ems. ?trs. Maher seconded the motion and it was unanimously passed. 6. Continue the discussion re: Corrections .,enter, S*.gift and Farrell Streets. It was decided that Dr. Brown's motion at the Februa.ry 12, 1973 meeting of the City Council did not call for a Planning Commission recommendation. Approved:
