Dear City Councilors,
First I wanted to thank you for continuing to fund the Family Center. Your actions have helped
families with young children more than you know. It has brought members of the community
together and enriched the lives of all the people who live in South Burlington. I thank you for
your courage and support. Thanks to your efforts, this truly is a community that cares about all
the people in it, young and old.

On Feb 17th, I will be coming to the City Council Meeting to ask that the City of South Burlington
become the Family Center's fiduciary. Currently, our finances are housed with another non-
profit organization. Due to the economic crisis, non-profits and human services have taken a
large hit. My fear is that if this trend continues, we will be left without an affordable financial
agent. As the city has a vested interest in this organization, it would make sense to house
Family Center funds under the city's umbrella, as the city is a dependable organization with
sustainability. The Family Center would continue to manage the grant and the City would act
as the fiscal manager.
Currently, Colchester operates their early childhood programs in this fashion and has done so
since the birth of their programing. In speaking to the asst director of Parks and Rec, he
reassured me that it has been a symbiotic and amiable relationship.
I have been told in the past, the City of South Burlington has been the fiscal agent of a non-
profit, grassroots organization called CASH(Citizens Against Substance Abuse) which
serviced the South Burlington Community.
I welcome any questions you may have in advance and will do my best to answer them either
by phone or via email in a timely manner.

2. Minutes of January 20, 2009 and February 3, 2009.
3. Consent Agenda:
a. Design review application #DR-09-01 of Eli Lesser Goldsmith seeking design review
approval for exterior modifications (hood vent to roof) to a property within Design District
2 of the City Center Design Review Overlay District. Pursuant to Section 11 of the South
Burlington Land Development Regulations, these changes shall be subject to design
review by the Design Review Committee (DRC) and the Development Review Board
(DRB), 200 Dorset Street.
4. Continued sketch plan application#SD-09-01 of South Village Communities, LLC to amend a
previously approved Master Plan for: 1) a 334 unit residential development, 2) a 100 student
educational facility, and 3) a 35 acre community supported farm. The amendment consists of
adding a publicly owned soccer field, 1840 Spear Street.
5. Continued sketch plan application#SD-09-02 of South Village Communities, LLC to amend a
previously approved planned unit development of Phase I consisting of 156 residential units, a
100 student educational facility, and a 35 acre community supported farm. The amendment
consists of: 1) subdividing a 15.9 acre parcel (lot#63) into three (3) lots of 2.71 acres (lot#11 B),
0.45 acres to be added to lot 11A, and 12.7 acres (remaining lot#63), and 2) developing lot#11 B
into a publicly owned soccer field with associated parking, 1840 Spear Street.
6. Preliminary plat application #SD-09-05 of Wedgewood Development Corporation for a planned
unit development consisting of: 1) six (6) two-family dwellings and 2) three (3) single-family lots,
232 Autumn Hill Road.
7. Site plan application#SP-09-05 of Stella Chastenay Trust to construct a four(4) story building
consisting of 7,800 sq. ft. of retail use and 24 residential units, 111 & 113 Hinesburg Road.
8. Continued site plan application #SP-08-116 of the South Burlington School District to place 80
cubic yards of fill to create snowboard park, 550 Dorset Street.
9. Site plan application #SD-09-07 of Allen Road Land Co. for approval to construct a 1.353 sq. ft.
accessory residential unit, 33 Haymaker Lane.
10. Site plan application#SP-09-08 of Allen Road Land Co. to amend a previously approved plan for
a 31 unit multi-family dwelling and a 32 unit multi-family dwelling. The amendment consists of
after-the-fact site and building elevation modifications to building "A", 150-152 Allen Road.

Re: Proposal to establish an Independent Maintenance Committee; Councilor Boucher
To All:
Councilor Boucher has proposed the formation of a Council Committee to be known as
the Independent Maintenance Committee. The Committee will have the following
charge:
• The City of South Burlington shall establish an Independent Maintenance
Committee consisting of three (3) professionals from such areas as general
contractors, engineers, commercial real estate managers, ect.
• The Committee will be appointed by City Council to three (3) year terms.
• The Committee will be staffed by the Director of Public Works, who shall be a
non-voting participant.
• The Committee will develop a five year maintenance and replacement plan for
City buildings, roads, electrical infrastructure, fire trucks, police cars, and other
capital city equipment as described in the City Capital/Fixed Asset Plan.
• The Committee will recommend to the City Council a Maintenance Reserve
Fund. Establishment of this fund will require voter approval. The maintenance
reserve fund allocation will be funded by the Rooms and Meals Tax.
• The Committee will recommend annual capital maintenance projects during the
budget review process to be funded by the reserve fund.
• Capital maintenance shall mean extending the useful life of a building or
equipment or to replace existing equipment. It does not contemplate normal
repairs which do not extend the useful life, or capital projects to expand a building

• All building expansion/development will require voter approval consistent with
the City Charter.
If you decide to establish this new Committee, please discuss if you want to seek
applicants immediately, or as part of the regular recruitment and appointment process in
July.
