To All Members:
All bridges over 20 feet in length are inspected on a two-year cycle by the State VTrans
agency. Attached are the inspection sheets for the two bridges between South Burlington
and Williston over Muddy Brook. Both bridges are in "good" shape and meet all current
standards.
With the completion of the Lime Kiln Bridge project this year our three city owned
bridges will be in good shape for years to come.

Subject: Public Nuisance Ordinance
Please fmd attached a copy of proposed language that would enact a new ordinance addressing
issues of public nuisance that our community is currently faced with. As outlined in the ordinance,the
issues surround noise,public defecation, and defacing buildings and other structures, as well as littering.
Annually,the police department responds to nearly 200 complaints of loud noise. These
complaints vary from loud stereos,people, construction equipment, and even include waste removal
vehicles in the morning. While preparing this ordinance it was pointed out to me that the city has even
been receiving complaints concerning general airport noise.
While the city has a zoning regulation and the State of Vermont has a criminal statute addressing
noise,neither of these documents or procedures have aided in a reduction of our communities issues. The
zoning regulation is primarily an administrative process and the criminal statute is rarely an option due to
interpretations and the pressing number of more serious crimes being handled by county prosecutors. As
our community gets larger,we must have the resources to adequately address the increased urbanization
of the area.
The metropolitan area surrounding us has experienced an increase in graffiti and general mischief
related complaints involving spray-painting,tagging, and other forms of vandalism. Our neighbor,
Burlington,has addressed tagging and graffiti related vandalism with a municipal ordinance to allow
additional enforcement options. Current efforts to prosecute graffiti type incidents have been
unsuccessful with indications that the damage done is not permanent and can be easily removed,yet our
community still endures a loss by having to clean up this type of mischief.
Details about the public defecation and littering stem for an increase in these types of complaints.
As our community grows there appears to be an increased amount of complaints about pedestrians who
are usually intoxicated or homeless and unwilling to wait for public restrooms. In 2007,our agency
encountered nearly 200 intoxicated persons that were in need of assistance and could not function on their
own. Intoxicated persons walking about the city is dangerous for themselves and the motoring public,but
causes additional problems because of their inability to make rational decisions,to include where to
relieve themselves.
General issues of littering is covered in Vermont Statutes,however our agency regularly respond
to complaints where citizens utilize business trash bins and recycle containers. Vermont law does cover
theft of services,however the amounts are so low that cases are usually not prosecuted.
Our community is growing and acts of general nuisance need to be addressed. More and more,
our court system is unable to respond to these low priority incidents,however our community deserves
action by the local government. To accomplish this,we must have tools such as this nuisance ordinance
to aid in protecting our community's quality of life.

To All:
In May, 2007 the voters in South Burlington approved a ballot item by 77% to increase
the disabled veterans' exemption from $10,000 to $20,000 of property value for
calculation of the property tax bill. This effort was lead by Mr. Lou Lertola who now
would like to ask Council to increase the exemption to $40,000 which is the maximum
amount permitted by state law.
You will remember that also under state law and Act60/68 the State only takes the first
$10,000 of the exemption off the education grand list requiring other taxpayers to make
up the shortage of revenue due the education department. There are currently 34 residents
enrolled in this program. Under the $20,000 exemption, the residents of South
Burlington "subsidized" the ed fund $4369 and the City collected $1378 less than
budgeted revenue for a total of$5747. This equated to .0002 on the tax rate, or just $.63
for an average home.
Since we do not have next years tax rate yet, we will use the current rate to measure the
impact of an increase to $40,000. If the exemption had been $40,000 this year, the
taxpayers would have made up $13108 to the ed fund and the city would have foregone
$4133 in revenue for a total of$17241. This equates to .0006 on the tax rate, or$1.90 on
the average home.
Of course, with the new charter provisions the city will not forgo any revenue from an
exemption increase, we will adjust the tax rate to retain the same revenues. Thus, the
bottom line would be a transfer of$17241 from disabled veterans' tax bills to other
residential and business tax rates.
Those are the financial implications of Mr. Lertola's request. It is a Council decision as
to whether to put his question before the voters in May, 2008.

the Chamberlin School on White Street, the Frederick H. Tuttle
Middle School on Dorset Street and the Orchard School on Baldwin
Avenue on Tuesday, May 20, 2008, at 7 o'clock in the forenoon, at

• If you have payroll on the NEMRC system please generate a
report called"PayTypes". If you do not currently have these on
your system please contact either NEMRC (1-800-387-1110)or
the League(1-800-649-7915)for help with generating these
reports.
• If you have the Peachtree system the report is called"Payroll
Register".
• If you have the Quick Books system the report is called"Payroll
Expenses"or"Payroll Summary".
• If you are using Payroll Cards or any type of Manual system
please make sure the overtime is clearly marked and at what
rate of pay everyone is earning.
• Copies of any 1099's (Subcontractors)that may have been
• issued. Please indicate the type of services rendered and
whether this was an individual,sole proprietor, or
corporation.
• Copies of Certificates of WC Insurance and/or Hold Harmless
Agreements for individuals paid by 1099_- -
We will once again be asking for"Self Audits"for those members whose WC audited
contribution is less than$4000 (this constitutes about 5%of the PACIF Workers'
Compensation contributions). Those members will be notified under separate cover
no later than April 1st and a form will be provided for completion along with a letter of
instruction.
