Sent to Free Press by February 27th (School responsibility this year 2008) March 20,2008 Combined City Council and Steering Committee budget town meeting, 7:00 P.M. March 21,2008 Budget book sent to printers March 26,2008 Budget book delivered to large conference room no later than 8:30 A.M. Volunteers from RSVP label books. March 27,2008 Budget books mailed to residents A warning is published for a public hearing to be held April 10, 2008 for the City and School District budgets. (School responsibility this year 2008) April 10,2008 Public hearing held by City Council and School Board to consider proposed budgets,7:00 P.M. April 10-20,2008 A majority of the Council should sign warning(special meeting may be required),file the warning with the City Clerk,and put copies in City Hall and at least six(6) other public places within the City. Copies of the warning must be posted in at least two (2) public places within each voting district. If a warning includes a bonding article,the bonding resolution must be signed by the Council or School Board,incorporated in the minutes of the meeting,and must be published three times (once a week) on the same day of the week. The last publication cannot be less than five(5) nor more than ten (10) days prior to the Annual City meeting(suggest 4/29/08 for first publication). Mail ad to Free Press by 4/22/08. May 6,2008 The second publication of the warning in the Free Press,if the warning includes a bonding article. If the warning does not include a bonding article it need only be published once prior to the annual meeting. The statutes do no specify when the publication takes place,however,Section 1303 of the Charter indicates that the warning must published at least ten (10) days before the date of the annual meeting. Suggest this date if only one (1) publication is necessary. If any of the budget limitations are exceeded requiring voter approval,the budget must be published at this time. May 13,2008 The third publication of the warning in the Free Press if the warning includes a bonding article. May 20,2008 Annual City meeting(Voting Day-third Tuesday in May) Town/City of Vermont Education Finance and Property Tax Reform Resolution WHEREAS: Vermont's hybrid system of State- and locally-controlled education finance is not working, proven by the complicated and expensive changes enacted almost yearly into law; WHEREAS: Each year more State control of the education system is either enacted into law or discussed under the guise of controlling costs, hoping to make the system work better or making it less complex, and this process will continue each year under our current education funding law, without ever producing any meaningful reform; WHEREAS: The complexity of Act 60/68 and the associated lack of clear accountability are the ultimate drivers behind the explosive growth in the education costs; RESOLVED: The Administration, Legislature and Vermonters should identify and discuss the advantages and disadvantages of breaking from Act 60/68 and moving in one of two different directions: 1. A public education system that is governed, managed, and primarily financed locally, or; 2. A public education system that is governed, managed, and financed by the State; BE IT FURTHER RESOLVED: There needs to be public discussion and a meaningful debate with the goal of moving to one model or the other while maintaining our commitment to a substantially equal educational opportunity for all Vermont students. The depth of ledge varied from 2' to 10' +/-. We have prepared a conceptual existing condition plan showing ledge probes and flagged wetlands by Pioneer Environmental. We have started laying out roads and parking with an assumed building footprint and it appears there will be at least some ledge to be blasted. At this point, I am optimistic that the Cairns Arena stormwater pond will be used for obtaining a Stormwater Discharge Permit for the project. (We still need to complete final calculations).
