Following a warned public hearing held November 27, 2007, the South Burlington
Planning Commission is forwarding four proposed amendments to the Official
Zoning Map and Southeast Quadrant Official Zoning Map for the City Council's
consideration. A First Reading has been scheduled on your January 7, 2008 agenda.
The four map amendments that are proposed are as follows:
1. UVM PATCHEN ROAD PROPERTY: Amendment of the
Official Zoning Map to rezone of the +/- 5 acre parcel on Patchen
Road at the Town Boundary known as the "Patchen Road Park"
from PR-Park and Recreation to IA-North (Institutional and
Agricultural-North)
2. CENTRAL SCHOOL PROPERTY: Amendment of the Official
Zoning Map to rezone the Central School property on Market
Street from MU-Municipal to CD-1 Central District 1
3. BOUNDARY CORRECTION Amendment of the Official
Zoning Map to make a technical,correction to the C2-IO boundary
in the area of Community Drive and Potash Brook
4. SOUTHEAST QUADRANT NRT ADJUSTMENT:
Amendment to the Southeast Quadrant Zoning Map to adjust the
boundary of the Neighborhood Residential-Transition and Natural
Resource Protection sub-districts in the area of Autumn Hill Road
and Dorset Street.
PUBLIC and LAND OWNER NOTICE: In accordance with state statutes, notice of
the public hearing for the proposed map amendments along with supporting reports
and maps was sent certified, return-receipt the Planning Commission chairs of all of
the adjoining towns (Essex, Essex Junction,Winooski,Colchester, Burlington,
Shelburne, St. George, and Williston),the Regional Planning Commission,and the
Vermont Department of Housing&Community Affairs. The return postage receipts
are in the file for these amendments in the Planning&Zoning office.
The public hearing notice and supporting materials were sent certified,return-
receipt to all landowners whose properties are affected by the proposed boundary
adjustments. This is not required by Chapter 117 but the Planning Commission has

asked staff to do so. Notice was not sent to abutting property owners,though the
Planning Commission is well aware of the requirement to send notice to abutting
property owners of parcels undergoing development review. In the event the
Planning Commission feels that abutter notice is recommended, staff can and will do
so. In the case of these amendments, the Commission did not feel it was warranted.
The text of the Planning Commission's report on each of these issues follows below,
along with individual maps of the proposed zoning map changes.
1. Rezone the UVM leased park parcel from PR-Park&Recreation to IA-
North, Institutional&Agricultural-North.
Substantial public input has been received regarding general public concerns for this
site and Centennial Woods. This zoning map amendment will not preclude park and
recreation use of the site, and it will not allow multi-family housing for non-students.
This amendment will make the zoning of this site consistent with the zoning of all
other University lands in the area,including Gutterson Field and Centennial Woods.
A future amendment to the text to specify what type of housing, at what densities,
with what coverages, and with what other stipulations and standards,will need to be
drafted and adopted by the Planning Commission and the Council if housing is to be
allowed on the site.
2. Rezone the Central School property from MU-municipal to CD-1— Central
District 1
The Central School property at present is zoned MU-municipal. The school itself is
classified as an educational use,which is a permitted use in the MU district and a
conditional use in the CD-1 district. In order to (a)facilitate development of and/or
transfer of the site to a developer as part of City Center,which has been envisioned
and publicly discussed for over two years,the site needs to be rezoned to CD-1. This
amendment will not affect the operation of the Central School but will make it much
more advantageous to the City and School District in dealing with environmental
reviews for City Center, and any transfers, appraisals and development opportunities
that arise.
3. Technical correction to the IO-C2 boundary in Technology Park
A staff error at some point in the past has caused a portion of the Tilley Drive
(former Tilley Farm) property to be labeled in the wrong district. The correct
boundary of the IO and C2 districts between Tilley Drive and Technology Park is the
Muddy Brook. The Commission proposes to change the zoning boundary so that it
reflects the correct location on the Muddy Brook.
4. Adjustment of the SEQ-NRT boundary in the area of Autumn Hill Road.

The Planning Commission has conducted extensive review and discussion of the
SEQ-Neighborhood Residential Transition boundary as it applies to properties
owned by MBL Associates/Edgewood, Bolduc, Goldberg, and Jewett. Public
comments have been taken, and current and historic aerial photographs reviewed.
In addition, in the fall of 2007 the Planning Commission retained services of
Arrowwood Environmental to further review the condition of the affected lands and
recommend a boundary that would facilitate improved development patterns
without compromising natural community and natural area functions of the affected
properties.
The proposed boundary follows the outline of the mature forest,both as depicted on
the 1974 orthophoto loaned by Vince Bolduc, and as determined by the City's GIS
specialist, Horace Shaw,from his review of the infrared orthophotos. Horace Shaw
and staff evaluated the treelines and canopy heights to set this boundary; while not
an exact science, substantial effort has been made by staff to ensure that this
boundary follows as closely as possible what appears to be the mature woods line.
Following from the Planning.Commission's direction at the September 25th meeting,
the boundary has been adjusted on the Jewett Parcel to include more of the land
around the homestead within the NRT,but not the rear(eastern)fields that border
Cider Mill I and II.
This NRT boundary would create more flexibility for development on the Edgewood
(Dorset Farms Out-Parcel), Bolduc, Goldberg, and Jewett Parcels,but does not in
the opinion of the Planning Commission infringe on either the mature woods or the
Scott natural area that the City has purchased.

The Planning Commission has conducted extensive review and discussion of the
SEQ-Neighborhood Residential Transition boundary as it applies to properties
owned by MBL Associates/Edgewood, Bolduc, Goldberg, and Jewett. Public
comments have been taken, and current and historic aerial photographs reviewed.
In addition, in the fall of 2007 the Planning Commission retained services of
Arrowwood Environmental to further review the condition of the affected lands and
recommend a boundary that would facilitate improved development patterns
without compromising natural community and natural area functions of the affected
properties.
The proposed boundary follows the outline of the mature forest,both as depicted on
the 1974 orthophoto loaned by Vince Bolduc, and as determined by the City's GIS
specialist, Horace Shaw, from his review of the infrared orthophotos. Horace Shaw
and staff evaluated the treelines and canopy heights to set this boundary; while not
an exact science, substantial effort has been made by staff to ensure that this
boundary follows as closely as possible what appears to be the mature woods line.
Following from the Planning Commission's direction at the September 25th meeting,
the boundary has been adjusted on the Jewett Parcel to include more of the land
around the homestead within the NRT,but not the rear (eastern)fields that border
Cider Mill I and II.
This NRT boundary would create more flexibility for development on the Edgewood
(Dorset Farms Out-Parcel), Bolduc, Goldberg, and Jewett Parcels,but does not in
the opinion of the Planning Commission infringe on either the mature woods or the
Scott natural area that the City has purchased.

asked staff to do so. Notice was not sent to abutting property owners,though the
Planning Commission is well aware of the requirement to send notice to abutting
property owners of parcels undergoing development review. In the event the
Planning Commission feels that abutter notice is recommended, staff can and will do
so. In the case of these amendments,the Commission did not feel it was warranted.
The text of the Planning Commission's report on each of these issues follows below,
along with individual maps of the proposed zoning map changes.
1. Rezone the UVM leased park parcel from PR-Park&Recreation to IA-
North, Institutional&Agricultural-North.
Substantial public input has been received regarding general public concerns for this
site and Centennial Woods. This zoning map amendment will not preclude park and
recreation use of the site, and it will not allow multi-family housing for non-students.
This amendment will make the zoning of this site consistent with the zoning of all
other University lands in the area,including Gutterson Field and Centennial Woods.
A future amendment to the text to specify what type of housing, at what densities,
with what coverages, and with what other stipulations and standards,will need to be
drafted and adopted by the Planning Commission and the Council if housing is to be
allowed on the site.
2. Rezone the Central School property from MU-municipal to CD-1— Central
District 1
The Central School property at present is zoned MU-municipal. The school itself is
classified as an educational use,which is a permitted use in the MU district and a
conditional use in the CD-1 district. In order to(a)facilitate development of and/or
transfer of the site to a developer as part of City Center,which has been envisioned
and publicly discussed for over two years,the site needs to be rezoned to CD-1. This
amendment will not affect the operation of the Central School but will make it much
more advantageous to the City and School District in dealing with environmental
reviews for City Center, and any transfers, appraisals and development opportunities
that arise.
3. Technical correction to the IO-C2 boundary in Technology Park
A staff error at some point in the past has caused a portion of the Tilley Drive
(former Tilley Farm) property to be labeled in the wrong district. The correct
boundary of the IO and C2 districts between Tilley Drive and Technology Park is the
Muddy Brook. The Commission proposes to change the zoning boundary so that it
reflects the correct location on the Muddy Brook.
4. Adjustment of the SEQ-NRT boundary in the area of Autumn Hill Road.

Following a warned public hearing held November 27, 2007,the South Burlington
Planning Commission is forwarding four proposed amendments to the Official
Zoning Map and Southeast Quadrant Official Zoning Map for the City Council's

The four map amendments that are proposed are as follows:

PUBLIC and LAND OWNER NOTICE: In accordance with state statutes, notice of
the public hearing for the proposed map amendments along with supporting reports
and maps was sent certified, return-receipt the Planning Commission chairs of all of
the adjoining towns (Essex, Essex Junction,Winooski, Colchester, Burlington,
Shelburne, St. George, and Williston),the Regional Planning Commission,and the
Vermont Department of Housing&Community Affairs. The return postage receipts
are in the file for these amendments in the Planning&Zoning office.
The public hearing notice and supporting materials were sent certified, return-

The Planning Commission has conducted extensive review and discussion of the
SEQ-Neighborhood Residential Transition boundary as it applies to properties
owned by MBL Associates/Edgewood, Bolduc, Goldberg, and Jewett. Public
comments have been taken, and current and historic aerial photographs reviewed.
In addition, in the fall of 2007 the Planning Commission retained services of
Arrowwood Environmental to further review the condition of the affected lands and
recommend a boundary that would facilitate improved development patterns
without compromising natural community and natural area functions of the affected
properties.
The proposed boundary follows the outline of the mature forest,both as depicted on
the 1974 orthophoto loaned by Vince Bolduc, and as determined by the City's GIS
specialist, Horace Shaw, from his review of the infrared orthophotos. Horace Shaw
and staff evaluated the treelines and canopy heights to set this boundary;while not
an exact science,substantial effort has been made by staff to ensure that this
boundary follows as closely as possible what appears to be the mature woods line.
Following from the Planning Commission's direction at the September 25th meeting,
the boundary has been adjusted on the Jewett Parcel to include more of the land
around the homestead within the NRT,but not the rear(eastern) fields that border
Cider Mill I and II.
This NRT boundary would create more flexibility for development on the Edgewood
(Dorset Farms Out-Parcel), Bolduc, Goldberg, and Jewett Parcels,but does not in
the opinion of the Planning Commission infringe on either the mature woods or the
Scott natural area that the City has purchased.

Following a warned public hearing held November 27, 2007,the South Burlington
Planning Commission is forwarding four proposed amendments to the Official
Zoning Map and Southeast Quadrant Official Zoning Map for the City Council's
consideration. A First Reading has been scheduled on your January 7, 2008 agenda.
The four map amendments that are proposed are as follows:
1. UVM PATCHEN ROAD PROPERTY: Amendment of the
Official Zoning Map to rezone of the +/- 5 acre parcel on Patchen
Road at the Town Boundary known as the "Patchen Road Park"
from PR-Park and Recreation to IA-North (Institutional and
Agricultural-North)
2. CENTRAL SCHOOL PROPERTY: Amendment of the Official
Zoning Map to rezone the Central School property on Market
Street from MU-Municipal to CD-1 Central District 1
3. BOUNDARY CORRECTION: Amendment of the Official
Zoning Map to make a technical correction to the C2-IO boundary
in the area of Community Drive and Potash Brook
4. SOUTHEAST QUADRANT NRT ADJUSTMENT:
Amendment to the Southeast Quadrant Zoning Map to adjust the
boundary of the Neighborhood Residential-Transition and Natural
Resource Protection sub-districts in the area of Autumn Hill Road
and Dorset Street.
PUBLIC and LAND OWNER NOTICE: In accordance with state statutes, notice of
the public hearing for the proposed map amendments along with supporting reports
and maps was sent certified, return-receipt the Planning Commission chairs of all of
the adjoining towns (Essex, Essex Junction,Winooski, Colchester, Burlington,
Shelburne, St. George, and Williston),the Regional Planning Commission,and the
Vermont Department of Housing&Community Affairs. The return postage receipts
are in the file for these amendments in the Planning&Zoning office.
The public hearing notice and supporting materials were sent certified, return-
receipt to all landowners whose properties are affected by the proposed boundary

adjustments. This is not required by Chapter 117 but the Planning Commission has
asked staff to do so. Notice was not sent to abutting property owners, though the
Planning Commission is well aware of the requirement to send notice to abutting
property owners of parcels undergoing development review. In the event the
Planning Commission feels that abutter notice is recommended, staff can and will do
so. In the case of these amendments,the Commission did not feel it was warranted.
The text of the Planning Commission's report on each of these issues follows below,
along with individual maps of the proposed zoning map changes.
1. Rezone the UVM leased park parcel from PR-Park&Recreation to IA-
North, Institutional&Agricultural-North.
Substantial public input has been received regarding general public concerns for this
site and Centennial Woods. This zoning map amendment will not preclude park and
recreation use of the site, and it will not allow multi-family housing for non-students.
This amendment will make the zoning of this site consistent with the zoning of all
other University lands in the area, including Gutterson Field and Centennial Woods.
A future amendment to the text to specify what type of housing, at what densities,
with what coverages, and with what other stipulations and standards,will need to be
drafted and adopted by the Planning Commission and the Council if housing is to be
allowed on the site.
2. Rezone the Central School property from MU-municipal to CD-1 — Central
District 1
The Central School property at present is zoned MU-municipal. The school itself is
classified as an educational use,which is a permitted use in the MU district and a
conditional use in the CD-1 district. In order to(a) facilitate development of and/or
transfer of the site to a developer as part of City Center,which has been envisioned
and publicly discussed for over two years,the site needs to be rezoned to CD-1. This
amendment will not affect the operation of the Central School but will make it much
more advantageous to the City and School District in dealing with environmental
reviews for City Center, and any transfers, appraisals and development opportunities
that arise.
3. Technical correction to the IO-C2 boundary in Technology Park
A staff error at some point in the past has caused a portion of the Tilley Drive
(former Tilley Farm) property to be labeled in the wrong district. The correct
boundary of the IO and C2 districts between Tilley Drive and Technology Park is the
Muddy Brook. The Commission proposes to change the zoning boundary so that it
reflects the correct location on the Muddy Brook.
4. Adjustment of the SEQ-NRT boundary in the area of Autumn Hill Road.

Background: The Chittenden County Government Access Channel
Trust is charged with the management of Channel 17 / Town Meeting
TV. To this end the Trustees, set policy, manage budget and direction
of the Channel Over the past five years, the focus of the Trustees' is to
build the platform for the future delivery of local government and
public affairs programming. To this end, the staff has build charged to
build a digital "assembly-line" that enables the recording, titling, and
digital distribution of Channel 17 programming to a wider audience at
their convenience.
Basis for Request: In response to the most recent community based
interviews conducted in 2007, the Channel staff and board identified
that Channel 17 is a trusted source of primary, gavel to gavel
coverage, but viewers often find it difficult to know when programming
is on or catch it when it runs (4-12 times is the standard repeat
schedule for programs). Given the many demands of their lives (of
which civic engagement is one), they also report it difficult to "sit
through" meetings when they are interested in particular topics.
Because digital technology enables the repurposing and Internet
delivery of programs, the staff researched and developed new ways to
meet these needs, including a publicly accessible database and a new
way to distribute municipal and regional meetings on the Internet: the
"clickable" meeting agenda.
"Clickable meeting agendas" enable internet viewers to choose
agenda items that they are interested in viewing, at their convenience.
Each municipal meeting (3-6 month depending on the Channel 17
member) will be posted on the Channel 17 web hub, available to be
linked to your municipal web site. We are interested to discuss how we
can jointly promote the availability of this service to your citizens.

Resources Required: It requires an additional labor to set up the
files and post each new meeting to a web platform that is maintained
largely for the purpose of sharing public meetings and events. The
base level number of meetings that Channel 17 covers (as part of the
Channel 17 Trust Agreement ratified in 1995) adds up to 312 meetings
a year.
Channel 17 will provide online access to "clickable meeting agendas"
for each community for a pilot basis at no cost between March and
June 2008. Starting in July 2008, the Channel 17 Trustees request
one year of funding for the labor required to prepare the meetings.
We'd like to discuss the possibility of inclusion in the upcoming 2008
budget. We estimate the cost to be:
