JAM Golf LLC submitted final plat application #SD-21-15 to amend a previously approved plan for an 11-lot
residential subdivision. The amendment consists of modifying the tree preservation area for the purpose of
changing the stormwater treatment system and updating the tree inventory to reflect existing conditions, Long
Drive.
The Board began review of the application on June 1, 2021 and continued the hearing to June 15 to correct a
defect in public noticing and also to allow the applicant to address the comments of the Board from the June 1
hearing. A discussion of outstanding items follows. Numbered items for the Board’s attention are in red.
As noted in the June 1 staff report, the project is subject to a Tree Preservation Plan and Handbook, the
purpose of which is to retain a screening buffer around the approved development area and to preserve the
aesthetics of this area as viewed from an outside perspective. This application proposes to remove seventeen
(17) trees in proximity to and on lots 7, 8, 9 and 10 for the purpose of installing a stormwater treatment and
conveyance system.

13.06C. Screening and Buffering. The Development Review Board will require landscaping, fencing,
land shaping and/or screening along property boundaries (lot lines) whenever it determines that a)
two adjacent sites are dissimilar and should be screened or buffered from each other, or b) a
property’s appearance should be improved, which property is covered excessively with pavement or
structures or is otherwise insufficiently landscaped, or c) a commercial, industrial, and multi-family
use abuts a residential district or institutional use.
The previous approvals have established that the ten development lots within this project area should
be screened by retention and enhancement of the wooded area both on the lots and surrounding
them. In the arborist report submitted by the applicant, the arborist makes the argument that removal
of seventeen trees will not have a noticeable impact on the perception of the woodlot canopy. On 6/1,
the Board directed the applicant to provide replacement plantings consistent with the purpose of the
Tree Preservation Plan and Handbook as stated above. Accordingly, the applicant has provided a plan
for replacement tree plantings of similar species around the exterior of the lot to replace the lost
screening. The applicant has provided a narrative in support of their proposed planting locations,
which Staff recommends the Board review.
The City Arborist has reviewed the revised proposed plantings and has no concerns.

Staff recommends the Board accept the applicant’s proposed modified plan with the following two
conditions.
1. The Board should require the minimum size of new plantings to be 2.5 inches
2. It appears that a number of the proposed new trees are outside of the previously approved Tree
Preservation area. The Board should require the applicant to update and expand the Tree
Preservation Area to include these new trees which should be tagged and added to overall inventory
of trees to be retained.
Staff considers these can both be conditions of approval.
RECOMMENDATION
Staff recommends the Board discuss the project with the applicant and close the hearing.
