This project, consisting of constructing a 28 foot by 80 foot building for four employees at the
VELCO Queen City substation to be connected to municipal water and wastewater systems located
off Central Avenue in the City of South Burlington, Vermont, is hereby approved under the
requirements of the regulations named above subject to the following conditions.
GENERAL
1. This permit does not relieve the permittee from obtaining all other approvals and permits as
may be required from the Department of Labor & hidustry — telephone (802) 828-2106 or
(802) 879-2300 and local officials prior to proceeding with this project.
2. The project shall be completed as shown on the following plans which have been stamped
"approved" by the Wastewater Management Division:
Project No. 04018, Drawing No. C2 "Proposed Site Plan and Profile" dated Aug. 2004;
Drawing No. C3 "Sewer Details I" dated Aug. 2004; and Drawing No. C4 "Sewer Details
II and Erosion Control Details" (for sanitary sewer) dated Aug. 2004; prepared by
Forcier Aldrich & Associates, Inc. and Project 03169, "Topographical Survey" dated
Nov. 25, 2003 prepared by Krebs & Lansing Consulting Engineers, Inc.
3. The project shall not deviate from the approved plans in a manner that would change or affect
the exterior water supply or wastewater disposal systems, building location or the approved
use of the building, without prior review and written approval from the Wastewater
Management Division.
4. The conditions of this pennit shall run with the land and will be binding upon and enforceable
against the permittee and all assigns and successors in interest. The permittee shall be
responsible for the recording of this permit and the "Notice of Permit Recording" in the South
Burlington Land Records within thirty, (30) days of issuance of this permit and prior to the
conveyance of any lot subject to the jurisdiction of this pennit.
5. The Wastewater Management Division now reviews the water and wastewater disposal
systems under 10 V.S.A., Chapter 64 — Potable Water Supply and Wastewater System Permit.
6. By acceptance of this pennit, the permittee agrees to allow representatives of the State of
Vermont access to the property covered by the pennit, at reasonable times, for the purpose of
ascertaining compliance with the Vermont enviromnental and health statutes and regulations.

7. A copy of the approved plans and this permit shall remain on the project during all phases of
construction, and upon request, shall be made available for inspection by State or local
personnel.
WATER SUPPLY & WASTEWATER DISPOSAL
8. No permit issued by the Secretary shall be valid for a substantially completed potable water
supply and wastewater system until the Secretary receives a certification from a designer or
the installer, signed and dated, that states:
"I hereby certify that, in the exercise of my reasonable professional judgment, the
installation -related information submitted is true and correct and the potable water
supply and wastewater system were installed in accordance with the permitted design
and all permit conditions, were inspected, were properly tested, and have successfully
met those performance tests."
This shall include the water service and sanitary sewer piping from the municipal mains to the
structure.
9. The project is approved for water supply by connection to the municipal water system as
depicted on the approved plans. The project is approved for a maximum of 60 gallons of
water per day. The Wastewater Management Division shall allow no other method, or
location of obtaining potable water without prior review and approval.
10. The project is approved for wastewater disposal by the construction of a connection to the
municipal wastewater treatment facility as depicted on the approved plans. The project is
approved for a maximum of 60 gallons of wastewater per day. The Wastewater Management
Division shall allow no other method, or location of wastewater disposal without prior review
and approval.

In response to the letter dated August 27, 2004, from Ernestine Chevrier, please find the
additional information requested for the Wastewater System & Potable Water Supply Permit
Application for the Queen City Substation Upgrade on Central Avenue in South Burlington,
Vermont as follows:
1. Please submit a check in the amount of $95.00 to the State of Vermont. The fees
are .50 per gpd or a minimum of $210.00. A new fee schedule is enclosed.
A check is attached in the amount of $95.00 made out to the State of Vermont for the
additional fees due.
2. Please submit 2 sets of plans with all the boundary line dimensions.
Two (2) copies of the Topographical Survey are attached showing the boundary line
dimensions of the Queen City Substation.

We received your completed application for the above referenced project on August 25, 2004, including a
fee of $115.00 paid by check #2325. Under the performance standards for this program, we have a
maximum of 30 days of "in-house" time to review your application. If we require further information from
you to make a decision, the time until we receive it is not included in the in-house performance standards.

RE: GMPNELCO Taft Corners Project

On Tuesday, September 17"' VELCO will be making a presentation to the DRB on an
upgrade project it is starting in Williston and South Burlington. While the City does not
have any review powers over this project, VELCO has scheduled a courtesy
presentation and provided the enclosed orthophoto and project description.
The only physical change proposed within South Burlington is that the poles from
Muddy Brook up to the substation at Digital will be taller. VELCO will be building a
new substation in Williston at Exit 12. No expansion of the right-of-way and no
construction of new structures is proposed in South Burlington.
VELCO will be requesting that the DRB waive its standard requirement that the City
receive project plans no less than 45 days prior to their submittal to the Public Service
Board (PSB). Providing this waiver would not prejudice the City's rights to participate
in the Certificate of Public Good process, should the City wish to do so. Staff do not
have any problem recommending that the DRB provide this waiver.

Thank you very much for scheduling our project presentation for the South Burlington
Development Review Board's meeting on Tuesday, September 17th at 7:30 PM. I will forward
presentation materials prior to the meeting.
The Taft Corners Project is being jointly developed by Green Mountain Power (GMP) and
Vermont Electric Power Company (VELCO) in the towns of Williston and South Burlington,
Vermont. The purpose of the project is to improve the reliability of the electrical infrastructure
serving the area.
Project Description:
The Taft Corners project is currently conceived as four stages of electrical upgrades
spanning seven years. Stage I of the project involves (1) constructing a substation at Taft
Corners in Williston beneath VELCO's existing 115 kV transmission line on a 3.5 acre site
abutting Interstate 89, (2) building approximately one mile of new 34.5 kV subtransmission line
from the Taft Corners substation south to Vermont Electric Coop's (VEC) Williston substation,
and (3) reconductoring approximately 2 miles of existing 34.5 kV subtransmission line from
VEC's Williston substation northwest to GMP's Digital substation.
Substation equipment for Stage I of the project will include low profile termination towers,
one 115 kV breaker, a circuit switcher, a new 115/34.5 kV transformer, a 34.5 kV bus structure,
one 34.5 kV breaker, low voltage 34.5 kV switchgear, and a control building.
The new 34.5 kV line from Taft Corners to VEC's Williston substation will be located in
an existing utility corridor. It will be co -located on three VELCO transmission structures across
Interstate 89. From there, the new 34.5 kV line will be co -located on an existing VEC distribution
line to the VEC substation. The three VELCO structures and the existing VEC poles will be
replaced with taller poles to accommodate the addition of the 34.5 kV subtransmission line.
The existing VEC 34.5 kV line from Williston to Digital will be reconductored and rebuilt
with taller poles.
At this time, a final configuration map is not completed, but will be forwarded as soon as
it is available. In the meantime, I have enclosed an orthophoto of the project area.
Project Benefits:
This project will enhance the reliability of the electric service of Green Mountain Power
and Vermont Electric Cooperative customers by:
• Providing a back-up source to the area for loss of VELCO's Williston to Queen City 115
kV line
• Providing back-up for the loss of one of the three 115/34.5 kV transformers serving the
area
• Reducing the electrical load served by the 34.5 kV subtransmission system in the area
• Relieving the local area 12.47 kV distribution network limitations
• Reducing the reliance on local area generation during heavy electrical demand periods
• Providing capacity on local electrical transmission and distribution systems for future
load growth in the area
Project Schedule:
VELCO and GMP are currently performing all of the necessary studies and engineering
to file for a 30 V.S.A. § 248 Certificate of Public Good (CPG) from the Vermont Public Service
Board for Stage I of the project. Our goal is to submit the filing for the CPG in late September or
early October, 2002. This would enable construction to begin in the spring of 2003 with an in-
service date in mid-2004.
In accordance with § 248 notice requirements, VELCO and GMP must provide project
plans to local and regional planning commissions 45-days prior to submitting the application to
the PSB, or obtain a waiver of such notice. With this tight schedule, VELCO/GMP will be
requesting a waiver of the 45-day notice from the DRB. Please understand that by providing us
with a waiver of notice, the Town will not be waiving any of its rights to participate in the § 248
proceeding.
One of the requirements of the section 248 process is to show that the project will not
unduly interfere with orderly development of the region, with due consideration given to the
recommendations of the municipal and regional planning commissions. VELCO and GMP are
interested to know the thoughts of the DRB on this project and are looking forward to our

Vermont, is hereby approved under the requirements of the regulations named above subject to the
following conditions:
L GENERAL
1. LThe conditions of this pen -nit shall run with the land and will be binding upon and enforceable
against the permittee and all assigns and successors in interest. The permittee shall be responsible
for the recording of this permit in the South Burlington Land Records within thirty, (30) days of
issuance of this permit and prior to the conveyance of any lot subject to the jurisdiction of this
permit.
1.2.All conditions of Permit #WW-4-2204-1 shall remain valid except as amended here -in.
3.WASTEWATER DISPOSAL
3.2.This project is approved for connection to the City of South Burlington municipal wastewater
treatment facility as depicted on the approved plans. The project is approved for a maximum of
60 gallons of wastewater per day. No changes to the wastewater disposal system shall be allowed
without prior review and approval by the Wastewater Management Division.

At this time, a final configuration map is not completed, but will be forwarded as soon as
it is available. In the meantime, I have enclosed an orthophoto of the project area.
Project Benefits:
This project will enhance the reliability of the electric service of Green Mountain Power
and Vermont Electric Cooperative customers by:
• Providing a back-up source to the area for loss of VELCO's Williston to Queen City 115
kV line
• Providing back-up for the loss of one of the three 115/34.5 kV transformers serving the
area
• Reducing the electrical load served by the 34.5 kV subtransmission system in the area
• Relieving the local area 12.47 kV distribution network limitations
• Reducing the reliance on local area generation during heavy electrical demand periods
• Providing capacity on local electrical transmission and distribution systems for future
load growth in the area
Project Schedule:
VELCO and GMP are currently performing all of the necessary studies and engineering
to file for a 30 V.S.A. § 248 Certificate of Public Good (CPG) from the Vermont Public Service
Board for Stage I of the project. Our goal is to submit the filing for the CPG in late September or
early October, 2002. This would enable construction to begin in the spring of 2003 with an in-
service date in mid-2004.
In accordance with § 248 notice requirements, VELCO and GMP must provide project
plans to local and regional planning commissions 45-days prior to submitting the application to
the PSB, or obtain a waiver of such notice. With this tight schedule, VELCO/GMP will be
requesting a waiver of the 45-day notice from the DRB. Please understand that by providing us
with a waiver of notice, the Town will not be waiving any of its rights to participate in the § 248
proceeding.
One of the requirements of the section 248 process is to show that the project will not
unduly interfere with orderly development of the region, with due consideration given to the
recommendations of the municipal and regional planning commissions. VELCO and GMP are
interested to know the thoughts of the DRB on this project and are looking forward to our

Re: Joint GMP/VELCO Taft Corners Project
Dear Ms. Hoover:
Thank you very much for scheduling our project presentation for the South Burlington
Development Review Board's meeting on Tuesday, September 17th at 7:30 PM. I will forward
presentation materials prior to the meeting.
The Taft Corners Project is being jointly developed by Green Mountain Power (GMP) and
Vermont Electric Power Company (VELCO) in the towns of Williston and South Burlington,
Vermont. The purpose of the project is to improve the reliability of the electrical infrastructure
serving the area.
Project Description:
The Taft Corners project is currently conceived as four stages of electrical upgrades
spanning seven years. Stage I of the project involves (1) constructing a substation at Taft
Corners in Williston beneath VELCO's existing 115 kV transmission line on a 3.5 acre site
abutting Interstate 89, (2) building approximately one mile of new 34.5 kV subtransmission line
from the Taft Corners substation south to Vermont Electric Coop's (VEC) Williston substation,
and (3) reconductoring approximately 2 miles of existing 34.5 kV subtransmission line from
VEC's Williston substation northwest to GMP's Digital substation.
Substation equipment for Stage I of the project will include low profile termination towers,
one 115 kV breaker, a circuit switcher, a new 115/34.5 kV transformer, a 34.5 kV bus structure,
one 34.5 kV breaker, low voltage 34.5 kV switchgear, and a control building.
The new 34.5 kV line from Taft Corners to VEC's Williston substation will be located in
an existing utility corridor. It will be co -located on three VELCO transmission structures across
Interstate 89. From there, the new 34.5 kV line will be co -located on an existing VEC distribution
line to the VEC substation. The three VELCO structures and the existing VEC poles will be
replaced with taller poles to accommodate the addition of the 34.5 kV subtransmission line.
The existing VEC 34.5 kV line from Williston to Digital will be reconductored and rebuilt
with taller poles.

1.2.The project shall not deviate from the approved plans in a manner that would change or affect the
exterior water supply or wastewater disposal systems, building location, or, the approved use of
the building, without prior review and written approval from the Wastewater Management
Division.
1.3.This permit does not relieve the permittee from obtaining all other approvals and permits as may
be required from the Department Public Safety, Division of Fire Safety— telephone (802) 879-
2300 and local officials prior to proceeding with this project.
1.4.The conditions of this permit shall run with the land and will be binding upon and enforceable
against the pennittee and all assigns and successors in interest. The pennittee shall be responsible
for the recording of this pen -nit in the South Burlington Land Records within thirty, (30) days of
issuance of this permit and prior to the conveyance of any lot subject to the jurisdiction of this
permit.
1.5.This pennit shall null and void Permit #WW-4-2204.
1.6.By acceptance of this permit, the pennittee agrees to allow representatives of the State of
Vennont access to the property covered by the pen -nit, at reasonable times, for the purpose of
ascertaining compliance with the Vermont environmental and health statutes and regulations.

1.7.A copy of the approved plans and this permit shall remain on the project during all phases of
construction, and upon request, shall be made available for inspection by State or local officials.
In issuing this permit, the Division has relied solely upon the licensed designers certification that
the design -related information submitted was true and correct, and complies with the Vermont
Wastewater System and Potable Water Supply Rules and the Vermont Water Supply Rules.
1.8.This permit may be revoked if it is detennined that the project does not comply with these rules.

2.WATER SUPPLY
2.1.No permit issued by the Secretary shall be valid for a substantially completed potable water
supply until the Secretary receives a certification from a designer, or the installer, signed and
dated, that states:
"I hereby certify that, in the exercise of my reasonable professional judgment, the
installation -related information submitted is true and correct and the potable water supply
was installed in accordance with the permitted design and all permit conditions, were
inspected, were properly tested, and have successfully met those performance tests."
2.1.Pnor to the construction of the water supply system, other than drilling of the well, an amended
application form, and complete engineering plans for such system shall be submitted for review
and approval by the Wastewater Management Division. The submission shall include yield test
results, a copy of the driller's well completion report, sizing calculations, specifications for
pumps, hydropneumatic tanks, and storage facilities, if needed, and copies of primary and
secondary physical/chemical and bacteriological water quality analyses required by the Water
Supply Rules, and performed by a laboratory that is certified by the Vermont Department of
Health.
(WASTEWATER DISPOSAL
3.1.No permit issued by the Secretary shall be valid for a substantially completed wastewater system

3.3.This permit is based, in part, on a municipal approval for connection to their wastewater treatment
facility. If the municipal approval expires, and the municipality files a written request with the
Secretary, the Secretary will remove the sewage allocation for this project from the list of
committed reserve capacity. If the municipal approval expires, this permit shall be invalid unless
the municipality renews its approval and does not request that the Secretary remove the sewage
allocation for this project from the list of committed reserve. Once the project is removed from
the list of committed reserve capacity, a new permit must be issued for the project. An updated
application form and an application fee will be required. The rules in effect at the time of the
filing of the application for a new permit will be applied to the project.

You are hereby notified that on February 15, 2001, Vermont Electric
Power Company, Inc. ("VELCO") and Green Mountain Power Corporation
("GMP") jointly filed a petition with the Public Service Board ("Board")
seeking a certificate of public good ("CPG") authorizing: (1) VELCO to
install, by May 4, 2001, VELCO's 115/34.5 kV, 50 MVA portable transformer
at the Queen City Substation located on the corner of Queen City Park Road
and Central Avenue in the City of South Burlington, Vermont; and (2) GMP to
reconductor 600 feet of its existing 34.5 kV line adjacent to the Queen City
Substation.
Persons wishing to submit comments as to whether the petition raises a
significant issue with respect to the substantive criteria of 30 V.S.A. Section
248 must file their comments with the Board on or before March 30, 2001. If
no comments raising substantive issues are received, the Board will grant a
CPG without a hearing.

This item will be a discussion with VELCO on their proposal to install a spare
transformer at the Queen City Substation, Central Avenue. Development Review Board
approval is not required as VELCO is regulated by the Public Service Board. A
description of the project is enclosed.
6) FARRELL & CARON — PRELIMINARY PLAT APPLICATION — TWO LOT
SUBDIVISION & LOT MERGER,1366 & 1386 WILLISTON ROAD
This project consists of a planned residential development on two (2) parcels of 2.01 acres
consisting of 1) construction of a five (5) unit multi -family dwelling, 2) conversion of a
single family dwelling to a two family dwelling, and 3) a single family dwelling to remain
unchanged. The Development Review Board considered the sketch plan application for this
project at the November 21, 2000 meeting (minutes enclosed).
These properties located at 1366 and 1386 Williston Road are located within the
Residential Four and Conservation & Open Space Districts. The properties are bounded
on the north and east by residences, on the west by a medical office and on the south by
Williston Road.

Access/Circulation: Access to parcel A is provided via a 24 foot curb cut on Williston
Road and a 24 foot wide access road. An existing curb cut serving this parcel will be
eliminated. Access to the single family dwelling on parcel B is provided by a 13 foot
curb cut. No change is proposed to this access. Circulation on the site is adequate.
Coverage/Setbacks: The existing building coverage for parcel B is 15.7% (20% max)
and the total coverage is 24.8% (40% max). The existing building coverage for parcel A

a. Application of the City of South Burlington to relocate a watercourse in
preparation for the construction of a stormwater treatment system,1691
Shelburne Road.
No issues were raised.
Mr. Boucher moved to approve the Consent Agenda subject to the conditions in the staff
memo of 2 February 2001. Mr. Cameron seconded. Motion passed unanimously.
5. Discussion with VELCO on their proposal to install a spare transformer at
the Queen City Substation, Central Avenue:
Mr. Dunn noted that VELCO owns and operates the high voltage transmission grid in
Vermont. He then briefly reviewed their mission.
The proposed project is planned to maintain reliability in the state. The current system
was built in the `80's and is coming close to capacity. VELCO is trying to prevent
overloading of the three Chitter, ,_- ^aunty transmitters.
Mr. Dunn showed the location of the terminal in Queen City Park and also a plan of the
proposed substation. He showed where the new transformer would be located. There
would be no other changes. VELCO would move its portable transformer to the QCP
substation and put it next to the existing transformer. This would be used in a "hot
standby" mode and could be connected to the grid within 1-2 minutes. It would be
energized if the critical electric system components were not available. There would be
no concrete base, only wooden timbers.
VELCO is also looking at long-term solutions, which would involve both Burlington and
South Burlington. There would be a new substation at McNeil and possibly expansion of
the QCP substation.
The proposed work would have to be approved by the Public Service Board and the
affected towns. Criteria are similar to those in Act 250. This project would be
considered a minor amendment.
VELCO is targeting a mid -May in-service date.
The site in unmanned and there would be no additional personnel involved.
The Board raised no issues.

Dear Mrs. Hudson:
Enclosed please find an original and six (6) copies of the above -mentioned Petition, together
with the supporting prefiled testimony and exhibits, a Certificate of Service, proposed
Certificate of Public Good and proposed Findings of Fact.
The proposal is for VELCO to move, by May 4, 2001, its portable 115/34.5 kV, 50 MVA
transformer currently located at VELCO's Middlebury Substation, and to temporarily install
the transformer at the Queen City Substation in South Burlington, Vermont. A second Queen
City transformer is needed to prevent overloading, during heavy load periods, the three
VELCO 115/34.5 kV, 50 MVA transformers (one at Queen City and two at Essex) that serve
the Chittenden County area (the "Chittenden County Transformers" or "Transformers").
Increased load growth (particularly Chittenden County's summer load, which has grown at
a rate almost double the rest of the State), the potential reduction in the dispatch of the
McNeil generating plant beginning in May of 2001, and the age and uncertain condition of
these Transformers, create an increased risk ofTransformer overloading during the upcoming
heavy summer load period.

Currently, VELCO expects that the McNeil generating unit will be economically dispatched
next summer at its rated capacity during periods of high Vermont electrical load, which is
coincident with when VELCO would need local generation to prevent Transformer
overloading. However, if McNeil or other local generation is not available during high load
periods, the Chittenden County Transformers will be loaded at or above their nameplate
ratings and at risk of failure.
A failure of one of these units, at load levels of 700 MW`, will cause the remaining two
Transformers to be overloaded. The loss of a second Transformer would likely cause an
extensive outage in Chittenden County. At high load levels, all of the local generation would
be required for an extended period. At peak load levels, even with all local generation
running, rotating blackouts might be required to maintain the minimum loading on the
remaining Transformer within acceptable limits.
VELCO proposes to operate the portable transformer at Queen City in "hot standby" mode,
a configuration where the unit's high and low side breakers are open. During peak periods,
if McNeil or one of the Chittenden County Transformers were unavailable, the portable
transformer at Queen City would be energized via SCADA remote control. The connection
could be made within a minute or two. The configuration reduces the exposure of the
remaining Transformers to overloading if one is lost, and it reduces the number of hours that
McNeil or other generation would be needed to off-load the Transformers.
The proposal has modest costs ($49,000 VELCO costs to move and install the transformer,
breaker and control package, and $21,000 GMP reconductoring costs) and, in fact, these
costs could be recovered in as little as thirty-five hours by avoiding the cost to run local
generation out-of-ment.2
The facilities also will be of very limited in size and scope. The project will not require any
changes to the existing Queen City Substation fence. VELCO will install the portable
transformer near the existing 115/34.5 kV step-down transformer. Because this is a
temporary installation, all equipment will be supported by pressure treated timbers; no
concrete foundations will be poured.
` Vermont's load was at or above 700 MW over 48% of the time during the summer of 2000
(one of the coolest in recent memory) and 52% of the time in the summer of 1999.
Total estimated cost of the project is $70,000 ($49,000 VELCO and $21,000 GMP). 40 MW
running 35 hours at an assumed $50/MWh incremental cost to run local generation, equals $70,000. The
$50/MWh incremental cost is a conservative estimate, given that it assumes a bid price of $150/MWh for
the generation, and the Chittenden County gas turbines have typically bid in excess of $150/MWh.

The 600 feet of GMP 34.5 kV line between Queen City VELCO and GMP's Queen City #32
Substation must be reconductored because it is too small to carry the current that will flow
in the event that both 115.34.5 kV transformers are energized. To obtain necessary
clearances, GMP will replace one existing pole and install a new pole outside the fence
within the existing right-of-way. The new poles will be within a foot or two of the existing
ones, approximately twenty-five feet above the ground.
Since all activity for this project will remain within the current fence line and on the VELCO
right-of-way, the amount of newly disturbed soils will be minimal. The only soil disturbance
outside of the fence will be from the replacement of an existing GMP pole and the
installation of a new pole approximately thirty feet outside of VELCO's fence under the
existing GMP line. Therefore, no trees, real estate, historical sites, or other natural
environment will be disturbed.
Furthermore, as the attached prefiled testimony and exhibits make clear, this proposal does
not raise significant issues with respect to the substantive criteria of § 248 and the public
interest will be well served by according this proposal § 2480) treatment.
VELCO has notified both the City of South Burlington Development Review Board and the
Chittenden County Regional Planning Commission. Neither board expressed negative
comments or concerns. VELCO has also reviewed the project with the Department of Public
Service.
Accordingly, we would request that the Board act as expeditiously as possible upon this

By this Petition, the V ermont Electric Power Company, Inc. ("VELCO") and Green Mountain Power
Corporation ("GMP") represent as follows:
A. VELCO and the Transmission System
VELCO and GMP are each a company as defined by Section 201 of Title 30, Vermont Statutes
Annotated, and as such are subject to the Vermont Public Service Board's (the "Board") jurisdiction
pursuant to Section 203 of Title 30.
2. VELCO's offices are located at 366 Pinnacle Ridge Road, Rutland, Vermont 05701.
3. GMP's offices are located at 163 Acorn Lane, Colchester, Vermont 05446.

4. VELCO owns and operates most of the high voltage electric transmission system in the State
of Vermont, including transmission facilities that serve Chittenden County and northwestern
Vermont.
5. VELCO also plans for the maintenance, upgrade and expansion of the State's transmission
system to assure the adequacy of the system to transmit bulk power to the electric utilities
in Vermont.
6. Currently, VELCO's transmission system in Chittenden County consists of a 115 kV
network that is part of the bulk power grid which terminates at VELCO's East Avenue,
Queen City and Essex Substations. From these substations, both GMP and Burlington
Electric Department ("BED") operate distribution networks that deliver electric service to
the Cities of Burlington, South Burlington and surrounding areas.
7. VELCO delivers power to BED's 13.8 subtransmission/distribution system at VELCO's
Queen City and East Avenue Substations via single, 50 MVA, 115/13.8 kV transformers at
each site.
8. VELCO delivers power to GMP's 34.5 kV subtransmission/distribution system by means
of three 50 MVA, 115134.5 kV transformers (one at its Queen City Substation and two at its
Essex Substation).
9. In order to meet demand and continue to provide safe, reliable and stable transmission
service, Petitioners hereby seek a Certificate of Public Good under 30 V.S.A. § 2480),
authorizing (1) VELCO to install, by May 4, 2001, its portable 115/34.5 kV, 50 MVA
transformer as a second source at VELCO's Queen City Substation; and (2) GMP to

reconductor the 600 feet of its 34.5kV line that connects VELCO's Queen City Substation
and GMP's Queen City Substation #32.
B. Need for this Project
10. A second Queen City transformer is needed to prevent overloading of the three VELCO
Chittenden County 115134.5 kV, 50 MVA transformers (one at Queen City and two at Essex)
during the upcoming summer load period. Increased load growth (particularly summer
loads), the potential reduction in the economic dispatch of the McNeil generating plant
beginning May, 2001, and the age of these transformers, create an increased risk of
transformer overloading next summer.
11. VELCO System Planning studies indicate that the number of hours Vermont is seeing higher
summer peaks loads has been steadily increasing (at a rate of approximately 2% annually)
since 1993. Much of this is driven by Chittenden County's summer load growth which, at
an annual rate of almost 4%, is double that of the rest of the state. See Docket No. 6252,
Order of 10/8/99, at Findings 39-41.
12. In 1999, summer loadings began to create voltage problems on the transmission system
serving Chittenden County. To address the situation, VELCO obtained a Certificate of
Public Good from the Board in October 1999, to install and operate a FACTS (Flexible AC
Transmission System) device at VELCO's Essex Substation located in Williston, Vermont.
Docket No. 6252, Order of 10/8/99. The FACTS is scheduled to be commissioned in May
2001.

13. Pending completion of the FACTS project, VELCO has relied upon the McNeil generating
unit and other local generation during periods of heavy loading for transmission voltage
support. Since May 1999, McNeil has been dispatched approximately 90% of the time,
approximately half of which has been out -of -merit dispatch for VELCO reliability.
14. Once the FACTS device is commissioned, the requirement to run the McNeil unit out -of -
merit for VELCO's transmission network reliability will be significantly reduced. It is
estimated that McNeil will be economically dispatched approximately 50% of the time
during the summer of 2001.
15. If McNeil or other local generation is not available during high load periods, VELCO's three
115/34.5 kV transformers at its Queen City and Essex Substations will be loaded at or above
their nameplate ratings. This introduces the potential for the loss of life of the remaining
transformers, increasing the chance of a second transformer failure.
16. The loss of a second 115/34.5 kV transformer would likely cause an extensive outage in
Chittenden County. At high load levels, all of the local generation would be required for an
extended period of time. At peak load levels, rotating blackouts might be required to
maintain the loading on the remaining transformer within acceptable limits.
17. VELCO is concerned that the existing transformers, due to their age, may be more prone to
failure. The two Essex transformers are 37 years old (one rebuilt in 1985) and the Queen
City transformer is 24 years old.

18. Because local generation has historically been running during high load periods, these
transformers have been loaded above 40 MW infrequently. However, analysis of oil in the
transformers has shown evidence of "gassing" due to overheating. This suggests that the
insulation in the transformers has been stressed and may be more prone to failure.
19. To minimize the exposure of these transformers to overload conditions, VELCO proposes
to install the portable transformer at the Queen City Substation by May 4, 2001. Installation
by May 4, 2001 is proposed because the FACTS device is scheduled to be operational in
May, and there is expected to be a significant reduction in the number of hours that the
McNeil generating plant will be run in support of the 115 kV system. The May deadline is
important also because May - June is the beginning of the Chittenden County summer peak
period.
20. The transformer would be installed in hot standby, which is a configuration where the
transformer's high and low side breakers are open. The breakers are remotely controlled and
can be quickly closed as needed. This configuration reduces the exposure of the remaining
transformers to overloading if one is lost, and it reduces the number of hours McNeil would
be needed to off-load the Chittenden County 115/34.5 kV transformers.
C. Description of the Project
21. The Queen City Substation is located on the corner of Queen City Park Road and Central
Avenue in the City of South Burlington, Vermont. The substation is well screened by
vegetation on all sides.

22. The portable transformer will be installed near the existing 115/34.5 GMP step-down
transformer. The project will not require any changes to the existing Queen City Substation
fence.
23. The project will also include a 115 kV breaker, a 115 kV disconnect and control package
currently used for the synchronous condenser located at VELCO's Sandbar Substation, a
34.5 kV breaker, a 34.5 kV disconnect, and two strain bus structures, making the tie to the
existing 34.5 kV line to GMP's #32 substation.
24. The 600 feet of GMP 34.5 kV line between VELCO's Queen City Substation and GMP's
Queen City Substation must also be reconductored because it is too small to carry the current
that will flow in the event that both 115/34.5 kV transformers are energized. The existing
556 mcm aluminum conductor steel reinforced ("ACSR") will be replaced with 954 mcm
ACSR on GMP's poles within the existing right-of-way. To obtain the necessary clearances,
GMP will replace one existing pole and install one new pole outside the fence within the
existing right-of-way. The new poles will be within a foot or two of the height of the
existing ones, approximately twenty-five feet above the ground.
25. Because this is a temporary installation, all equipment will be supported by pressure treated
timbers; no concrete foundations will be poured. VELCO will also be installing its typical
transformer fluid containment system under the transformer. All equipment will be
grounded to the existing ground system.

26. The total cost of the project is estimated to be $70,000.00. This estimate includes the cost
of moving and installing the spare transformer, breaker and control package to the Queen
City Substation ($49,000) and reconductoring GMP's 34.5 kV line ($21,000).
D. Statutory Criteria; Process
27. The proposed project meets the criteria established by 30 V.S.A. § 248, including the
environmental criteria incorporated from Title 10 of Vermont Statutes Annotated pursuant
to 30 V.S.A. § 248(b)(5), and will promote the general good of the State.
28. This Petition is appropriately processed and resolved by the Board under the provisions of
30 V.S.A. § 2480), in that the proposal:
(a) involves construction of facilities under 30 V.S.A. § 248(a)(2);
(b) is of limited size and scope;
(c) does not raise a significant issue with respect to the substantive criteria of 30 V.S.A.
§ 248; and
(d) is such that the public interest will be satisfied by use of the procedures delineated
in 30 V.S.A. § 2480).
29. VELCO has served this Petition, together with its proposed findings and Certificate of Public
Good, on the parties specified in 30 V.S.A. § 248(a)(4)(C), pursuant to the requirements of
30 V.S.A. § 2480)(2).

problems on the transmission system serving Chittenden County. To address the
situation, VELCO obtained a Certificate of Public Good from the Board in October of
1999 to install and operate a FACTS (Flexible AC Transmission System) device at
VELCO's Essex Substation located in Williston, Vermont. Docket No. 6252, Order of
10/8/99. VELCO Panel pf, at 4-5.
13. The FACTS device is scheduled to become operational May 1, 2001. Petition at 3.

14. Pending completion of the FACTS project, VELCO has relied upon the McNeil
generating unit and other local generation during periods of heavy loading for
transmission voltage support and transmission system reliability. Since May of 1999,
McNeil has been dispatched approximately 90% of the time, half of this time for VELCO
reliability, and half by the Independent System Operator of New England ("ISO -NE") for
economic dispatch. VELCO Panel pf. at 5.
15. However, once VELCO's FACTS device is commissioned in May of 2001, the
requirement to run the McNeil unit out -of -merit for VELCO's transmission network
reliability will be significantly reduced.' VELCO estimates that McNeil will be
economically dispatched approximately 50% of the time during the summer of 2001.

16. VELCO expects that McNeil will be running next summer at its rated capacity during
periods of high Vermont electrical load, and that this will occur coincident with the hours
when VELCO needs local generation to prevent transformer overloading.2 However,
should McNeil or other local generation be unavailable during high load periods, the

17. The Chittenden County Transformers, due to their age, may be more prone to failure from
such overloading. The two Essex transformers are 37 years old (with one rebuilt in 1985)
and the Queen City transformer is 24 years old. VELCO Panel pf. at 6.
18. Because local generation has historically been running during high load periods, these
Transformers have been loaded above 40 MW infrequently. However, analysis of oil in
the transformers has shown evidence of "gassing" due to overheating. This suggests that
the insulation in the transformers has been stressed and that transformer overload should
be avoided.' VELCO Panel pf. at 6.
19. 34.5 kV line outages could also cause an overload on VELCO's Chittenden County
Transformers during heavy load periods. VELCO Panel pf. at S.
20. If one of the three Chittenden County Transformers fails, the two remaining units will
pick up the load. At load levels above 700 MW and with McNeil off line, this will cause
the two remaining transformers to be loaded in excess of the their nameplate rating. This
increases the potential for the loss of life in these two units and a chance of a second
transformer failure. VELCO Panel pf. at 7.

to the development of "hot spots" and potential arcing within a transformer's insulation. This

21. Vermont's load was at or above 700 MW over 48% of the hours during the summer of
2000. VELCO Panel pf. at 7, n.4.
22. In the event of a transformer failure, VELCO would have to move its portable substation
transformer from the Middlebury Substation to either the Queen City or Essex
Substations on an emergency basis. However, this would require approximately 72
hours. VELCO Panel pf. at 7.
23. To avert Transformer overloading during the time the portable was being moved,
Chittenden County generation (Burlington gas turbine-20 MW, Gorge gas turbine-11.65
MW, Vergennes diesel-4.2 MW, and Essex diesels-4.2 MW) would be called to run while
McNeil was ramped up. If some or all of this generation failed to run during peak load
periods it is possible, depending upon the load level, that manual load shedding would be
implemented to reduce the loading on the remaining two Transformers. VELCO Panel
pf. at 7.
24. The loss of a second Transformer would likely cause an extensive outage in Chittenden
County. At high load levels, all of the local generation would be required. At peak load
levels, even with all of the local generation running, rotating blackouts might be required
to maintain the loading on the remaining Transformer within acceptable limits. VELCO
Panel pf. at 7-8.
25. To minimize the exposure of these Transformers to overload conditions, VELCO
proposes to install the portable transformer at the Queen City Substation by May 4, 2001.
Installation by May 4, 2001 is proposed because the FACTS device is scheduled to be

operational in May, and there is expected to be a significant reduction in the number of
hours that the McNeil generating plant will be run in support of the 115 kV system. The
May deadline is important also because May - June is the beginning of the Chittenden
County summer peak period. VELCO Panel pf. at 10.
26. The portable transformer would be installed in "hot standby" mode, which is a
configuration where the transformer's high and low side breakers are open. The breakers
are remotely controlled and can be quickly closed (within a minute or two) as needed.
During peak periods, if McNeil or one of the Chittenden County Transformers is
unavailable, the portable transformer at Queen City would be energized. This
configuration reduces the exposure of the remaining Transformers to overloading if one is
lost, and it reduces the number of hours McNeil is needed to off-load the Chittenden
County Transformers. VELCO Panel pf. at 9-10.
C. Project Description
27. VELCO's Queen City Substation is located on the corner of Queen City Park Road and
Central Avenue in the City of South Burlington, Vermont. To the east of the substation,
across Vermont Railway's railroad tracks, is the Champlain Water District's water
treatment facility. To the north, across Queen City Park Road, are the General Dynamics
plant and other industrial businesses. To the west, across Central Avenue, is Red Rocks
Park. To the south is the Queen City Park residential area. This residential area
overlooks Lake Champlain. VELCO Panel pf. at 12.

28. The Queen City Substation yard is well screened on all sides from existing roads and
neighbors. Boyle pf. at 2; VELCO Exhibits TJB-2,3A, 3B, 3C.
29. As previously mentioned, the Queen City Substation is the terminal for one 115 kV
circuit that is part of the bulk power grid. The station contains one 115/13.8 kV
stepdown transformer connected to BED's Burlington network, and one 115/34.5 kV
stepdown transformer (one of the three Chittenden County Transformers) connected to
GMP's network (GMP Queen City Substation No. 32). VELCO Panel pf. at 12.
30. VELCO proposes to install the portable transformer near the existing 115/34.5 step-down
Transformer located at the southeast corner of the substation. The proposed project will
not require any changes to the existing Queen City Substation fence. VELCO Panel pf. at
12; VELCO Exhibits DMJ-8, DMJ-9, and DMJ-10.
31. VELCO also proposes to install a 115 kV circuit breaker, a 115 kV disconnect and
control package currently used for the synchronous condenser located at the Sandbar
Substation;' a 34.5 kV breaker, a 34.5 kV disconnect, and two strain bus structures,
making the tie to the existing 34.5 kV line to GMP's #32 substation. VELCO Panel pf. at
12-13; VELCO Exhibits DMJ-8, DMJ-9, and DMJ-10.

32. The feed for the portable transformer will be tapped off of the incoming 115 kV circuit.
The tap will travel through a 115 kV disconnect switch, then to a 115 kV breaker, and
finally into the transformer. The 34.5 kV side of the portable transformer will then tie
into a 34.5 kV bank breaker through a set of disconnects and onto a strain bus. The strain
bus will be supported by 34.5 kV wood transmission structures that will similar to the
existing structures that carry the existing 34.5 kV line over to GMP's Queen City #32
Substation. The protection package will be installed in the existing control building.

33. Because this is a temporary installation, all equipment will be supported by pressure
treated timbers; no concrete foundations will be poured. VELCO Panel pf. at 14
34. VELCO will also be installing its typical fluid containment system under the portable
transformer. VELCO Panel pf. at 14; VELCO Exhibit DMJ-11.
35. PVC conduit will be installed from the control building to the breakers and transformer to
accommodate control cables. All equipment will be grounded to the existing ground
system. VELCO Panel pf at 14.
36. The 600 feet of GMP's 34.5 kV line which connects Queen City VELCO to GMP's
Queen City Substation #32 must be reconductored, because it is too small to carry the
current that would flow in the event that both 115/34.5 kV transformers are energized.
The existing 556 mcm aluminum conductor steel reinforced ("ACSR") will be replaced
with 954 mcm ACSR on GMP's poles within the existing right-of-way. VELCO Panel
pf. at 13.

37. In addition, to obtain the necessary clearances, GMP will replace one existing pole and
install one new pole outside the fence within the existing right-of-way. The new poles
will be within a foot or two of the height of the existing ones, approximately twenty-five
feet above the ground. VELCO Panel pf. at 13.
D. Project Cost
38. The total cost of the project is estimated to be $70,000.00. This estimate includes the cost
of moving and installing the spare transformer, breaker and control package to the Queen
City Substation ($49,000) and reconductoring GMP's 34.5 kV line ($21,000). VELCO
Panel pf, at 14.
Orderly Development of the Region
(30 V.S.A. § 248(d)(1)]
39. The proposed project will not unduly interfere with the orderly development of the
region, with due consideration having been given to the recommendations of the
municipal and regional planning commissions, the recommendations of municipal
legislative bodies, and the land conservation measures contained in the plan of any
affected municipality. This finding is supported by findings 40 through 45 below.
40. This project falls within the jurisdiction of the Chittenden Regional Planning
Commission. One of the Plan goals in the energy area is to "ensure that an adequate
supply of reasonably priced energy, of all environmentally responsible forms, is available

to meet the Region's future need and to minimize environmental degradation associated
with energy supply and use." VELCO Exhibit DMJ-12, at 24.
41. The City of South Burlington Comprehensive Plan specifies that future planning for
public utilities shall "[m]aintain the quality of existing utilities or services and remedy
recognized deficiencies." VELCO Exhibit DMJ-13, at 74.
42. The project complies with these goals. Installation of a portable transformer at VELCO's
Queen City Substation is necessary to maintain the quality of existing electric service.
The project is being undertaken in order to avoid transmission outages and to insure that
an adequate supply of reasonably priced electricity is available to meet the region's
electric needs. Moreover, the project has been undertaken in a manner that will have little
or no effect upon the environment. This project is extremely limited in scope and impact.
It involves adding limited equipment without expanding the substation fence. In fact, to
the extent that it reduces the need to run local generation, it will result in a reduction of
air emissions that would otherwise be produced and may produce substantial cost savings
(see Finding 71, below). VELCO Panel pf. at 17.
43. The project is in context with its surroundings, since the transformer is in a substation
adjacent to the two other substations, a water transmission facility, a railroad and an
industrial zone. It is very well screened so it is not readily visible in winter and in the
summer is essentially fully screened. Boyle pf. at 4.

44. VELCO notified the Chittenden Regional Planning Commission on January 3, 2001
(VELCO Exhibit DMJ- 14) and received no negative comments or concerns. VELCO

January 3, 2001 (VELCO Exhibit DMJ - 15) and met with the Board on February 6,
2001. The Development Review Board expressed no negative comments or concerns to

46. The proposed project is required to meet the need for present and future demand for
service which could not otherwise be provided in a more cost-effective manner through
energy conservation programs and measures and energy efficiency and load management

47. The proposed project is necessary to ensure stability and reliability, and will not
adversely affect system stability and reliability. This finding is supported by findings 9
through 26, above.

Economic Benefit to the State

48. The proposed project will result in an economic benefit to the State. This finding is
supported by findings 49 through 54, below
49. There are several economic benefits that will result from this project. First, the
installation of a second 50 MVA transformer at the Queen City Substation will achieve
cost savings if the cost to run local generation "out of merit" is greater than the cost to
install the transformer. Vermont's "out of merit" generators could include McNeil, the
Burlington, Gorge and Berlin gas turbines and the Essex diesels. VELCO Panel pf. at 15.
50. If McNeil is unavailable during peak load hours, causing an overloading of the
Chittenden County Transformers, the local gas turbines and diesels would be run. The
same operating scenario would occur where pre -contingency, Chittenden County
generation is not running and one of the Chittenden County Transformers fails. Under
this latter scenario, at load levels above 700 MW, VELCO would require local generation
to must -run to prevent overloads on the remaining two Transformers. VELCO Panel pf.
at 15.
51. Under either scenario, assuming an incremental cost to must -run these units were an
average of $50/MWh above the clearing price, then society will have paid an amount

equal to the cost of installing the portable transformer in as little as 35 hours.' VELCO
Panel pf at 15.
52. If the VELCO system required generation to run that did not clear the market, then the
cost to run the generation would become a reliability -must -run cost that today would be
socialized throughout New England. In the future, perhaps as soon as the end of the year,
these costs could be borne solely by Vermont entities. In this case, the cost of must -
running Chittenden County generation would be borne by GMP. VELCO Panel pf. at 16.
53. Even if it never becomes necessary to run generation out -of -merit to protect the
Chittenden County Transformers, the project provides an economic benefit by providing
customers, at very modest cost, a significant level of assurance of increased reliability.
The current turmoil in California demonstrates the value of that kind of assurance.
VELCO Panel pf. at 16.
54. Finally, the project provides an economic benefit by avoiding the costs to customers and
the state that would be incurred as a result of rolling blackouts and extended outages.
These costs are not readably quantifiable, but would certainly be significant. It also

77. Traffic congestion during installation, if any, will be kept to a minimum since most of the
construction will take place at the substation site and away from busy town streets and
state highways. Construction vehicles will park at the existing parking lot adjacent to the

78. Moving the transformer from Middlebury to South Burlington will require an oversize
load permit and possibly an escort. This will be taken care of by VELCO in compliance

This finding is supported by findings 81-87 below.
81. There are no known historic sites or rare or irreplaceable natural areas in the area of the
proposed installation. VELCO Panel pf. at 18.
82. The transformer and associated equipment will be installed within the existing fence, and
will not require the construction of any additional lines. VELCO Panel pf. at 18.
83. Since all activity for this project will remain within the current fence line and on the
VELCO right-of-way, the amount of newly disturbed soils will be minimal. The only
soil disturbance outside of the fence will be from the replacement of an existing GMP
pole and the installation of a new pole approximately thirty feet outside of VELCO's
fence under the existing GMP line. Therefore, no trees, real estate, historical sites, or
other natural environment will be disturbed. VELCO Panel pf. at 18.
84. The addition of the portable transformer to the Queen City Substation will not have an
adverse aesthetic impact. The project is within the context of the area, since the
transformer is in a substation adjacent to the two other substations, a water transmission
facility, a railroad and an industrial zone. The substation is also very well screed on all
sides so it is not readily visible in winter and in the summer is essentially fully screened.

85. The substation yard is well screened on all sides from existing roads and neighbors.
There is a substantial evergreen and deciduous woods between Queen City Park Road
and the substation site. Although the evergreens are thin in places because they have lost
their lower limbs, there is a substantial density of deciduous stems and brush and trees. It
is very difficult to see the substation structure or fence because of the lattice type steel
structure and similarity in scale and color to the many tree stems. Boyle pf. at 2-3
86. The tan color of the control house is barely discernible. Boyle pf. at 3.
87. The project is in context with other uses in the area and it is an integral part of a
previously approved 248 project (Queen City Tap). Boyle pf. at 4.
Discussion
Based on the above findings, the Board finds that this project will not have an undue
adverse effect on the aesthetics or scenic and natural beauty of the area. In reaching this
conclusion, the Board has relied on the Environmental Board's methodology for determination
of "undue" adverse effects on aesthetics and scenic and natural beauty as outlined in the so-called
Quechee Lakes decision. Quechee Lakes Corporation, #3W0411-EB and 3W0439-EB, dated
January 13, 1986.
As required by this decision, it is first appropriate to determine if the impact of the project
will be adverse. The project would have an adverse impact on the aesthetics of the area if its
design is out of context or not in harmony with the area in which it is located. If it is found that
the impact would be adverse, it is then necessary to determine that such an impact would be

"undue". Such a finding would be required if the project violates a clear written community
standard intended to preserve the aesthetics or scenic beauty of the area, if it would offend the
sensibilities of the average person, or if generally available mitigating steps will not be taken to
improve the harmony of the project with its surroundings.
Given the facts of this case, it would be difficult to find that this project would have an
adverse effect on the aesthetics of the area because of the limited nature of the proposal, and the
fact that it will be located within an existing substation site.
Even if the Board were to find this proposal aesthetically adverse it would not be able to
find that such adverse impact is undue because there is no written community standard that
would be violated, the project will not offend the sensibilities of the average person.
Necessary Wildlife Habitat and Endangered Species

88. The proposed project does traverse any designated natural areas or impact endangered

90. The minimal nature of the project is such that it will be consistent with and will maintain
the existing condition of the site, and will not endanger the health, safety, welfare of the

91. The proposed facilities will not endanger or jeopardize public investments in any
governmental public utility facilities, services or lands. In fact, by improving reliability
of electric service to the area, the project will have a positive impact upon this criterion.

92. The Department determined on , that the proposed project is consistent

IT IS HEREBY ORDERED, ADJUDGED AND DECREED by the Public Service Board of the
State of Vermont that Petitioners' proposal (1) for VELCO to install its 115/34.5 kV, 50 MVA
portable transformer at VELCO's Queen City Substation located in South Burlington, Vermont, and
(2) for GMP to reconductor approximately 600 feet of its existing 115/34.5 kV line adjacent to the
substation, in accordance with the evidence and plans submitted in this proceeding, are necessary
reinforcements to the transmission system to provide stable and reliable electric service and will
promote the general good of the State of Vermont in accordance with 30 V.S.A. § 248, and a
certificate of public good to that effect shall be issued.

Dear Mr. Belair:
I am writing to notify you of an upcoming project at Vermont Electric Power
Company's (VELCO's) Queen City Substation in South Burlington. VELCO is
proposing to install a spare transformer. It is needed for reliability to avoid
overloading existing transformers at both Queen City and East Avenue
Substations during summer loads. The alternative to this project would be
running the McNeil Generating Plant or other local generation out of merit at a
greater cost to Vermont ratepayers. This installation will not result in any changes
to the fence line of the existing substation.
The spare transformer must be installed by summer of 2001. Therefore,
VELCO's goal is to file for a Certificate of Public Good from the Public Service
Board (PSB) under Title 30 of the Vermont Statutes, Section 2480), by the end of
January. This statute governs minor applications and includes a 21-day
comment period for all statutory parties, including regional and town planning
commissions, that follows the PSB's publishing of notice of the project in the
paper for two consecutive weeks.
